L O CA L GOVERNMEN TS’ COMMI TTEE Columbia River Treaty: Recommendations December 2013 The BC Columbia River Treaty Local Governments’ Committee (the Committee) has prepared these Recommendations in response to the Columbia River Treaty-related interests and issues raised by Columbia River Basin residents in Canada. These Recommendations are based on currently-available information. They have been submitted to the provincial and federal governments for incorporation into current decisions regarding the future of the Columbia River Treaty (CRT). The Committee plans to monitor the BC, Canadian and U.S. CRT-related processes and be directly involved when appropriate. As new information becomes available, the Committee will review this information, seek input from Basin residents, and submit further recommendations to the provincial and federal governments, if needed. The CRT Local Governments’ Committee will post its recommendations and other documents at www.akblg.ca/content/columbia-river-treaty. Wapiti River Water Management Plan Summary Wapiti River Water Management Plan Steering Committee February 2020 Summary The Wapiti River basin lies within the larger Smoky/Wapiti basin of the Peace River watershed. Of all basins in the Peace River watershed, the Wapiti basin has the highest concentration and diversity of human water withdrawals and municipal and industrial wastewater discharges. The Wapiti River Water Management Plan (the Plan) was developed to address concerns about water diversions from the Wapiti River, particularly during winter low-flow periods and the potential negative impacts to the aquatic environment. In response, a steering committee of local stakeholders including municipalities, Sturgeon Lake Cree Nation, industry, agriculture, the Department of Fisheries and Oceans Canada, and the Mighty Peace Watershed Alliance (MPWA), supported by technical experts from Alberta Environment and Parks (AEP), was established. The steering committee initiated the development of a water management plan that includes a Water Conservation Objective (WCO) and management recommendations for the Wapiti River basin from the British Columbia border to its confluence with the Smoky River. A WCO is a limit to the volume of water that can be withdrawn from the Wapiti River, ensuring that water flow remains in the river system to meet ecological objectives. The Plan provides guidance and recommendations on balancing the needs of municipal water supply, industry uses, agriculture and other uses, while maintaining a healthy aquatic ecosystem in the Alberta portion of the Wapiti River basin. Wapiti River Water Management Plan | Summary 2 Purpose and Objectives of the Plan The Plan will be provided as a recommendation to AEP and if adopted, would form policy when making water allocation decisions under the Water Act, and where appropriate, under the Environmental Protection and Enhancement Act by establishing a WCO for the Wapiti River. -

White Paper on COLUMBIA RIVER POST-2024 FLOOD RISK MANAGEMENT PROCEDURE U.S. Army Corps of Engineers Northwestern Division September 2011 This page intentionally left blank PREFACE The Columbia River, the fourth largest river on the continent as measured by average annual flow, provides more hydropower than any other river in North America. While its headwaters originate in British Columbia, only about 15 percent of the 259,500 square miles of the river’s basin is located in Canada. Yet the Canadian water accounts for about 38 percent of the average annual flow volume, and up to 50 percent of the peak flood waters, that flow on the lower Columbia River between Oregon and Washington. In the 1940s, officials from the United States and Canada began a long process to seek a collaborative solution to reduce the risks of flooding caused by the Columbia River and to meet the postwar demand for energy. That effort resulted in the implementation of the Columbia River Treaty in 1964. This agreement between Canada and the United States called for the cooperative development of water resource regulation in the upper Columbia River Basin. The Columbia River Treaty has provided significant flood control (also termed flood risk management) and hydropower generation benefiting both countries. The Treaty, and subsequent Protocol, include provisions that both expire on September 16, 2024, 60 years after the Treaty’s ratification, and continue throughout the life of the associated facilities whether the Treaty continues or is terminated by either country. This white paper focuses on the flood risk management changes that will occur on that milestone date and satisfies the following purposes: 1. -

MARTS** The Skagit-High Ross Controversy: Negotiation and Settlement SETTING AND BACKGROUND The Skagit River is a short but powerful stream which rises in the mountains of southwestern British Columbia, cuts through the northern Cascades in a spectacular and once-remote mountain gorge, and empties into Puget Sound approximately sixty miles north of Seattle. The beautiful mountain scenery of the heavily glaciated north Cascades was formally recognized in the United States by the creation of the North Cascades National Park and the Ross Lake National Recreation Area in 1968, and earlier in British Columbia by creation of the E.C. Manning Provincial Park. The Ross Lake Recreation Area covers the narrow valley of the upper Skagit River in Washington and portions of several tributary valleys. It was created as a political and, to environmentalists who wanted national park status for the entire area, controversial, compromise which accom- modated the city of Seattle's Skagit River Project and the then-planned North Cascades Highway. -

Overview of Wheat Movement on the Columbia River Report Prepared August 17, 2016 All data based on five year averages (2011-2015) The Columbia-Snake River grain handling system includes: o 7 grain export terminals. o 26 up-country grain barge loading terminals along 360 miles of navigable river. o Eight dams that lift a barges a combined 735 feet. o 80 barges controlled by two companies (Shaver and Tidewater). The seven export terminals on the Columbia River annually export 26.5 MMT of grain, including 11.7 MMT of wheat. This makes the Columbia River the third largest grain export corridor in the world behind the Mississippi River and the Parana River in South America. Grain exports from the Columbia River continue to grow each year. Every year approximately 4.0 MMT of wheat, largely Soft White, is shipped down the Columbia River via barge from the states of Oregon, Washington, and Idaho. This is equivalent to: o 34% of all wheat exports from the Columbia River. o 15% of all grain exports from the Columbia River. o 15% of all wheat exported from the United States. o 70% of all wheat exported from the Pacific Northwest. o 50% of all wheat produced in the Pacific Northwest. The wheat moved by barge is largely sourced from the upper river system. o 18% from between Bonneville Dam and McNary Dam. o 36% from between McNary Dam and Lower Monumental Dam. o 46% from between Lower Monumental Dam and Lewiston, Idaho. o 54% of the wheat moved by barge moves through one or more of the four Lower Snake River dams. -
