Comment Sheet 40-41 Introduction In December 2011, the Board completed a comprehensive study of elementary accommodation for the South Nepean Community. The study was focused on the approval of a new program and attendance area for the Chapman Mills Public School but included recommendations which impacted a number of other local areas and schools. A key part of the plan approved by the Board was the identification of the need to open a new elementary school in the developing Half Moon Bay Community. To that end, the project was identified as one of the Board’s capital priorities in May 2012 and again in October 2013. The Ministry announced the approval of funding for the project in April 2014, and a site for the new school was acquired in May 2014. The new school building is expected to contain approximately 674 pupil places and will offer an extended day care program. This new elementary school will be located at 3525 River Run Avenue (the northwest corner of River Run Avenue and Riverboat Heights) in Half Moon Bay. The new school is under construction and is scheduled to open for September 2016. Currently, Half Moon Bay area elementary school students are directed to the following schools: Jockvale Elementary School for JK-5 English and Early French Immersion; Cedarview Middle School for Grades 6-8 English and Early French Immersion; Adrienne Clarkson Elementary School for Grades 4-6 Middle French Immersion; and Longfields-Davidson Heights Secondary School for Grades 7-8 Middle French Immersion. It should be noted that, prior to the 2012-2013 school year, JK-5 students residing in the Half Moon Bay area were directed to Barrhaven Public School for English and Early French Immersion. Working Group Meetings On February 3rd 2015, the OCDSB approved a study consultation plan and timeline for the setting of the grade configuration, program offering, and attendance boundary for the new Half Moon Bay elementary school. The plan also included the examination of a number of other local and inter-connected elements. As per the timeline a working group was formed and met three times over the spring of 2015 to consider several options. The group was comprised of council representatives and Principals from potentially impacted schools, Board staff, and various local community associations. Local trustees were invited to attend each meeting of the group. The following points summarize key study objectives the working group was to consider when evaluating scenarios. 1 0123456789 The approval and implementation of an attendance boundary, grade structure and program offering for the new Half Moon Bay elementary school scheduled to open in September 2016. An examination of the potential for expanding the grade structures of Barrhaven Public School, Chapman Mills Public School, Jockvale Elementary School and Mary Honeywell Elementary School to JK to Grade 6. An examination of the potential for the introduction of a new Middle French Immersion program at a second South Nepean area elementary school which could provide more localized access for students residing in the western portion of the community. The alleviation of current and projected enrolment pressures at Barrhaven Public School, Cedarview Middle School, Jockvale Elementary School and Mary Honeywell Elementary School. The creation of a set of attendance boundaries which would help to balance enrolments at local area elementary schools, are logical and sustainable in the longer-term, and account for the future opening of additional new schools. During the course of the process various accommodation scenarios were presented by Board staff. A number of revisions and additional options were also brought forward by members of the working group. Input regarding the scenarios was provided by members of the group on behalf of their school communities and local associations. Following discussion of the issues involved and the strengths and weaknesses of the options considered, the working group has, in principle, endorsed the presentation of tonight’s plan for the purpose of receiving input from parents and guardians and the broader community. Proposed Accommodation Plan New Half Moon Bay Elementary School JK-6 ENG/EFI The new school would open in September 2016 as a Junior Kindergarten to Grade 5 English and Early French Immersion program school. The school would progress to a JK to 6 grade structure for the following school year (2017-2018). Students at the new school would feed to Cedarview Middle School for Grades 7 and 8, and John McCrae Secondary School for Grades 9 to 12. The attendance boundary of the new school would generally take in all of Half Moon Bay and the western portion of Stonebridge. The area would be bounded by the Jock River to the north, Jockvale Road to the east, Bankfield Road to the south and Highway 416 to the west. 2 The opening of the new school would serve to redirect approximately 400 students from Barrhaven Public School and Jockvale Elementary School for September 2016. This would result in available instructional space at both schools. Grade Structure Revision to JK-6 for Local Elementary Schools The redirection of students to the new school allows for the opportunity to implement an elementary grade structure change to harmonize all elementary grade structures in South Nepean to JK to Grade 6. Currently the grade structures of Barrhaven Public School, Chapman Mills Public School, Jockvale Elementary School and Mary Honeywell Elementary School are JK to Grade
