Khoo Boo Teik ed. “13th General Election in Malaysia: Issues, Outcomes and Implicaitons" IDE-JETRO, 2013 REPORT 6 Sarawak: One Election, Many Contests Andrew Aeria Introduction In May 2013, Malaysia held its 13th General Election (GE13) which saw contests for 505 state and 222 parliamentary seats. All the states of the federation held simultaneous state level elections except for Sarawak which only held parliamentary elections for its 31 constituencies since state and parliamentary elections are not run simultaneously in the state. Sarawak’s state elections were last held in 2011. The country’s 12th parliament was dissolved on 3 April. Nominations were held on 20th April with polling on 5th May. The formal election campaign period lasted 15 days although campaigning had begun well in advance of parliament’s dissolution. This was certainly the case for Sarawak where campaigning and preparations never really ended after the April 2011 state elections. They just continued, albeit in a low-key mode, and slowly intensified until it peaked in May 2013. There were keen contests throughout the country, a phenomenon that was similarly replicated in Sarawak. As a current affairs commentator noted, the elections ‘was a memorable one for the heat it generated, the rhetoric that went into it, the wild accusations and counter-accusations, the pornography videos of the so-called sexual exploits of an opposition leader or someone who resembled him, the lies uttered to discredit opposition leaders, the Brutus’s who stabbed their erstwhile friends in the back, the large numbers of party hoppers, the turncoats, and above all, the large amount of public money waster on handouts to buy votes’ (D’ Cruz 2013). -

The 2016 Sarawak state elections suggest that the ruling Barisan Nasional (BN) coalition is likely to increase its number of parliamentary seats this time round from 25 to 27 seats. Sarawak BN’s promotion of “Sarawak for Sarawakians” and the many pro-Sarawak measures that it has taken in recent years will work in its favour on 9 May. * Lee Poh Onn is Senior Fellow at ISEAS-Yusof Ishak Institute. Most analysts seem to expect the Barisan Nasional (BN) to be returned to power. For the opposition coalition, Pakatan Harapan (PH), only a huge swing among voters to its side, a so-called “Malay tsunami” will give it a chance of winning. Traditionally, political observers have labelled Sabah and Sarawak as ‘safe deposit’ states of BN. In past parliamentary elections, both states have contributed huge numbers of seats to allow BN to stay in power. This time around, Sarawak is again expected to perform this ‘safe deposit’ role. In fact, the question seems to be, will Sarawak BN under the new Chief Minister Abang Johari secure even more parliamentary seats this year? In the last general elections, held in 2013, BN won 133 of the 222 parliamentary seats. -

ISSUE: 2020 No. 109 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 2 October 2020 What Matters for the Sarawak State Election Lee Poh Onn* EXECUTIVE SUMMARY • The Sarawak state election is expected to take place sometime in the coming months. Its timing is likely to be affected by the currently tenuous situation prevailing for the Perikatan Nasional (PN) which may soon call for a snap general election to consolidate power. • Many factors are working in favour of the ruling coalition, the Gabungan Parti Sarawak (GPS). These include disunity among the opposition parties, its stronger position in the federal government, and its handling of race and religion issues. • The continuing stance of disallowing United Malays National Organisation (UMNO) to enter the state also bodes well for GPS, as Sarawakians, in general, share a distrust towards federal politicians and Peninsular Malaysia. • The protection of native customary rights, managing GPS succession of candidates to minimise in-fighting and the rise of Parti Sarawak Bersatu (PSB) are issues that the GPS will be carefully watching in the months ahead. • As such, GPS is certain to gain more than a two-thirds maJority, but perhaps less than the 72 of 82 seats won during the 11th Sarawak state election in 2016 (SSE 11). * Lee Poh Onn is Senior Fellow and a member of the Malaysia Studies Programme at ISEAS – Yusof Ishak Institute.
