The Oregon Statewide Assessment is a criterion-referenced assessment based on the Oregon Content Standards. As a result, the types of scores produced from the Oregon Statewide Assessment are somewhat different from those produced by national, norm-referenced tests. The types of scores produced from the Oregon Statewide Assessment are based on an achievement scale widely used in the Northwest. The scale for reading and mathematics, with numbers ranging from about 150 to 300, is similar to scales such as the Scholastic Aptitude Tests (SAT) scale or other “growth” scales. Each point on the scale is an equal distance from the previous point on the scale, so changes up or down can be charted and viewed as comparable from year to year. Interpretation of Results in Relation to Content and Performance Standards The major advantage of the assessment scale is its connection to the Oregon Content and Performance Standards. The recently adopted Performance Standards for the Certificate of Initial Mastery were set by panels of teachers, curriculum specialists and community members who reviewed test items anchored to the achievement scale and determined the score a student would have to receive as evidence of having met challenging academic standards. Assessment scores are reported in specific skill areas, enabling educators to identify aspects of the curriculum needing improvement. Percent of Students Achieving the Performance Standards This report provides information on the percent of students in each school who Met (M) the Performance Standard, Exceeded (E) the standard, or who Did Not Yet Meet (D) the standard. Schools are grouped by grade level (3, 5, 8, or 10) within each county. The school district is also identified. State level data is displayed at the top of each page for comparison purposes. Data is provided for both the reading/literature and mathematics tests, along with the socio-economic status (SES) rank of the school and the number of students tested under regular conditions. Students tested under regular conditions are those who were not absent, exempted (special education or limited English proficient), tested under modified conditions (special education, bilingual assessment, or limited English proficient), or excused by the school for other reasons. A more detailed participation report is provided with the score reports for each school. MEET STANDARD EXCEED STANDARD Grade 3 201 (Reading) 215 202 (Math) Grade 5 215 231 Grade 8 231 239 Grade 10 239 249 Method of Determining Comparison Groups for the Oregon Statewide Assessment A composite picture of a school’s socioeconomic status (SES) is drawn from available information describing the school’s demographics. Four variables were identified that best predict student achievement: percent of students eligible for free or reduced price lunch, student mobility rate, student attendance rate, and (at grades 8 and 10) level of education of the most educated parent. From this information on all Oregon public schools, an SES index is built using a weighted combination of these four indicators. Schools are then ranked on the SES index. A school’s comparison group consists of the cluster of schools ranked immediately above and below that school’s location on the SES index (10 percent above and 10 percent below the particular school). For schools ranked in the upper or lower 10 percent on the SES index, their comparison group consists of the upper or lower 20 percent of schools.
