The Navy has identified the Columbia-class program as the Navy’s top priority program. The Navy wants to procure the first Columbia-class boat in FY2021. Research and development work on the program has been underway for several years, and advance procurement (AP) funding for the first boat began in FY2017. The Navy’s proposed FY2021 budget requests $2,891.5 million in procurement funding, $1,123.2 million in advance procurement (AP) funding, and $397.3 million in research and development funding for the program. Sea trials provide an opportunity to test all systems, components and compartments and include submerging for the first time, high-speed runs while on the surface and submerged, and a demonstration of the submarine's other capabilities. "Today is a great day to be a shipbuilder," said Mike Petters, president of Northrop Grumman Newport News. "There is nothing better than bringing a brand-new ship back to the shipyard from her alpha sea trials." Texas is in the final stages of construction at the Newport News shipyard. It is the second ship of the Virginia class and will be the first submarine delivered by Newport News since 1996. Delivery to the Navy is scheduled for June. "It was great to be at sea on the Texas," said Capt. John Litherland, prospective commanding officer of the pre-commissioning unit Texas. "She is a magnificent machine and a proud testimony to the dedicated efforts of the shipbuilders here at Northrop Grumman Newport News and their partner, Electric Boat." Submarines played a key role during the Cold War, and in a modern world marked by globalization and emerging regional powers these undersea behemoths are more important than ever. But what role does the submarine play in the 21st century and how will emerging technologies change it? The next time you're on a ship or at the ocean shore, look out at the water. It might be a quiet day with the sea as calm as a mill pond. There might not be a single vessel in sight from horizon to horizon, suggesting a scene as it was a million years ago. And yet, beneath that placid surface, silently cruising hundreds of feet below, may be a submarine – unseen and undetected. And that is the essence of a naval submarine. Although the term "stealth" conjures up images of futuristic angular aircraft that can evade radar, military submarine development has been driven by a quest for stealth since their earliest days.     The Capacity of the Navy’s Shipyards to Maintain Its Submarines MARCH | 2021 At a Glance The Navy’s four shipyards have experienced significant delays in completing maintenance on its sub- marines (all of which are nuclear-powered). In this report, the Congressional Budget Office examines the capacity of those shipyards to maintain the submarines and suggests options to reduce or mitigate delays. • Two factors have been the primary causes of delays in the Navy’s shipyards: The amount of maintenance that shipyards must perform in each overhaul has increased, and the Navy has not hired enough new workers to keep pace with the workload. • Delays affect operational readiness. They have reduced the number of submarines that the Navy can put to sea, idling expensive ships and their skilled crews. • CBO’s projections of the shipyards’ workload and capacity indicate that the submarine fleet’s size will exceed the yards’ capacity to maintain it, not only over the next several years but in 25 of the next 30 years. • More accurate maintenance schedules would enable the Navy to better plan deployments by minimizing the disruptive effects of those delays. The Navy’s proposed FY2011 budget increases the procurement rate to two boats per year. The eight boats to be procured in the five-year period FY2009-FY2013 (boats 11 through 18) are being procured under a multiyear procurement (MYP) arrangement. The Navy’s proposed FY2011 budget requests $3,441.5 million in procurement funding to complete the procurement cost of the 13th and 14th Virginia-class boats. The FY2011 budget estimates the combined procurement cost of these two boats at $5,344.4 million, and the boats have received a total of $1,903.0 million in prior-year advance procurement (AP) and Economic Order Quantity (EOQ) funding. The Navy’s proposed FY2011 budget also requests $1,436.8 million in AP funding for Virginia-class boats to be procured in future years, and $254.4 million in Economic Order Quantity (EOQ) purchases of long-leadtime items for Virginia-class boats to be procured under the FY2009-FY2013 MYP arrangement.
