The annual release of selected official files continues against a background of greater public access through the Freedom of Information Act balanced against the need to protect personal information. The FOI Act (2000) created a new access to information regime and all records were reviewed in accordance with both that Act and the Data Protection Act. Annually since 1976, official records held by PRONI which were 30 years old have been reviewed with a view to making them publicly available (“the 30 year rule). In September 2011, the Assembly accepted a Legislative Consent Motion to reduce the time limit for release from 30 years to 20 years (“the 20 year Rule”). This is underpinned by the Freedom of Information Act 2000 and the amendments made to it by the Protection of Freedoms Act 2012. The 20 Year Rule is being phased in over 10 years, with two years worth of records being reviewed and released each year. This year, the records of NI Departments and the NIO with terminal dates of 1987 are being brought forward for release during August 2015 and the records of 1988 will be brought forward in December 2015. This process involves the referral of the files to the Responsible Authority for sensitivity review. This entails a page by page examination to ensure that a record contains nothing sensitive as defined by the FOI Act and DP Act. Records Released These files are available to the media in advance of their release to the public on the strict understanding that there is an embargo on publication or broadcast until 00.01hrs on Friday 21st August 2015. A further 150 files are open but subject to blanking out of some content. 108 files remain closed in full, the bulk of which are individual prisoner files. The main file series being released includes Central Secretariat and Northern Ireland Office files. Some of the main issues covered by the 1987 release include: • Anglo Irish Agreement • Meetings with NI political parties • Economic cooperation and negotiations (involving Ireland, UK, USA and Europe) • The MacBride Principles (on discrimination in the workplace) • High level and operational security matters (including on the border and within the penal system) • Children and young people in care and the prevention of abuse • European Convention on Human Rights and political prisoners • Homelessness • Drug addiction • Cross border cooperation • Supergrass arrangements (also known as ‘Converted Terrorists’) • Extradition arrangements • Community Groups • Loyalist political prisoner protests • Major investigation into alleged abuse of female political prisoners (whilst undergoing strip search protocols), at HMP Armagh • Chernobyl Records may be closed either fully or in part only. Blanking out involves the removal of a limited number of papers from the file that have been deemed as exempt from the right to know under FOI. To facilitate the release of as much information as possible, redaction can be used to blank out sensitive data within individual documents that would otherwise prevent release. All information which is withheld in Public Record Office of Northern Ireland 4 Crown Copyright 2015 the manner outlined above, however, must be retained in accordance with the exemptions contained within the FOI Act. In the majority of cases, the reason for extended closure was the application of section 40 – the personal information exemption – of the FOI Act. This means that personal information is exempt from the right to know if it would breach the Data Protection principles. The catalogue of files for 1987 will be publicly available online on PRONI website from Friday 21st August 2015 and files will be available to view at PRONI from Friday 21st August. The four-party executive finally agreed in October what it would substantively do after 30 months of high- (or, perhaps, low-) political manoeuvring between the ethno- nationalist protagonists. Here, at last, was a draft Programme for Government. One, indeed, with a confidence-building message of ‘making a difference’; one, too, with some ‘joined-up’ sophistication and the capacity thus to cement the partisan ministerial fiefdoms. Here, also, was a draft budget, for the first time reflecting regional priorities. Meanwhile, there was patient work in the assembly—if criticism of its lack of transparency—and the Civic Forum met. But a poll showed confidence in the agreement falling—sharply amongst Catholics, to rock-bottom amongst Protestants. And the institutions of the agreement—their interdependence meaning shocks destabilise the whole baroque architecture—came under increasing strain. The failure of the policing commission to generate a consensual report led to a Police Bill both unionists and nationalists opposed. Ethnic hurt mobilised (or, perhaps, exploited) in the Protestant community over the loss of the Royal Ulster Constabulary name (symbolising its 302 victims) struck a body-blow to David Trimble as Ulster Unionist Party leader and first minister, as the Democratic Unionists—undermining the executive by their absence—won a hitherto safe UUP seat.

    POP022 Belfast LOCAL DEVELOPMENT PLAN 2020-2035 Transportation Topic Paper December 2016 Executive Summary Context A good transportation system helps people get to where they need to go quickly and easily and makes our towns and cities better places to live. In Northern Ireland, there is a history of heavy reliance on the private car as a means of travel. However, in recent years Belfast has witnessed many improvements in the city’s transportation system, in terms of roads, public transport and walking and cycling. As Belfast continues to grow and modernise, continued developments and major enhancements to our transport infrastructure are still required. The need to integrate transportation and land use to maximise development around quality sustainable transport networks is an essential element of the local development plan. The responsibility for transport policies and initiatives lies with the Department for Infrastructure (DfI) (formerly Department for Regional Development (DRD)). During the plan-making process the Council will be required to work closely with DfI to incorporate transport policy and initiatives into the Plan. The Local Development Plan (LDP) will need to be consistent with the objectives of the Regional Development Strategy (RDS) 2035 and relevant Transport Plans. Regional guidance outlines the need to deliver a balanced approach to transport infrastructure, support the growth of the economy, enhance quality of life for all and reduce the environmental impact of transport.     1 A History of Roads Service 1973 - 2005 2 3 Foreword In late 2003 the Northern Ireland Branch of the County Surveyors’ Society proposed that Roads Service should commission a printed document describing the creation of the organi- sation and the first 30 years of its history. In addition, consideration was to be given to the establishment of a physical archive of important documents and other material. This proposal was accepted in late 2004 and this document is the result of the efforts of the authors which have included consultation and discussion with many members of staff, both past and present. We were asked to prepare a history that was formal rather than anecdo- tal. It was acknowledged that there would be some overlap with other publications and in par- ticular the Institution of Highways and Transportation Silver Jubilee document of 1989, the Roads Service Jubilee Reflections of 1998, and the Northern Ireland Motorway Achieve- ment of 2002. We considered it important to set the formation of the organisation in the context of the pro- posals to reshape local government which were developed between 1966 and 1970. There are of course proposals stemming from the recent Review of Public Administration which may have far reaching implications for the Roads Service as we have known it over the last 33 years. In a publication such as this, it is not possible to record all organisational changes or cap- ture references to all functions the organisation carried out. However we hope that readers will find something of interest in the document. Finally, this document would not have been possible without the generous assistance of many people, the names of whom we have acknowledged in Appendix E.
