Declarations of Interests Members declared their interests, in accordance with the Resolution of the House of 13 July 1992 (see Appendix). 2. Committee working practices and future programme Resolved, That Hilary Benn, Karen Bradley, Sarah Champion, Greg Clark and Pete Wishart be members of an informal Working Group to support the Chair with delegated duties and decision making between formal committee meetings. Resolved, That witnesses should be heard in public, unless the Committee otherwise ordered. Resolved, That witnesses who submit written evidence to the Committee are authorised to publish it on their own account in accordance with Standing Order No. 135, subject always to the discretion of the Chair or where the Committee otherwise orders. Resolved, That the Committee shall not normally examine individual cases. Resolved, That the Chair have discretion to: 2 Liaison Committee: Formal Minutes 2017–19 (a) agree the circulated agenda for Committee meetings (subject to the right of any Committee member to raise issues for the Committee to consider); (b) engage in correspondence on Committee matters which is not sufficiently significant to require approval by the Committee or is of a routine nature; (c) arrange informal meetings in Westminster on matters relating to the Committee’s remit (for example, with visiting parliamentarians); (d) authorise the issue of press notices about forthcoming evidence sessions, new inquiries and reports; (e) take decisions which are consequential on matters already decided by the Committee or which are urgent. Resolved, That, where evidence has been circulated to the Committee, including sent or received correspondence, which, in the Chair's judgement, merits publication by the Committee before it will meet again, the Chair shall have discretion to report it to the House for publication, Ordered, That the public be admitted during the examination of witnesses unless the Committee orders otherwise. 3. Arrangements for evidence from the Prime Minister The Committee considered this matter. Ordered, That the Chair write to the Prime Minister requesting a date for his appearance before the Committee. That, for the purposes of Standing Order No. 145 (3), should the Chair receive notification from the Chair of the Backbench Business Committee of its recommendation for Estimates to be debated on an Estimates Day (Standing Order No. 55 (1)), the Chair may report that recommendation to the House as if it were a recommendation of the Liaison Committee. TUESDAY 23 JUNE 2020 The Chair reported the following Order to the House: That, following the recommendation of the Backbench Business Committee on applications considered at its meeting of 23 June, the Liaison Committee recommendation for the allocation of time for the consideration of Estimates on the first two of any days to be allotted in the present session (Standing Order No. 145) is as follows: (i) That a day not later than 5 August be allotted for the consideration of the following Estimates for financial year 2020–21: Department for Education, so far as it relates to closing the disadvantage gap and support for left behind children (on the application of Robert Halfon); HM Revenue and Customs, so far as it relates to the Coronavirus Job Retention Scheme and support for the self-employed through the Self-employment Income Support Scheme (on the application of Mel Stride); Department of Business, Energy and Industrial Strategy (on the application of Darren Jones); (ii) That a further day not later than 5 August be allotted for the consideration of the following Estimates for financial year 2020–21: Department for International Development and the Foreign and Commonwealth Office, so far as they relate to Official Development Assistance (on the application of Sarah Champion, Tom Tugendhat, Darren Jones and Yvette Cooper); Ministry of Housing, Communities and Local Government (on the application of Mr Clive Betts and Meg Hillier). The Battalion has a proud history which can be traced back to its first raising at the King's Head Inn, Lichfield, in 1705. It served in Martinique, South Africa, Flanders, Gallipoli, Anzio and Arnhem. More recently, photographs of 3 Mercian fighting in Basra, became defining images of the Iraq campaign. We all recognise the difficult financial climate and the constraints that imposes on the Ministry of Defence. We understand that savings must be made. However, we also know that the decision to withdraw 3 Mercian will be distressing for all those currently serving, particularly those that might face redundancy, for their families and for those former Staffards who proudly recall their service. We know that it is the responsibility of the Mercian Regiment, as reorganised, to decide how best to reflect its history and antecedents. But as there is no longer any senior former Stafford serving on its staff, we hope that you will do all you can to encourage the Regiment to preserve and cherish the symbols, traditions and heritage of 3 Mercian within its ranks. 2 Mercian is known now as the Worcester and Sherwood Foresters as a result of previous amalgamations and we hope that a similar formula can be found to remember the Staffords.

Any gift (eg jewellery) or benefit (eg hospitality, services) that you receive, if the gift or benefit in any way relates to or arises from your work in Parliament and its value exceeds £380 in the course of a calendar year.’ In Section 1 of the Register entries are listed alphabetically according to the staff member’s surname. Section 2 contains exactly the same information but entries are instead listed according to the sponsoring Member’s name. Administration and Inspection of the Register The Register is compiled and maintained by the Office of the Parliamentary Commissioner for Standards. Anyone whose details are entered on the Register is required to notify that office of any change in their registrable interests within 28 days of such a change arising. An updated edition of the Register is published approximately every 6 weeks when the House is sitting. Changes to the rules governing the Register are determined by the Committee on Standards in the House of Commons, although where such changes are substantial they are put by the Committee to the House for approval before being implemented.

CAL notes that the PurPose of the Convention1 is to contribute to the Protection of the right of every person of present and future generations to live in an environment adequate to his or her health and well-being. CAL believes to Protect this right and the rights of the child it is essential to achieve clean air – which means air free from Pollutants which cause damage to the health of Present and future generations and free from the gasses which would otherwise cause catastroPhic climate change. That has not been achieved. Earlier this year, a review by this government found air Pollution to be the biggest environmental threat to health in the UK2. A letter to The Times Published on 28 SePtember 2019 and signed by nearly 40 doctors and scientists called for new legislation to enshrine the human right to breathe clean air and a corresponding duty of the state and Public authorities to Provide and ensure healthy air and a healthy environment.

The results were based on data from the Office for National Statistics (ONS) and contractor sentiment indicated by a previous ContractorCalculator survey. The full results of this research are now published, with the top 100 MPs, ordered by risk of losing their seat, due to the Off­payroll (IR35) reforms that Treasury, HMRC and the Chancellor are attempting to push through Parliament. In total, 85 MPs hold a majority in Parliament that would feasibly be overturned if the expected turnout of IR35­opposing self­employed voters from their constituency were to vote against them, and we list the next 15, making 100 in total, that are potentially under threat if the self­ employed voter turnout is higher than expected.     The Rt Hon Priti Patel MP Home Secretary Home Office 2 Marsham Street London SW1P 4DF 18 July 2020 Dear Home Secretary Protecting people being exploited in UK garment factories We are writing as a broad coalition of parliamentarians, businesses, investors and civil society organisations about our concerns regarding the unethical labour practices taking place in garment factories across the UK. We request that urgent action is taken by the Government to implement a ‘Fit to Trade’ licensing scheme that ensures all garment factories are meeting their legal obligations to their employees. As we have seen in the media over the last month, a concerning number of garment workers in key hubs in the UK, such as Leicester, have continued to work in factories throughout lockdown without adequate PPE or social distancing measures in place. These reports on the terrible working conditions people face in UK garment factories add weight to concerns which have been raised over the last five years by academics and Parliamentary Committees about the gross underpayment of the national living wage and serious breaches of health and safety law in these workplaces. Unless action is taken now, thousands more people will likely face exploitation. Responsible retailers and brands have made significant efforts to improve labour practices in garment factories, but whilst this has supported improvements in a handful of factories, it has not led to the desired system-wide changes needed. Most leading fashion retailers have therefore significantly scaled down their UK supply. There is now an opportunity for the UK to become a world-leading, innovative, export led, ethical fashion and textile manufacturing industry, delivering better skilled jobs, that in times of crisis can also be utilised for PPE production.
