'High-Tech Agriculture Practices' STATE FOCUS PAPER 2020-21 ‘High-Tech Agriculture Practices’ प्राक्कथन मुझे मध्य प्रदेश के लिए राज्य फोकस पेपर (एसएफपी)2020 -21 पेश करते हुए अत्यंत प्रसन्नता है। ऋण के माध्यम से लिकासात्मक क्षमता के अनुकूितम दोहन के लिएप्राथलमकता क्षे配ों और फोकस क्षे配ों के तहत ऋण संभाव्यताओं को उजागर करने के अिािा, यह लिचारणीय महत्वपूणण प्रासंलगक मु饍ों / नीलत पहि को भी लचलित करता है। िर्ण 2020-21 के लिए राज्य फोकस पेपर (एसएफपी), जो लक लजिेिार पीएिपी का संग्रहण है, में 셁. 1,98,786 करोड़ की संभाव्यता का अनुमान िगाया है, जो लपछिे िर्ण के मुकाबिे 셁. 23,815 करोड़ अलिक है। यह योजना प्राथलमकता क्षे配 के लिलभन्न घटकों के तहत बℂकों द्वारा लित्तपोर्ण के लिए उपिब्ध क्षमता का आकिन करती है। ये अनुमान लजिा स्तर पर अग्रणी बℂकों और राज्य स्तर परराज्य स्तरीय बℂकसण सलमलत (SLBC) के लिए उनके िालर्णक ऋण योजनाओं (ACP) को तैयार करने के लिए एक आिार के 셂प में कायण करते हℂ। दोहन योग्य संभाव्यताओं की पहचान करने का उ饍ेश्य यह है लक नीलत लनमाणता, खासकर केन्द्रीय और राज्य सरकारें अगिे िर्ण के लिए अपनी योजनाओं को अंलतम 셂प देते समय इस दस्तािेज़ को संदभण के 셂प में िे सकते हℂ।राज्य में आिारभूत संरचनात्मक लिकास के चरण और जमीनी स्तर पर ऋण की मा更ग, भारत सरकार, राज्य सरकार और भारतीय ररज़िण बℂक की नीलतयों और योजनाओं आलद को ध्यान में रखते हुए, इन संभाव्यताओं का आकिन लकया गया है। संभिनाओं का आंकिन परामशण प्रलिया तथा डेटा के तकणसंगत लिश्लेर्ण के माध्यम से लकया गया है। लनिेश िेलडट या कृलर् के लिए दीघणकालिक ऋण में लगरािट लचंता का लिर्य रहा है। जब तक इस प्रिृलत्त को रोकने के लिए तत्काि कदम नहीं उठाए जाते हℂ, आने िािे िर्ⴂ में कृलर् में सकि पू更जी लनमाणण तथा उ लिकास दर कायमनहीं रह सकती है। सभी क्षे配ों में उत्पादन और उत्पादकता बढाने, लटकाऊ कृलर् पद्धलतयों को बढािा देने, कृलर् संबंिी आिारभूत संरचना के लनमाणण लिशेर् 셂प से भंडारण और लिपणन संबंिी संरचना, खाद्य और कृलर् प्रसंस्करण, एमएसएमई, लशक्षा ,ऋण लित्तीय समािेशन, लकसान उत्पादक संगठनों (एफपीओ) और कृलर् जोखखम राहत पर लिशेर् जोर लदया गया है। देश की आिश्यकता को ध्यान में रखते हुए उपिब्ध संसािनों के सतत 셂प से इष्टतम उपयोग केलिए, "उ तकनीक िािी कृलर् पद्धलतया更" को िर्ण 2020-21 के लिए लिर्य के 셂प में अपनाया गया है। लिलभन्न क्षे配ों के लिए कायणशीि पूंजी की आिश्यकता का आकिन करने के साथ-साथ पशुपािन और मत्स्य पािन क्षे配 के लिए कायणशीि पूंजी की आिश्यकताओं को पहिी बार संभाव्यता में शालमि लकया गया है। यह दस्तािेज राज्य के लिकास के दृलष्टकोण के साथ िेलडट संरेखखत करने के लिए कुछ नीलतगत पहिों पर भी प्रकाश डािता है। केसीसी के दायरे में पशुपािन और मछिी पािन के लिए कायणशीि पूंजी की आिश्यकताओं को शालमि करने, लनयाणत ऋण सीमा को संशोलित करने, संपालवणक मुक्त कृलर् ऋण सीमा को बढाने आलद के लिए भारतीय ररजिण बℂक के लदशालनदेशों से प्राथलमकता क्षे配ों में ऋण प्रिाह को बढािा लमिेगा। इसके अिािा, मℂ 100% लकसानों तक केसीसी किरेज बढाने, ग्रामीण बुलनयादी ढांचे में लनिेश और एफपीओ के लित्तपोर्ण के लिए पयाणप्त अिसरों की उीद करता हं। मेरा यह भी मानना है लक पीएम-लकसान के साथ-साथ लकसान समुदाय के लिए राज्य सरकार द्वारा प्रायोलजत कई कल्याणकारी योजनाए更 हℂ, जो लकसानों को िमशः इनपुट खरीद के लिए नकदी और ताजा ऋण तक पहुंच प्रदान करके संकट से लनजात लदिाएंगी। मℂ इस दस्तािेज को तैयार करने में राज्य सरकार, भारतीय ररज़िण बℂक, एसएिबीसी, बℂकों, गैर सरकारी संगठनों एिं अ एजेंलसयों के सहयोग हेतु उनका आभार व्यक्त करता हं। मℂ अपने लजिा लिकास प्रबंिकों को संभाव्यता के आकिन केलिए उनके जमीनी स्तर के योगदान के लिए बिाई देता हं। मुझे यकीन है लक यह स्टेट फोकस पेपर नीलत लनमाणताओं, बℂकों और अ लहतिारकों के लिए एक उपयोगी दस्तािेज लसद्ध होगा और और राज्य के सतत और समािेशी लिकास के लिये प्रमुख क्षे配ों पर प्रकाश डािेगा। (एस के बंसल) मुख्य महाप्रबंधक नाबा셍ड, मध्य प्रदेश क्षेत्रीय कायाडलय Foreword It gives me immense pleasure to present the State Focus Paper (SFP) 2020-21 for Madhya Pradesh. Besides highlighting the credit potentials under the Priority Sectors and the Focus Areas for optimum exploitation of the developmental potentials through credit, it also flags important relevant Issues/ Policy Initiatives for consideration. The State Focus Paper (SFP) for the year 2020-21, which is an aggregation of the district wise PLPs, has estimated a potential of ₹ 1, 98,786 crore, accounting for an increase of ₹ 23,815 crore over that of the previous year in absolute number. This plan assesses the potential that is available for financing by banks, under various components of the priority sector. These projections serve as a basis for the lead banks at the district level and the SLBC at the state level to prepare Annual Credit Plans (ACP). The objective of identifying the exploitable potential is to further enable the policy makers, especially the Centre and the State Governments to take a lead from this document while finalizing their plans for the next year. The potentials have been assessed keeping in view the stage of infrastructural development in the State and the demand of credit at the grass roots level, Policies & Schemes of Government of India, State Government & RBI. The methodology adopted for assessment was rational analysis of the data vetted through the consultative process. Lower share of the investment credit or long-term credit in the overall agriculture sector is a matter of serious concern. Unless urgent steps are taken to revive the investment credit, sustaining higher growth rates and gross capital formation in rural areas would be difficult. Emphasis has been given on increasing production and productivity across the sectors, promotion of sustainable & High-Tech Agricultural practices, creation of Agricultural Infrastructures, Food and Agro Processing, MSMEs, Financial Inclusion, Farmers Producer Organizations (FPOs) and Agri-Risk Mitigation. Keeping in view the country’s need for the optimum utilization of available resources in a sustainable manner, “High-Tech Agriculture” has been adopted as the theme for the year 2020-21. For the first time, the working capital requirements for Animal Husbandry and Fisheries Sector has been included in the potential along with assessing working capital requirement for various sectors. The paper also highlights certain policy initiatives to align credit with the development perspectives of the state. RBI guidelines on including working capital requirements for Animal Husbandry and Fisheries within the ambit of KCC, modifying the Export Credit limit, enhancing collateral free agriculture loan limit etc. will boost the credit flow to Priority Sectors. Further, I foresee ample opportunities for increasing KCC coverage to 100% farmers, investments in rural infrastructure and financing to FPOs. I also believe that PM-KISAN alongwith various State Govt sponsored welfare schemes for farming community will alleviate farmers from distress by providing cash for input purchase & access to fresh credit respectively. I extend my sincere thanks to the State Government, RBI, SLBC, PSBs, Private Sector Banks, LDMs, NGOs and other agencies for their support and co-operation in preparation of this document. I also would like to congratulate my District Development Managers for their grass root level contribution for assessing the potential. In particular, Pachmarhi Biosphere Reserve (PBR) regions (Districts Hoshangabad, Betul and Chindwara) of MP comprises a vast range of reptiles, especially herpetofauna yet unexplored from the conservation point of view. Earlier inventory herpetofaunal study conducted in 2005 at MP and Chhattisgarh (CG) reported 6 snake families included 39 species. After this preliminary report, no literature existing regarding snake diversity of this region. This situation incited us to update the snake diversity of PBR regions. From 2010 to 2012, we conducted a detailed field study and recorded 31 species of 6 snake families (Boidae, Colubridae, Elapidae, Typhlopidea, Uropeltidae, and Viperidae) in Hoshanagbad District (Satpura Tiger Reserve) and PBR regions. Besides, we found the occurrence of Boiga forsteni and Coelognatus helena monticollaris (Colubridae), which was not previously reported in PBR region. Among the recorded, 9 species were Lower Risk – least concerned (LR-lc), 20 were of Lower Risk – near threatened (LR-nt), 1 is Endangered (EN) and 1 is vulnerable (VU) according to International Union for Conservation of Nature (IUCN) status.
