1.0 INTRODUCTION 1.1 Project Details

NOVA Gas Transmission Ltd. (NGTL), a wholly owned subsidiary of TransCanada PipeLines Limited, is applying to the National Energy Board (NEB) under Section 52 of the NEB Act for authorisation to construct and operate new pipeline facilities (the Project) in the North Montney area of British Columbia (BC). These facilities will be known as the North Montney Mainline (Aitken Creek and Kahta Sections). The preliminary scope of the Project includes approximately 305 km of up to 1,219 mm (NPS 48) outside diameter (O.D.) pipe and related facilities to provide adequate capacity to transport natural gas supply in the northeast BC area. The results of this report are limited to the Aitken Creek Section.

To support the NEB Section 52 Application, TERA Environmental Consultants (TERA) was commissioned by NGTL to conduct vegetation field work along the proposed Project. This report describes the results of vegetation field work conducted for the Project during August 11 to 21, 2011.

Vegetation field work was conducted on various pipeline route options in August 2011. Figure 1 shows the current 2013 Aitken Creek Route and all pipeline route options that have been considered, including pipeline routes that were surveyed in the field in 2011. This report summarises the results of the vegetation surveys for pipeline routes where field work was conducted in spring 2011. Figure 2 provides greater detail on the locations where field work was conducted.

1.2 Ecosystem Classification

The Project is located in the Boreal White and Black Spruce (BWBS) Biogeoclimatic (BGC) Zone and the Peace Forest District (BC Ministry of Forests, Lands and Natural Resource Operations 2008, 2011). The Boreal White and Black Spruce BGC Zone is one of the largest zones in BC, covering approximately 10% of the province. This zone is subject to very short growing seasons. The winters are much longer and colder than in other parts of BC and permafrost is common in the northeastern parts of this zone. The most common tree species in this zone are white spruce, trembling aspen, lodgepole pine, black spruce, balsam poplar, tamarack, subalpine fir, paper birch and Alaska paper birch. Forests of variable successional stages are present in this zone due to frequent forest fires (Meidinger and Pojar 1991). The project footprint crosses the Moist Warm Subzone of the Boreal White and Black Spruce BGC Zone.

The Moist Warm Subzone (BWBSmw) of the BWBS BGC Zone is dominated by trembling aspen forest due to the combination of fire history and extensive cultural disturbance in the form of land clearing and prescribed fire. Balsam poplar is common on lower slopes and along stream and river courses. White spruce inhabit moister sites where there has been limited disturbance history, while lodgepole pine is present as a seral species on drier and poorer sites. Black spruce forests, often with a minor component of tamarack, are common on organic soils. Black spruce also occurs mixed with lodgepole pine on upland sites with cold soils or limited rooting availability. Tamarack occurs to a limited extent as pure stands on very wet rich sites and rarely on upland sites. Distinguishing understory species in this subzone include: highbush-cranberry, prickly rose, tall bluebells, bunchberry, twinflower and trailing raspberry. The predominant nonvascular species are step moss, red-stemmed feathermoss and knight’s plume (DeLong et al. 2011).

2.0 METHODS 2.1 Study Area Boundaries

The field surveys conducted for the construction right-of-way (including temporary workspace) focused on an area approximately 16 m to either side (i.e., 32 m corridor) of the centre line of the proposed route, programmed into a handheld GPS. Due to route changes following the August 2011 vegetation survey, only portions of the northern half of the current route were surveyed. Areas where vegetation surveys were conducted are shown on Figure 2. 2.2 Desktop Review

A literature review was conducted prior to the field survey to identify rare species and rare ecological communities with potential to occur in the BGC where the Project is located. Satellite images and topographic maps were reviewed in order to identify areas with high potential to support rare plant species (e.g., seepage areas, riparian areas, under-represented ecosystems).

Forest information from the BC Vegetation Resources Inventory pertaining to Old-Growth Management Areas (OGMAs), nutrient regime, dominant vegetation type and vegetation density were reviewed to help identify both representative areas and uncommon areas to be targeted for surveying (BC Ministry of Forests Mines and Lands [MFML] 2011).

Using data available from the BC Ministry of Environment (MOE) (2010), COSEWIC (2011) and Environment Canada (2010), tables of potential rare vascular and nonvascular plant species and rare ecological communities by BGC Zone were compiled. Habitats and ranges of rare plant species were reviewed prior to field work being conducted.

Information regarding records of known rare plant or rare ecological community occurrences within 5 km of the proposed Project was requested from the BC Conservation Data Centre (CDC) (2010). Weeds of management concern identified in the BC Weed Control Regulation and the North East Invasive Plant Committee (NEIPC) Plan and Profile document (NEIPC 2009) were also reviewed prior to the commencement of the vegetation survey. 2.3 Field Data Collection 2.3.1 Rare Plants and Rare Ecological Communities

Information collected during the desktop review identified areas of high rare plant potential, potential rare plant species and potential rare ecological communities.

The rare plant survey methods were based on survey guidelines developed by the ANPC (2000) and Penny and Klinkenberg (2007). Rare plant specialists, including First Nation participants, traversed each selected segment of the route, noted the dominant plant communities, recorded all identifiable species, and searched for rare plants and uncommon habitat. A purposeful meander technique was used to survey the proposed right-of-way. At locations where potentially important microsites were observed, more detailed searches were performed.

Where rare plant species were observed, thorough searches were conducted to determine the extent of the populations. The populations were mapped and photographed, UTM co-ordinates were recorded and detailed reporting forms were completed for future submission to the BC CDC. Species identification was confirmed by other established botanists and/or by comparison with specimens at an appropriate herbarium.

Vegetation communities were classified and delineated according to VRI data in BC available from the BC Ministry of Forests Mines and Lands (2011).

This survey did not address all rare non-vascular species (mosses, liverworts, lichens). However, where identifiable, rare nonvascular species were observed, the populations were assessed and reported in the same manner as vascular species.

2.3.2 Non-Native and Invasive Species

All listed weeds and non-listed introduced species were recorded during the vegetation survey. The status of species as native or not is according to the BC Species and Ecosystem Explorer (BC MOE 2010). Location and abundance data were collected for any Noxious species observed. 2.4 Collection of Traditional Ecological Knowledge (TEK)

TERA, on behalf of NGTL, invited interested Aboriginal communities to participate in the biophysical studies for the Project during which time the Project scope, timetable and location of the proposed Project were discussed. A TERA TEK facilitator accompanied the participants, as selected by each community, during the vegetation assessment to identify potential impacts of the Project on environmental resources and participate in the discussion of potential mitigation measures to reduce any Project-related impacts on environmental resources, to collect and synthesise vegetation TEK, and ensure proprietary information was kept in confidence.

Detailed methods, results and recommendations regarding Aboriginal participation during the vegetation field studies are included in the Traditional Knowledge Summary Report for the Project, prepared by TERA.

3.0 RESULTS OF THE LITERATURE / DESKTOP REVIEW 3.1 Vegetation Community Delineation

Information from satellite imagery and Vegetation Resource Inventory (VRI) data was reviewed and used to delineate and attribute vegetation communities. Preliminary vegetation community mapping was reviewed in order to inform areas to be targeted for field survey. 3.2 Non-Native and Invasive Species

Weeds are of concern to stakeholders and local government agencies. In BC, Provincial Noxious weeds are those that must be controlled in all regions and Regional Noxious weeds are those that must be controlled in the region(s) for which they are listed. Nuisance weeds in BC are identified (Cranston et al. 2002) but are not regulated under the BC Weed Control Act.

There are many additional, non-listed species that are introduced to BC (i.e., non-native), including agronomic and horticultural species, that can be invasive in certain land uses. The status of species as native or non-native throughout this report is determined according to the BC Species and Ecosystem Explorer (BC MOE 2010).

The NEIPC categorises invasive plant species into three categories; Prohibited Invasive, Primary Invasive and Secondary Invasive, and lists those plants in its 2009 Plan and Profile (NEIPC 2009). 3.3 Old-Growth Management Areas

The Project encounters two legally established OGMAs, combining for a total of 51.90 ha (Figure 1). Out of them, 36.25 ha are traversed by 2011/2012 Aitken Creek Route and 15.65 ha are traversed by East Route; the Cypress Route does not encounter any OGMAs. Legally established OGMAs are spatially defined areas that are identified during landscape unit planning or an operational planning process, and are used to achieve biodiversity targets. Forest licensees are required to maintain legally established OGMAs when preparing forest stewardship plans or forest development plan (BC Ministry of Forests 2004).

4.0 RESULTS OF THE VEGETATION SURVEY 4.1 Vegetation Communities

A vegetation survey was conducted for the Project on August 11 to 21, 2011. Vegetation surveys encompassed approximately 21.1 km of the pipeline route at the time (2011/2012 Aitken Creek Route from I/94-B-1 to L/94-A-13 and a part of Cypress Route), focusing primarily on high potential rare plant habitat and representative ecosystems for the area. Areas where vegetation surveys were conducted in 2011 are depicted on Figure 2.

A list of all species observed at the time of survey is provided in Appendix A. Species nomenclature is according to the list of all elements in the BC Species and Ecosystems Explorer (BC MOE 2010), with more current taxonomic information drawn from NatureServe (2010a), when necessary.

Vegetation communities were classified and delineated according to VRI data in BC available from the BC MFML (2011). Site units observed during 2011 vegetation surveys are summarised in Table 2.

In addition to the site units listed in Table 2, the vegetation survey encountered several vegetation types that were not classified to site unit, including: cutblocks at various stages of regeneration, sedge wetlands, willow swamps, peatlands, riparian areas, existing log decks and temporary workspace. 4.2 Rare Plants

No COSEWIC or SARA-listed species were observed during the survey. No species designated under the BC Wildlife Act or BC Identified Wildlife program were observed during the survey. Three BC CDC-listed rare plant species were observed during the vegetation survey along the proposed pipeline (Table 3).

Due to the timing of the survey and the early-flowering habit of Chrysosplenium, a positive identification to the species level could not be made for the populations observed. The observations have been included in this report due to the possibility that some or all of the populations may be Iowa golden-saxifrage. Refer to Appendix B for photographs of the rare plant species observed. Refer to Appendix D spreadsheet for the location, abundance and distribution of the observed rare plant populations. 4.3 Rare Ecological Communities

No rare ecological communities were observed during the survey. 4.4 Non-Native and Invasive Species

No Prohibited Noxious or Regional Noxious species were observed on the East Route. According to the NEIPC designations, no Prohibited Invasive species were observed along the proposed pipeline route at the time (see Section 4.1 for the route description). No Primary Invasive species were observed along the proposed pipeline route at the time. Three Secondary Invasive species observed included hemp-nettle, annual hawksbeard, and yarrow. Yarrow is a native species that can behave like a weed in that it is a rapid coloniser of disturbances, but is of no concern. The following non-native introduced or invasive species also occur along the proposed pipeline route at the time: alfalfa; alsike clover; chick-pea milk-vetch; clover species; common dandelion; common plantain; common timothy; creeping bentgrass; European rush; Kentucky bluegrass; red clover; smooth brome; white and yellow sweet-clover. Weedy species were observed primarily on the existing right-of-way adjacent to the proposed pipeline route at the time. The weed species observed during this survey are listed in Appendix A. 4.5 Survey Limitations

The VRI classification system used to characterise vegetation communities was updated after the desktop review and field surveys were conducted; the site series identified during vegetation surveys were converted to the new classification system using Delong et al. (2011), but the current route should be re-analysed in the event that the borders of the BGC subzones have changed and additional subzones are crossed. The BC CDC search for known rare plant occurrences was conducted prior to field surveys in 2011; the search should be updated prior to submission, as new element occurrences are submitted and added to their database every year. Due to route changes following the vegetation survey, only northern portions of the current proposed route were surveyed; the 2011/2012 Aitken Creek Route from SW 28-80-20 W6M to I/94-B-1 was not surveyed (Figure 2). The species list, therefore, should not be considered a complete inventory. This survey does not address all nonvascular species (mosses, liverworts, lichens). However, all identifiable nonvascular species have been reported in the same manner as vascular species. Due to their site-specific nature, vegetation surveys can only be conducted on the known Project route at the time of survey and their results cannot necessarily be extrapolated to route realignments and additions made after surveys have been conducted. Although vegetation surveys can confirm the presence of rare plants, they cannot definitively determine that rare plants are not present at a site.
