KEA PARISH COUNCIL Minutes of Meeting Held on Thursday 21St KEA PARISH COUNCIL Minutes of meeting held on Thursday 21st January at 7pm in Kea Community Centre Prior to the start of the meeting the councillors and clerk visited Playing Place Snooker club at the invitation of the club. They were shown the snooker room and given a short presentation concerning the membership and activities of the club. Accounts were viewed. It was reported by the club that they currently have a thriving membership of about 70 people, 40% of which reside within Kea parish. The current cost of membership is £26 per year and members have a key so that they can use the club whenever they wish. PRESENT: Cllr Verran (chair), Cllrs Alvey, Baker, Chamberlain, Cock, Hill, Johnstone, Roberts, Spenceley, Treseder and Wear, Emma Jenkin (Clerk), Cllr Allen (Feock PC) and 2 members of the public (Late arrival) PUBLIC COMMENT: No members of the public were present at time of public comment session. However, Mr and Mrs Michell arrived at the meeting at 7.25 and it was resolved to allow them to speak at that time. Mr Michell spoke about concerns that the hedge running alongside the road from Kea School to the bungalows in Old Coach road had not been cut and also a section of the road from Kea School down to Calenick was also in need of cutting – on the left hand side after the turning to Otter Creek. RESOLUTION: As both of these locations are the responsibility of Cornwall Council, it was resolved that the Clerk will notify Viv Bidgood at Highways of this. BEAT MANAGERS REPORT: Clerk had received a written report stating no crimes in December. The Police received 26 calls which were mainly related to issues on the A39. There were 2 reports of anti- social behaviour but both appeared to be isolated incidents. CORNWALL COUNCILLORS REPORT: Steve Chamberlain reported that Cornwall Council have introduced a Local Devolution Fund. For this area, which contains 19 parishes, there is £46000. Cllr Chamberlain explained that he will be supporting Truro City Council who wishes to take over Truro Library as he feels that this is a scheme which will benefit a large number of people. He asked that any councillors with ideas of how this money could be used to speak to him and he will put these ideas forward. Cllr Chamberlain also reported on the proposed change to the Housing Bill that the government have currently sent out for consultation. The proposed changes will see a change in emphasis from affordable renting to affordable buying with starter homes being offered at 80% of the market value. There will be no need for a local connection when applying for these starter homes. After 5 years it will be possible for the buyer to sell the house on at full market value. REPORT ABOUT CARNON VALLEY: Cllr Phil Allen (Feock Parish Council) attended the meeting to discuss the possibility of forming a joint management group for Carnon Valley which covers land within Feock, Kea and Perranarworthal Parishes. Cllr Allen has been in conversation with the Environment Agency (EA) who currently owns the land, but has no further use for it. In recent months both Pellows and Cornish Concrete have purchased parcels of land to enable them to expand, but the EA would like to see a local body taking control of the land to continue to promote 528 the facilities that are currently available to the public. The main use is currently the minerals tramways trail providing access to cycles, walkers and horse riders. Cllr Allen felt that the trails are well used and the car parks are often full. He felt that there was further land that could be developed to expand public access. Cllr Allen felt that joint working between the parishes was needed, but that Feock Parish would be willing to take the lead. Cllr Alvey expressed concerns that whoever took on the Carnon Valley would take on riparian responsibility for the river also, and this could involve considerable cost. RESOLUTION: It was agreed that Cllr Allen would provide some written information to the Clerk who would distribute this to all councillors and the matter would be added to the agenda for next months meeting to discuss further what if any involvement Kea Parish Council wished to have. 1. APOLOGIES: None 2.DECLARATION OF INTEREST: None 3. PLANNING: a. It was resolved that the following decisions and comments be forwarded to Cornwall planners: PA15/11603 Mr Colin Hawke, Cornwall Council. Application for tree works in Old Coach Road, Playing Place. RESOLUTION: To support the application. PA16/00235 Nima Power Limited, Wheal Jane. Non material amendment for approval of planting plan , with minor changes to the approved landscaping scheme to the development of a Solar Photovoltaic Farm and associated infrastructure (PA10/03993) RESOLUTION: To support the application. PA16/00237 Mr and Mrs J Chapman, Nantrisack Road, from Chacewater Hill to Cross Lanes Kerley, Chacewater. Proposed erection of a new self-contained holiday let unit. RESOLUTION: To refuse the application due to it being building in open countryside. Also to request the following provisos if the application is agreed by Cornwall planners: -No individual be allowed to occupy the accommodation for more than an accumulated total of 42 days in any 52 week period. - The existing access is onto a very busy road and there is poor visibility, any building on this site would provide an ideal opportunity to improve the access to the site. b. To receive and note planning decisions: noted and filed c. To note planning enforcements: No updates. Councillors have concerns about the ongoing use of New Wood, Killiow TR3 6AG. Cllr Hill declared an interest due to being a neighbour of property. He remained in the room, but did not contribute. RESOLUTION: That the Clerk should contact planning enforcers to ensure that this was being monitored. d. To note planning appeals/inquiries from the planning authority: None received 529 4. TO CONFIRM MINUTES OF LAST MEETING: Minutes of the meeting held on Thursday 17th December were confirmed as correct and signed by chair. 5. MATTER ARISING: None 6.AGENDA ITEMS: 1. Wheal Jane: Cllr Cock reported that the road is being kept clean and tidy and there are no concerns. 2. Specific Highways issues: The council were given a report of the recent joint Feock and Kea highways meeting from Cllr Baker. He reported that ditches and gullies are now only cleared annually. There may be some money left from the gritting budget which could be used to address drainage issues as in previous years. Cllr Baker reported that all of the issues raised with Highways in the previous list had now been completed. Cllrs reported the following current issues: There is a pot hole on the road from Kea School to Porth Kea that requires attention and the bottom of Lights Hill (Bissoe Bridge) is flooded. Clerk to notify Highways. RESOLUTION: The clerk will circulate the notes from the joint highways meeting to all councillors and notify Highways of new concerns. 3. Specific Footpath issues: Cllr Baker reported that EHS will start to trim trees along cliff footpath at Coombe as previously agreed by KPC. This will start on Monday25.1.16. It was reported that the current resident at Halwyn is due to move out. He has erected a couple of stiles to encourage walkers to go behind his property rather than walk past his front door and on the water side of his property where the official footpath goes. At the time this was done KPC agreed to this being done. With this resident moving out and the stiles in need of replacing the council agreed that this was a good time to look at this again. It was reported that the fence on both sides of the raised path leading towards Old Coach road from Kea School are in need of repair. This path is classed as a pavement and will require notification to Highways. Cllr Spenceley reported that the Motorbikes are now back using footpath 17. RESOLUTION: Clerk to contact Highways about broken fence, and Police about motorbikes. Cllr Baker to discuss footpath issues at Halwyn with Footpaths manager. 4. Play area, MUGA and Skate Bowl: The play area is currently very muddy and waterlogged due to the wet weather. The verge and part of the park is rutted following the use of a trailer to remove the leaves that were collected. RESOLUTION: Cllr Treseder to make some repair to rutted verge and park. 5. Website: It was reported that the clerk has now taken over the management of the website. Cllr Treseder reported that he has found the previous clerks contact details on the website. RESOLUTION: Clerk to check website. 6. Proforma and process for hedge trimming: The council discussed the need for Parish council involvement and it was felt that this could provide a softer politer approach than Cornwall Council would use. However, it was proposed by Cllr Hill that the Parish Council have no part in this process and report any concerns directly to Cornwall Council for them to deal with as the Parish Council are not able to enforce any request. This was seconded and a vote resulted in the motion being carried. 530 RESOLUTION: Any future notification of uncut hedges by members of the public or by councillors will be reported to Cornwall Council by the clerk. 7. Dog Fouling: There has been an increased problem with dog fouling generally throughout the parish. Cornwall Council has a current campaign to reduce dog fouling. RESOLUTION: The Council put copies of the Cornwall Council dog fouling poster on their notice boards.

    Location reference: Lower Fal Management Area reference: MA11 Policy Development Zone: PDZ5 Cornwall and Isles of Scilly SMP2 Final Report Chapter 4 PDZ5 7 February 2011 DISCUSSION AND DETAILED POLICY DEVELOPMENT The preferred plan for the Lower Fal aims to balance the provision of support to the core settlements of Falmouth, Penryn, St Mawes, St Just, Flushing, Restronguet and Mylor (in line with the high-level SMP objectives) with a management approach which does not adversely impact on the undeveloped parts of the lower estuary and importantly takes account of any potential impacts on the Fal & Helford SAC. It is important to note that there is a legal requirement to not adversely affect the integrity of the SAC; through impacts such as the loss of intertidal feeding areas by not allowing the high water mark to move inland due to climate change. This, of course, requires a number of different policy options to be employed at different locations. From a high level view-point, it can be seen that across the whole Management Area (and indeed across the entire estuary system) there will be a trend toward a reduction in intertidal area due to sea level rise. Wherever the landward movement of MHWS is constrained by the rising topography or defences, reduction in intertidal area may occur. It is likely that a net overall reduction in intertidal area may occur toward the latter part of the SMP timeframe when considering sea level rise in isolation. However the picture is actually much more complex than this – erosion, accretion, sedimentation, changes in the tidal prism, increases in rainfall and fluvial flow will also affect the current pattern of intertidal exposure.

The intention is that all three of the UK primary sources for the family historian will be online and “free to view.” Six months after the Devon project started, the Cornwall 1891 commenced. Most English and Welsh counties are now covered for the 1891, with the Scottish projects concentrating on the 1841. There are several English 1861 projects, using commercially produced discs and two English 1841 projects, including Cornwall.

The Council notes that you do not consider that sufficient information has been presented to date to demonstrate that the local circumstances of South Cambridgeshire are sufficient to justify an affordable housing threshold lower than that included in the Written Ministerial Statement and now comprising national planning policy. On 12 September 2016, the Council submitted its statement to Matter SC5 – Delivering High Quality Homes, which addressed a series of your questions relating to Policy H/9 Affordable Housing. The Matters and Issues included a question relating to the viability of small scale residential development, but did not raise any wider questions about the appropriateness of the 3 dwelling threshold in the context of the WMS nor was there any discussion at the examination hearings into the justification for departing from the WMS. As such, whilst the Council in its response referred to the Written Ministerial Statement, the Council’s full position as to local circumstance justification was not presented at this stage. Your letter indicates that you would welcome the Council’s comments with regard to the matter of the affordable housing threshold.
