Bill to be read a second time on Tuesday 6 September. 2 Mull of Kintyre Review Resolved, That an Humble Address be presented to Her Majesty, That she will be graciously pleased to give directions that there be laid before this House a Return of the Report, dated 13 July 2011, of the Mull of Kintyre Review: An independent Review to examine all available evidence relating to the findings of the Board of Inquiry into the fatal accident at the Mull of Kintyre on 2 June 1994.—(Miss Chloe Smith.) 3 Contingencies Fund 2010–11 Ordered, That there be laid before this House an Account of the Contingencies Fund, 2010– 11, showing— (1) a Statement of Financial Position; (2) a Statement of Cash Flows; and (3) Notes to the Account; together with the Certificate and Report of the Comptroller and Auditor General thereon.—(Miss Chloe Smith.) 4 Questions to (1) the Secretary of State for International Development (2) the Prime Minister 5 Statements: (1) Phone hacking (The Prime Minister) (2) Mull of Kintyre Review (Secretary Liam Fox) 6 Youth Employment: Motion for leave to bring in a Bill (Standing Order No. 23) Motion made and Question proposed, That leave be given to bring in a Bill to establish a programme to provide training and employment opportunities for unemployed young people between the ages of 16 and 25; to establish a comprehensive careers guidance service for young people seeking to enter the job market; to enable Apprenticeship Training Agencies to assist small businesses in employing apprentices; to provide small businesses with a National Insurance contributions holiday; to make provision for grants towards the wage costs of apprentices employed by small businesses; to make provision for a mechanism through which banks and other providers of financial services are required to allocate part of their bonus payment budget to support these measures; and for connected purposes.—(Steve McCabe.) 1246 Votes and Proceedings: 13 July 2011 No. 186 Motion opposed (Standing Order No. 23(1)). Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion two hours after their commencement at today’s sitting. Subsequent stages 2. Question accordingly agreed to. 10 Fixed-Term Parliaments Bill (Reasons Committee) Mark Harper (Chair) reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to certain of their Amendments to the Fixed-Term Parliaments Bill, That it had drawn up the following Reason, which it had directed him to report to the House: The Commons disagree to Lords Amendments Nos. 1, 2 and 9 for the following Reason: Because the Commons do not consider it appropriate that the continuing operation of the provisions of the Bill should be dependent upon periodic resolutions of each House of Parliament. The Reason was agreed to. Message to the Lords to communicate the said Reason, with the Bill and Amendments. 11 Opposition Day: Leader of the Opposition (19th allotted day: first part (Standing Order No. 14)) Rupert Murdoch and News Corporation bid for BSkyB Resolved, That this House believes that it is in the public interest for Rupert Murdoch and News Corporation to withdraw their bid for BSkyB.—(Edward Miliband.) 12 Delegated Legislation Ordered, That the draft Modifications to the Standard Conditions of Electricity Supply Licences, which were laid before this House on 9 June, be referred to a Delegated Legislation Committee.—(Stephen Crabb.) 13 Sittings of the House (19 July) Ordered, That, on Tuesday 19 July, the Speaker shall not adjourn the House until he has notified the Royal Assent to Acts agreed upon by both Houses.—(Stephen Crabb.) 1248 Votes and Proceedings: 13 July 2011 No. 186 14 Draft Financial Services Bill (Joint Committee) Motion made, and Question proposed, That this House concurs with the Lords Message of 21 June, that it is expedient that a Joint Committee of Lords and Commons be appointed to consider the draft Financial Services Bill presented to both Houses on 16 June (Cm 8083). That a Select Committee of six Members be appointed to join with the Committee appointed by the Lords to consider the draft Financial Services Bill presented to both Houses on 16 June (Cm 8083). That the Committee should report on the draft Bill by 1 December 2011. That the Committee shall have power— (i) to send for persons, papers and records; (ii) to sit notwithstanding any adjournment of the House; (iii) to report from time to time; (iv) to appoint specialist advisers; and (v) to adjourn from place to place within the United Kingdom.
