MINUTES OF THE MEETING OF THE BOARD OF REGENTS OF THE UNIVERSITY SYSTEM OF GEORGIA College of Coastal Georgia, Brunswick, Georgia April 18-19, 2017 CALL TO ORDER The Board of Regents of the University System of Georgia met at 10:05 a.m. Tuesday, April 18, and 9:01 a.m. Wednesday, April 19, 2017, at the College of Coastal Georgia, Brunswick, Georgia. The Chair of the Board, Regent C. Thomas Hopkins, Jr., called the meeting to order both days. Present, in addition to Chair Hopkins, were Vice Chair James M. Hull; and Regents C. Dean Alford; W. Paul Bowers; Rutledge A. Griffin, Jr.; Donald M. Leebern, Jr.; Laura Marsh; Doreen Stiles Poitevint; Neil L. Pruitt, Jr.; Sarah-Elizabeth Reed; E. Scott Smith; Richard L. Tucker; T. Rogers Wade; Larry Walker; Don L. Waters; and Philip A. Wilheit, Sr. Regents Kessel D. Stelling, Jr.; Sachin Shailendra; and Benjamin J. Tarbutton, III, were excused both days. Regents W. Paul Bowers was excused Wednesday, April 19, 2017. INVOCATION AND PLEDGE College of Coastal Georgia Student Government Association President Foster Hayes gave the invocation and led the Pledge of Allegiance both days. SAFETY BRIEFING College of Coastal Georgia Chief of Police Bryan Snipe gave the safety briefing both days. APPROVAL OF MINUTES With motion made and variously seconded, the Regents who were present voted unanimously to approve the minutes of the Board’s March 15, 2017, meeting. PRESIDENT’S PRESENTATION At approximately 10:11 a.m. Tuesday, April 18, 2017, College of Coastal Georgia President Gregory Aloia welcomed the Board of Regents and guests to the institution, and gave a presentation showcasing the school’s programs, students, and culture. -

THE ATLANTA PRESERVATION CENTER’S Phoenix2017 Flies A CELEBRATION OF ATLANTA’S HISTORIC SITES FREE CITY-WIDE EVENTS PRESERVEATLANTA.COM Welcome to Phoenix Flies ust as the Grant Mansion, the home of the Atlanta Preservation Center, was being constructed in the mid-1850s, the idea of historic preservation in America was being formulated. It was the invention of women, specifically, the ladies who came J together to preserve George Washington’s Mount Vernon. The motives behind their efforts were rich and complicated and they sought nothing less than to exemplify American character and to illustrate a national identity. In the ensuing decades examples of historic preservation emerged along with the expanding roles for women in American life: The Ladies Hermitage Association in Nashville, Stratford in Virginia, the D.A.R., and the Colonial Dames all promoted preservation as a mission and as vehicles for teaching contributive citizenship. The 1895 Cotton States and International Exposition held in Piedmont Park here in Atlanta featured not only the first Pavilion in an international fair to be designed by a woman architect, but also a Colonial Kitchen and exhibits of historic artifacts as well as the promotion of education and the arts. Women were leaders in the nurture of the arts to enrich American culture. Here in Atlanta they were a force in the establishment of the Opera, Ballet, and Visual arts. Early efforts to preserve old Atlanta, such as the Leyden Columns and the Wren’s Nest were the initiatives of women. The Atlanta Preservation Center, founded in 1979, was championed by the Junior League and headed by Eileen Rhea Brown. -

Blueprint Midtown 3. ACTION PLAN Introduction
Blueprint Midtown 3. ACTION PLAN Introduction This document identifies Midtown’s goals, implementation strategies and specific action items that will ensure a rich diversity of land uses, vibrant street-level activity, quality building design, multimodal transportation accessibility and mobility, and engaging public spaces. Blueprint Midtown 3.0 is the most recent evolution of Midtown Alliance’s community driven plan that builds on Midtown’s fundamental strengths and makes strategic improvements to move the District from great to exceptional. It identifies both high priority projects that will be advanced in the next 10 years, as well as longer-term projects and initiatives that may take decades to achieve but require exploration now. Since 1997, policies laid out in Blueprint Midtown have guided public and private investment to create a clean, safe, and vibrant urban environment. The original plan established a community vision for Midtown that largely remains the same: a livable, walkable district in the heart of Atlanta; a place where people, business and culture converge to create a live-work-play community with a distinctive personality and a premium quality of life. Blueprint Midtown 3.0 builds on recent successes, incorporates previously completed studies and corridor plans, draws inspiration from other places and refines site-specific recommendations to reflect the changes that have occurred in the community since the original unveiling of Blueprint Midtown. Extensive community input conducted in 2016 involving more than 6,000 Midtown employers, property owners, residents, workers, visitors, public-sector partners, and subject-matter experts validates the Blueprint Midtown vision for an authentic urban experience. The Action Plan lives with a family of Blueprint Midtown 3.0 documents which also includes: Overview: Moving Forward with Blueprint Midtown 3.0, Midtown Character Areas Concept Plans (coming soon), Appendices: Project Plans and 5-Year Work Plan (coming soon). -
Research and Conservation at Georgia Aquarium, Inc
RESEARCH AND CONSERVATION AT GEORGIA AQUARIUM, INC. Georgia Aquarium is committed to the research and conservation of aquatic animals around the world. As a leader in marine research, Georgia Aquarium contributes to the advancement of knowledge of our blue planet by studying animals here at the Aquarium and in their natural environments. Since opening, members of the Aquarium’s research team have participated in nearly 100 funded research projects and authored more than 130 peer-reviewed publications and conference appearances. Our researchers collaborate with scientists around the world to understand our aquatic world so that we may conserve it for generations to come. Conservation Field Station The Georgia Aquarium Conservation Field Station (GACFS) in Marineland, Fla., is dedicated to the research and rescue of dolphins and whales in northeast Florida. The GACFS team responds to marine mammal strandings and distress calls, and researchers contribute to a recurring photo identification survey that documents the resident bottlenose dolphin population in northern Florida. The GACFS is also committed to community outreach, with school outreach courses, camps and stranding awareness programs to educate the public. ONGOING AND MILESTONE RESEARCH & CONSERVATION EFFORTS Whale Sharks Georgia Aquarium is a worldwide leader in whale shark research and conservation. We’ve sent teams to learn more about these gentle giants off the coast of Mexico, Taiwan, the Galapagos Islands and Saint Helena, an island in the middle of the South Atlantic Ocean. In 2009, our joint studies with the Project Domino consortium led to the Mexican government’s creation of the Whale Shark Biosphere Reserve, a protected area for this vulnerable species in Yucatan, Mexico. -

2016 Status Report Georgia State University Complete College Georgia Overview When it comes to higher education, the vision of the United States as a land of equal opportunity is far from a reality. Today, it is eight times more likely that an individual in the top quartile of Americans by annual household income will hold a college degree than an individual in the lowest quartile.1 Nationally, white students graduate from college at rates more than 10 points higher than Hispanic students, and are more than twice as likely to graduate with a 4-year college degree compared to black students.2 The United States Department of Education cites a six-year graduation-rate of 39% among Pell-eligible students,3 a rate that is 20 points lower than the national average.4 In 2003, Georgia State’s institutional graduation rate stood at 32% and underserved populations were foundering. Graduation rates were 22% for Latinos, 29% for African Americans, and 18% for African American males. Pell students were graduating at rates far below those of non-Pell students. Today, thanks to a campus-wide commitment to student success and more than a dozen strategic programs implemented over the past several years, Georgia State’s achievement gap is gone. The graduation rate for bachelor-degree seeking students has improved 22 points—among the highest increases in the nation over this period (Chart 1). (See Appendix for all charts.) Rates are up 36 points for Latinos (to 58%), and 29 points for African Americans (to 58%). Pell-eligible students currently represent 58% of Georgia State University’s undergraduate student population, and over the past three years have graduated at rates, on average, equal to those of non-Pell students. -

The open field was adjacent to the home of many Vine City residents including the home of the President of the Morris Brown College and the palatial home of the Herndon family.
