In December 2011, the Board completed a comprehensive study of elementary accommodation for the South Nepean Community. The study was focused on the approval of a new program and attendance area for the Chapman Mills Public School but included recommendations which impacted a number of other local areas and schools. A key part of the plan approved by the Board was the identification of the need to open a new elementary school in the developing Half Moon Bay Community.

To that end, the project was identified as one of the Board’s capital priorities in May 2012 and again in October 2013. The Ministry announced the approval of funding for the project in April 2014, and a site for the new school was acquired in May 2014. The new school building is expected to contain approximately 674 pupil places and will offer an extended day care program.

This new elementary school will be located at 3525 River Run Avenue (the northwest corner of River Run Avenue and Riverboat Heights) in Half Moon Bay. The new school is under construction and is scheduled to open for September 2016.

Currently, Half Moon Bay area elementary school students are directed to the following schools: Jockvale Elementary School for JK-5 English and Early French Immersion; Cedarview for Grades 6-8 English and Early French Immersion; Adrienne Clarkson Elementary School for Grades 4-6 Middle French Immersion; and Longfields-Davidson Heights Secondary School for Grades 7-8 Middle French Immersion. It should be noted that, prior to the 2012-2013 school year, JK-5 students residing in the Half Moon Bay area were directed to Barrhaven Public School for English and Early French Immersion.

Working Group Meetings

On February 3rd 2015, the OCDSB approved a study consultation plan and timeline for the setting of the grade configuration, program offering, and attendance boundary for the new Half Moon Bay elementary school. The plan also included the examination of a number of other local and inter-connected elements.

As per the timeline a working group was formed and met three times over the spring of 2015 to consider several options. The group was comprised of council representatives and Principals from potentially impacted schools, Board staff, and various local community associations. Local trustees were invited to attend each meeting of the group.

The following points summarize key study objectives the working group was to consider when evaluating scenarios.

 An examination of the potential for expanding the grade structures of Barrhaven Public School, Chapman Mills Public School, Jockvale Elementary School and Mary Honeywell Elementary School to JK to Grade 6.

 An examination of the potential for the introduction of a new Middle French Immersion program at a second South Nepean area elementary school which could provide more localized access for students residing in the western portion of the community.

 The alleviation of current and projected enrolment pressures at Barrhaven Public School, Cedarview Middle School, Jockvale Elementary School and Mary Honeywell Elementary School.

 The creation of a set of attendance boundaries which would help to balance enrolments at local area elementary schools, are logical and sustainable in the longer-term, and account for the future opening of additional new schools.

During the course of the process various accommodation scenarios were presented by Board staff. A number of revisions and additional options were also brought forward by members of the working group. Input regarding the scenarios was provided by members of the group on behalf of their school communities and local associations.

Following discussion of the issues involved and the strengths and weaknesses of the options considered, the working group has, in principle, endorsed the presentation of tonight’s plan for the purpose of receiving input from parents and guardians and the broader community.

Proposed Accommodation Plan

New Half Moon Bay Elementary School JK-6 ENG/EFI

The new school would open in September 2016 as a Junior Kindergarten to Grade 5 English and Early French Immersion program school. The school would progress to a JK to 6 grade structure for the following school year (2017-2018). Students at the new school would feed to Cedarview Middle School for Grades 7 and 8, and John McCrae Secondary School for Grades 9 to 12.

The attendance boundary of the new school would generally take in all of Half Moon Bay and the western portion of Stonebridge. The area would be bounded by the Jock River to the north, Jockvale Road to the east, Bankfield Road to the south and Highway 416 to the west.

2 The opening of the new school would serve to redirect approximately 400 students from Barrhaven Public School and Jockvale Elementary School for September 2016. This would result in available instructional space at both schools.

Grade Structure Revision to JK-6 for Local Elementary Schools

The redirection of students to the new school allows for the opportunity to implement an elementary grade structure change to harmonize all elementary grade structures in South Nepean to JK to Grade 6.

Currently the grade structures of Barrhaven Public School, Chapman Mills Public School, Jockvale Elementary School and Mary Honeywell Elementary School are JK to Grade 5, while the following South Nepean elementary schools are JK to Grade 6: Adrienne Clarkson Elementary School; Berrigan Elementary School; and Farley Mowat Public School.

Under the plan, Barrhaven Public School, Chapman Mills Public School, Jockvale Elementary School and Mary Honeywell Elementary School would retain their grade 5 students and move to a JK to 6 grade structure for September 2016.

The above would result in a uniform JK to 6 grade structure model for all elementary schools serving students in South Nepean. A uniform grade structure would make boundary adjustments and student transitions more seamless as future new schools are built or attendance areas revised.

Grade Structure Revision to 7 and 8 only for Cedarview Middle School

The above shift would also help to alleviate significant enrolment pressures at Cedarview Middle School by revising its grade structure to one which serves only grade 7 and 8 students.

Cedarview Middle School is currently a Grade 6 to 8 middle school with an enrolment of 882 students and a utilization rate of 124%. The school requires the use of 12 portable classrooms which is the maximum number it can accommodate on site.

Mary Honeywell Elementary School Attendance Boundary Revisions

It is projected that, by retaining its grade 6 students in September 2016, Mary Honeywell Elementary School would require the use of ten portables on site for instructional purposes. Over the course of the next four years enrolment would increase gradually resulting in the need for an estimated 12 portables by 2020.

To alleviate this pressure the following attendance boundary revisions are proposed:

 redirect new students from the area west of Cedarview Road and north of Maravista Drive to Barrhaven Public School;

3  redirect new students residing in the Barrhaven Mews and Clarke Fields area to Jockvale Elementary School;

 redirect new students in the South Nepean Town Centre area west of Greenbank Road to Jockvale Elementary School; and

 redirect new students in the South Nepean Town Centre area east of Greenbank Road to Chapman Mills Public School.

These changes would be put in place beginning September 2016.

All students attending Mary Honeywell Elementary School in 2015-2016 and residing in the impacted areas above would be permitted to remain at the school and feed to Cedarview Middle School for Grades 7 and 8, and John McCrae Secondary School for Grades 9 to 12. In addition, their siblings born in 2015 or ealier would also be permitted to attend the school.

These measures would help to better balance enrolment between study area schools and reduce pressures at Mary Honeywell Elementary School. Over time enrolment at the school is projected to decrease back down to near current levels.

New Middle French Immersion Program Introduction

The working group examined the introduction of a second Middle French Immersion (MFI) program site to serve students in the western portion of South Nepean. Currently all South Nepean MFI students are directed to Adrienne Clarkson Elementary School (for grades 4 to 6) and Longfields-Davidson Heights Secondary School (for grades 7 and 8). Adrienne Clarkson Elementary School is located in the northeastern portion of the community.

Although concerns were expressed regarding program enrolment and the impact upon Adrienne Clarkson Elementary School, it is proposed that a new western MFI program be phased-in to Barrhaven Public School beginning with grade 4 for September 2016.

The attendance area for the new program would be comprised of the English Program boundaries of the following schools: Barrhaven Public School, Jockvale Elementary School, Mary Honeywell Elementary School and the new Half Moon Bay elementary school. These MFI program students would feed to Cedarview Middle School for grade 7 MFI in September 2019.

The eastern MFI program would remain at Adrienne Clarkson Elementary with Berrigan Public School, Chapman Mills Public School and Farley Mowat Public School as its feeder schools. These students would continue to feed to Longfields-Davidson Heights for grade 7 and 8 MFI.

4 Special Education Programs Impacted by Plan

Cedarview Middle School currently has two Gifted English Program classes, a grade 5/6 split and a grade 7/8 split. The grade 7/8 class was introduced in 1999 and the grade 5/6 class in September 2008. Given that Cedarview Middle School would become a grade 7 and 8 only school under the plan, it is proposed that the grade 5/6 Gifted English class be located at Jockvale Elementary School.

In order to transition to this change, Cedarview Middle School would accommodate grade 6, 7, and 8 Gifted English Program students in September 2016 and Jockvale Elementary School grade 5 students. Additional temporary staffing may be required for one year in order to assist with implementing this change.

This proposed change was formulated in consultation with Learning Support Services staff and would allow these students to attend school with their age-appropriate peers.

Summary Overview

The plan put forward this evening meets the key objectives outlined for the study. A program and attendance boundary is proposed for the new Half Moon Bay school which provides younger elementary students in the community with local access to their own school building, instead of being accommodated at a number of different locations.

Accommodation pressures currently experienced at Barrhaven Public School, Cedarview Middle School, and Jockvale Elementary School would be immediately alleviated, and enrolment reduced to a more manageable level.

Along with all other feeder elementary schools in South Nepean, Mary Honeywell Elementary School would be revised to a JK to 6 grade structure. Although this change would create additional pressures for the next few years, attendance boundary revisions included in the plan are expected to reduce enrolment levels in the future.

The introduction of a second MFI program to serve students in the western portion of South Nepean has been examined by the working group and is now being proposed for September 2016.

Consistent with the proposed change in grade structures, the two Gifted English program classes currently at Cedarview Middle School would be accommodated so that students are with their respective peer groups.

5 Although there are always future challenges to address and personal interests to consider, staff is confident that the proposed plan provides improved access for a large number of students, balances enrolment between schools, and makes best use of available building resources.

Next Steps

The purpose of the Public Consultation Meeting held this evening is to receive input from affected school communities and members of the public with regard to the proposed plan.

While parents and community members are encouraged to provide input tonight, feedback is appreciated throughout the process. All correspondence received will be shared in its original form with Trustees. Should you wish to have your input considered during formulation of staff’s recommendation to the Board of Trustees, comments would be appreciated within the next two weeks.

Once input from the community is reviewed and potential revisions are considered, Planning staff will prepare a recommendation report which will be presented to the Board’s Committee of the Whole meeting on Tuesday December 8th 2015. That meeting will include an opportunity for delegations from the public and Trustee debate regarding the recommendations. The report will be posted to the Board’s website in early December prior to the meeting.

A final decision by Board regarding the study recommendations is currently scheduled to take place on Tuesday December 15th 2015. These two meetings will be held at the Board offices at 133 Greenbank Road.

 Current JK to Grade 4 ENG and EFI students residing within the Half Moon Bay and Stonebridge West areas attending either Barrhaven P.S. or Jockvale E.S. would be relocated to the new Half Moon Bay elementary school for September 2016.

Barrhaven P.S. (JK-6 ENG, EFI, MFI for 2016)

 Current JK to Grade 4 ENG and EFI students residing in the Half Moon Bay and Stonebridge West areas would be redirected to the new Half Moon Bay elementary school for September 2016.

 All current grade 5 students attending Barrhaven P.S. would remain at the school for grade 6 which would expand the grade structure to JK to Grade 6 for September 2016.

 A new western MFI program site for South Nepean would be phased in to Barrhaven P.S. beginning in September 2016 with grade 4, and adding a grade per year thereafter.

o The attendance area for the new program would be comprised of the English Program boundaries of the following schools: Barrhaven P.S., Jockvale E.S., Mary Honeywell E.S. and the new Half Moon Bay E.S. These MFI program students would feed to Cedarview M.S. for grades 7 and 8.

 Beginning in September 2016, new JK to Grade 6 students residing in the area north of Maravista Drive and east of Cedarview Road would be redirected from Mary Honeywell E.S. to Barrhaven P.S.

o In order to transition to this change, Cedarview M.S. would accommodate grade 6, 7, and 8 Gifted English Program students for September 2016 and Jockvale E.S. grade 5 students. Additional temporary staffing may be required for one year in order to assist with implementing this change.

Cedarview M.S. (7-8 ENG, EFI, 6/7/8 Gifted ENG for 2016, 7/8 Gifted ENG for 2017 and 7-8 MFI for 2019)

 For September 2016 Cedarview M.S. would become a grade 7-8 only school – no students would feed into the school for 2016.

o The retention of grade 6 students at its feeder schools would immediately alleviate enrolment pressures at Cedarview M.S. which currently requires 12 portables.

 Students from the following schools would feed to Cedarview M.S. for grade 7 beginning in September 2017: Barrhaven P.S.; Chapman Mills P.S.; Jockvale E.S.; Mary Honeywell E.S.; and the new Half Moon Bay E.S.

19  For September 2019, students from the new western Middle French Immersion at Barrhaven P.S. would begin to feed to the school at grade 7.

 The grade 5/6 Gifted English program class would be relocated to Jockvale E.S.

o This proposed change was formulated in consultation with Learning Support Services staff and would allow these students to attend school with their age- appropriate peers.

o In order to transition to this change, Cedarview M.S. would accommodate grade 6, 7, and 8 Gifted English Program students for September 2016 and Jockvale E.S. grade 5 students. Additional temporary staffing may be required for one year in order to assist with implementing this change.

Mary Honeywell E.S. (JK-6 ENG, EFI for 2016)

o All students residing in this area attending Mary Honeywell E.S. during the 2015- 2016 school year, would be permitted to remain at the school through grade 6. In addition, their siblings born in 2015 or earlier would also be permitted to attend the school.

Adrienne Clarkson E.S. (JK-6 ENG, EFI, 4-6 MFI for 2016)

 Beginning September 2016, the school’s MFI attendance boundary would be reduced.

o The school would continue to offer an MFI program to students within the eastern portion of South Nepean with Adrienne Clarkson E.S., Berrigan P.S., Chapman Mills P.S., and Farley Mowat P.S. as its feeder schools.

o These MFI program students would continue to feed to Longfields-Davidson Heights S.S. for grades 7 and 8.

21 o All MFI students attending Adrienne Clarkson E.S. in 2015-2016 would be permitted to remain at the school through grade 6 and feed to Longfields- Davidson Heights S.S. for grades 7 and 8.

Longfields-Davidson Heights S.S. (7-8 ENG, EFI, MFI for 2016)

 Beginning September 2019, the school’s MFI attendance boundary area would be reduced.

o A new western MFI program site for South Nepean would be phased in to Barrhaven P.S. beginning in September 2016 with grade 4, and adding a grade per year thereafter.

22 Q & A Section

Q - Will you consider permitting students who are directed to the new Half Moon Bay E.S. to remain at their current schools?

A - The proposal opens the new school with a JK to 5 grade structure in September 2016. Current grade 5 students at Barrhaven P.S. and Jockvale E.S. who reside within the new school’s attendance area would stay at those schools for grade 6.

Permitting younger students to remain at Barrhaven P.S. and Jockvale E.S. would severely reduce the new school building’s enrolment for a period of years, and would also not alleviate existing accommodation pressures at both schools.

Q - Why is the new Half Moon Bay E.S. not opening as a JK-8 facility?

A - Although the new school building does have the ability to accommodate grade 7 and 8 students, the proposal makes best use of available space and resources by making it a JK to Grade 6 school and directing Intermediate program students to Cedarview M.S.

It serves to allow for more JK to Grade 6 students to be accommodated locally.

Q - Will the new Half Moon Bay E.S. attendance boundary change when future area elementary schools are opened?

A - Yes, the new school attendance boundary is large and understood to be unsustainable in the longer term. On-going development in Half Moon Bay and enrolment pressures will drive the need for a second new elementary school to be built in the future. When that school building is funded and opened, the attendance boundary will be right-sized to a more sustainable and logical area.

Q - Why change the grade structure to 7 and 8 only at Cedarview M.S.?

A - As a grade 6 to 8 middle school, Cedarview M.S. currently requires the use of 12 portables on site for instruction. If it were to remain a grade 6 to 8 school, the projected level of enrolment could not be accommodated.

Conversely, with the opening of the new Half Moon Bay E.S. space at a number of its feeder elementary schools is opened which permits them to retain their grade 6 students and creates a uniform structure for all elementary schools in the community.

Q - Could Mary Honeywell E.S. expand to a JK to 6 grade structure and maintain its current attendance area?

23 A - Retaining its grade 6 students without changes to its attendance area would result in an estimated ten portables on site for 2016 and 12 by 2020 for Mary Honeywell E.S. This would leave the school with significant pressures and very close to needing more than 12 portables on site to accommodate students.

If enrolment is not reduced at the school, other measures would likely be required in order to accommodate students, including the siting of more than 12 portables. This would require an electrical upgrade to the school, an expansion to parking, the installation of a fire hydrant, and would impact available play yard space and access to common areas such as the gymnasium and library.

If pressures become too great, they may also result in the ‘orphaned’ accommodation of the school’s grade 6 students at Cedarview M.S. Under the proposal Cedarview M.S. would be a grade 7 and 8 only structure with all other feeder grade 6 students accommodated at their respective elementary schools.

Q - Could Mary Honeywell E.S. remain a JK- 5 school rather than redirecting portions of its current boundary to other schools?

A - Although Cedarview M.S. would have space to accommodate Mary Honeywell’s grade 6 students, they would be the only grade 6 students at Cedarview M.S. along with much larger cohorts of grade 7 and 8 students. All other feeder students to Cedarview M.S. would enter the school at grade 7.

Q – Under the plan, siblings (born in 2015 or earlier) of current Mary Honeywell E.S. students residing in impacted areas are permitted to also attend Mary Honeywell E.S. – what is the enrolment and staffing impact of this provision?

A - Allowing younger siblings (born in 2015 or earlier) of current Mary Honeywell E.S. students to attend the school results in an estimated seven additional Junior Kindergarten students for each of the next four years.

This provision would increase the school’s total enrolment by approximately 28 students for 2019 and is estimated to result in the need for one more portable on site. In general, the school’s enrolment would remain higher for a longer period of time.

Q - Is there sufficient enrolment to sustain two viable MFI Programs in South Nepean?

A - Low MFI enrolment numbers are expected for the new Barrhaven P.S. program initially. However, as local families begin making different program choices and development continues in the Half Moon Bay area, enrolment is expected to increase. The attendance boundaries of both MFI programs are relatively similar in size; the difference is in the number and age of homes occupied.

24 Q - Why are Chapman Mills P.S. MFI students not being directed to the new program at Barrhaven P.S.?

A - With minimal growth left in the proposed Adrienne Clarkson E.S. MFI attendance boundary it was felt that leaving Chapman Mills P.S. as a feeder school would help ensure a sustainable MFI program into the future. In addition, the school’s attendance area is geographically closer to the Davidson Heights area of South Nepean where Adrienne Clarkson E.S. is located.

Q – My family resides in the current grade 7-8 ENG/EFI option area for either Cedarview M.S. or Longfields-Davidson Heights S.S. Would my child have the same option for MFI?

A - Beginning in September 2019 as new MFI program students enter Cedarview M.S., this option area would be expanded to include grade 7-8 MFI (in addition to ENG and EFI).

Q - Would my grade 8 MFI child, attending Longfields-Davidson Heights S.S. and residing in the Chapman Mills P.S. attendance area, still have a one-time option to attend either John McCrae S.S. or Longfields-Davidson Heights S.S. for grades 9 to 12?

A – Yes - under this plan grade 8 MFI students attending Longfields-Davidson Heights S.S. and residing in the Chapman Mills P.S. attendance boundary would continue to have a one-time option to attend either John McCrae SS or Longfields-Davidson Heights S.S. for grades 9 to 12.

Q - Under the proposed plan is my child’s currently designated secondary school changing?

A - No, secondary school attendance boundaries and feeding patterns would remain unchanged.

Q - Will the formerly approved Board motion related to Half Moon Bay area students and siblings being given a one-time option to attend Barrhaven P.S. still be in effect?

A - Under the proposed plan all current (2015-2016) JK-4 students residing in the Half Moon Bay or Stonebridge West areas attending Barrhaven P.S. or Jockvale E.S. would be relocated to the new school for September 2016.

Current (2015-2016) grade 5 students attending Barrhaven P.S. or Jockvale E.S. residing in these areas would remain for grade 6 and feed to Cedarview M.S. for grade 7 in 2017.

The opening of the new school in Half Moon Bay will eliminate the need for this previously approved provision, which was put in place in order to limit disruption until a new local facility could be constructed.

25 Other Options Considered

The proposed plan is for the new Half Moon Bay E.S. to be a Junior Kindergarten to Grade 6 English and Early French Immersion (JK-6 ENG/EFI) school with all of Half Moon Bay and the western portion of Stonebridge forming its attendance area.

A number of other options were considered and examined by the working group, including the two listed below.

Alternative Option: New Half Moon Bay E.S. as a JK-8 ENG/EFI

If the new school was a JK-8 ENG/EFI a smaller attendance boundary would have to be considered.

 If all of Half Moon Bay and Stonebridge West were to be directed to the new school as a JK-8, the school building would not be able to accommodate all students, even with 12 portables on site.  If a smaller more sustainable boundary were put in place it would result in either Stonebridge West or portions of Half Moon Bay not being directed to the school – these students would continue Jockvale E.S. or Barrhaven P.S. until a second new elementary school in Half Moon Bay is opened.  Intermediate enrolment at the New Half Moon Bay ES would be relatively small and may result in fewer opportunities for students (e.g., extra-curricular and specialized programming) in comparison to a larger program at Cedarview MS.

Alternative Option: New Half Moon Bay E.S. as a JK-5 ENG/EFI

The alternative option for the new school to be a JK-5 ENG/EFI would result in a smaller enrolment (and utilization rate) for a longer period of time. There would be ample room to accommodate future enrolment growth.

 The new school however would remain underutilized for a longer period of time delaying the need for the funding of a second new elementary school in Half Moon Bay.  The grade structures for other Barrhaven area elementary schools would remain as JK-5.  This option does not alleviate any enrolment pressure from Cedarview M.S. which would continue to experience significant overcrowding.
