Indonesia and China signed a cooperation agreement on Exploration and Utilization of Space for Peaceful Purposes on 2 October 2013. The areas of this cooperation include the field of launching space satellites, earth observation, satellite communications, satellite navigation, telemitri, tracking and control, rocket probe, facility space, material satellites, space science, training or education, and aeronautics technology. This research used qualitative methods which is done by explaining the case based on existing facts. The techniques used to collects data to study the case is library research in the form of journals, books, thesis, reports, working papers, magazine, and website to explain Indonesian‘s motive established space cooperation with China. The theoretical framework applied in this research are realism perspective, security theory of Barry Buzan and national interests concept from Hans J. Morgenthau. This study shows that Indonesia is the motivation for the national interests and seeks to improve the capacity of leading space faring nation. China is an emerging space power, has become increasingly active in space exploration, and has advocated for further international cooperation in various space activities. To identify opportunities for international cooperation proposed frameworks have used technical and policy parameters to locate suitable partners for specific projects. With the goal of more accurately informing these frameworks this paper will explore China’s policy parameters by measuring the degree to which the international environment enables and constrains China’s space exploration ambitions. Specifically, this study analyzes two Chinese civilian space exploration programs and three cooperative space projects with international partners as case studies to identify domestic and foreign policy considerations informing China’s position in. It is found that in addition to national prestige economic development and progress in science and technology development are major motivations for China’s selection of space exploration activities. What is known about China’s space industry and ambitions to space? Sure, we see the regular notices about successful Long March launches and hear about the doomsday scenario for the Skypalace that seems to be out of control. And of course we read that Change’5, Chinas lunar sample return mission 2017 is scheduled for November this year. But what do we know in detail about these missions from an international perspective? I have been part of the space industry for two decades, and my knowledge of China’s space programmes and capabilities are limited, so I jumped at the opportunity to learn more about it. This impression lasted until departure and will remain. It is fair to say that the weather during the conference week was perfect and air pollution was taking a break. The conference was organised with professionalism by the IAF (International Astronautical Federation) team. I would like to express my thanks for the outstanding work of the media team: Emma Huis, Silvia Antolino and all their colleagues! Over 1000 attendees made the journey to Bejing from 51 countries. Heads of Space Agencies, Cosmonauts, Taikonauts and Moonwalker Buzz Aldrin, came together to discuss the challenges of space exploration from all different perspectives.

Op het moment van schrijven vindt het 70ste International Lancering van een Lange Mars 2F raket met de bemande Shenzhou Astronautical Congress (IAC) plaats in Washington DC, dat 10 capsule vanuit het Jiuquan Satellite Launch Center, op 11 juni 2013. in teken staat van de eerste maanlanding die dit jaar 50 jaar [CCTV] geleden plaatsvond. De vaderlandse ruimtevaartindustrie is op het IAC ruim vertegenwoordigd en zal aldaar de ter gelegenheid van het International Space University Space Studies Program 2018 uitgegeven Ruimtevaart Special, met daarin een goed overzicht van de Nederlandse ruimtevaart- gemeenschap, verspreiden. Eerder werd deze Special ook al verspreid tijdens de handelsreis naar Bremen (zie het vorige nummer). We zijn verheugd te melden dat Bert Vis bereid gevonden is om, naast Michel van Pelt, de rol van eindredacteur over te nemen van Frank Wokke. Bert is al bekend bij de lezers door zijn regelmatig in ons blad verschijnende artikels over Chinese en Russische ruimtevaart; ook in dit nummer vindt u weer een mooi artikel van zijn hand.
