¾ Existing roadway access into the Park is from Seneca Turnpike (NYS Route 5) via Madison Boulevard and Dominic Bruno Boulevard. ¾ Interstate access to NYS I-90 (Thruway) is approximately 2 miles north of the Park for Exit 34 (Canastota/Oneida). ¾ I-81 is approximately 25 miles west of the Park via I-90 westbound to Exit 36 (Watertown/Binghamton). ¾ CSX operates an east-west rail mainline immediately adjacent to the north of the Park. ¾ The Syracuse Rail Yard and Intermodal Terminal is located 16 miles west of the Park in Syracuse, NY. ¾ of Oswego is approximately 56 miles northwest of the Park along the southern shore of Lake Ontario in the City of Oswego. ¾ Syracuse Hancock International Airport is approximately 28 miles west of the Park centrally located in Onondaga County. U Municipal Water Supply ¾ Public water supply is provided directly to the Park via a 12” water main along Seneca Turnpike (NYS Route 5). ¾ Onondaga County Water Authority (OCWA) currently has the ability to provide 400,000 gallons per day with a pressure of 71 psi to the Park. Municipal Sewer ¾ Public sewer is provided directly to the Park via 8” and 12” lines within the Park and along Seneca Turnpike (NYS Route 5). Sewage is treated at the Village of Canastota Wastewater Treatment Plant (WWTP). ¾ The WWTP is functioning well and its SPDES excursions are not of significant concern. The WWTP available capacity is 2.3 million gallons per day. ¾ Available capacity of the sewer main at the Park is not available without further study. ¾ Separate storm sewers are available at the Park. Electric Service ¾ National Grid provides electric services directly to the Park via overhead and underground lines along Seneca Turnpike and Madison Boulevard. ¾ There are two 115kV lines less than 2 miles from the Park to the north. Natural Gas ¾ The Park is directly served by a 4” National Grid distribution line along Madison Boulevard which is supplied by a 12” gas main along Seneca Turnpike (NYS Route 5). Telecommunications ¾ Verizon, AT&T, and Time Warner provide telephone and internet services directly to the Park. Location data not available without further study.

Off Street Parking In the IPDD, one parking space per employee, plus one additional parking space per 1,000 sq.ft. of area subject to modification by the Planning Board is required.

Set-backs A 300-foot buffer zone is required in the IPDD where abutting residential use. The IPDD requires a 50-foot green minimum front yard setback. The first 25 feet can include a sidewalk. It also requires a 20-foot side and a 25-foot rear yard green minimum setback.

Effluent disposal shall comply with Town Local laws (Chapter 163) and State Health Standards. The Village Code also asserts that "It shall be unlawful for any person to make, continue or cause to be made or continued any loud, unnecessary or unusual noise or any noise which endangers the health, safety or welfare of the community or which annoys, disturbs, injures or endangers the comfort, rest, health, peace or safety of others within the Village of Canastota," in the Village of Canastota Noise Ordinance.

DEVELOPMENT IMPLICATIONS SUMMARY

The site is located in the Industrial Park Development District (IPDD) for zoning purposes, which permits most forms of office, light industrial, and warehousing usage. This is evident in the variety of uses found on occupied sites within the park. Where parcels in the park abut a residential district, a 300-ft. green buffer setback is required.

Topography The site topography ranges from 440 feet above mean sea level (msl) in the northeast portion of the site to 540 feet above msl in the southwest corner.

ENVIRONMENTAL IMPLICATIONS SUMMARY

Wetland resources that may meet the criteria for federal regulation by the U.S. Army Corps of Engineers (USACE) are potentially located in the north-east portion of the site (the lowest point in elevation). A wetland field delineation should be completed before development occurs, particularly in this area. Any impacts to federally regulated wetlands in the future will require a permit and review from the USACE. Depending on the amount of impact, wetland mitigation may be required. ROADWAY

Adjacent Roadway There are several boulevards contained within the Business Park site. In specific, business Network developments can currently be accessed by Madison Boulevard, Technology Boulevard, and Dominic Bruno Boulevard. Both Madison & Dominic Bruno Boulevard provide direct access to Seneca Turnpike (NYS Route 5 / NYS Route 13). Seneca Turnpike is classified as an Urban Minor Arterial and falls under the jurisdiction of NYS Department of Transportation. In addition, access to a neighboring just east of the business park is provided by Port Street.

Traffic Count Data The Average Annual Daily Traffic (AADT) counts as measured in vehicles per day (vpd) from the NYS Department of Transportation are as follows: On Seneca Turnpike (NYS Route 5 /NYS Route 13) between Quarry Road and NYS Route 13 the AADT was 9,810 vpd (July 2009).

Distance to Interstate The nearest interstate for eastbound and westbound travel is the NYS Thruway (I-90) Exit 34 Highway Network (Canastota-Oneida-Chittenango- NY Route 13) located approximately 2 miles north of the Canastota Business Park. RAIL

Freight Rail Service CSX Transportation (CSXT) operates a Class 1 freight railroad network in the Central New Summary York region. Specifically, the Chicago Main Line provides east/west rail services that link Central New York with , Boston and Chicago through the Syracuse Rail Yard. The St. Lawrence Subdivision of the CSXT network provides north/south rail services linking Syracuse to Massena, and ultimately Montreal from the Syracuse Rail Yard. The St. Lawrence Subdivision junctions with the Fulton Subdivision which provides rail services to the Fulton and Oswego areas. CSXT maintains rail yards in Selkirk and Syracuse, intermodal terminals in Syracuse and Buffalo, and TRANSFLOW terminals in Albany, Syracuse, and Buffalo, NY.

CNY is also served by the NYS&W rail line, a regional network that provides rail freight service from the Syracuse area along a main line south to Binghamton and the NYC metropolitan area, as well as the Finger Lakes Railway Corporation, a short line rail network that provides freight rail service from the Syracuse area to Western New York and Pennsylvania.

General Comments OCWA purchases water wholesale from the Metropolitan Water Board. Through a 54-inch transmission main from Lake Ontario, the MWB system has the capacity to sustain production of up to 60 million gallons/day and store in excess of 110 million gallons of water for emergencies, including fire protection and periods of drought.

Summary 400,000 gpd of OCWA water is available at the site. An additional 1.75 MGD is available to the area if OCWA Interconnection Project is completed. Project currently in planning phase with no source of funding.
