A meeting of the Hastings County Planning & Development Committee was held with the following members present: Warden Rodney Cooney, Councillors Vivian Bloom, Jo-Anne Albert, Sharon Carson, Bonnie Adams, Paul Jenkins, Wanda Donaldson, Norm Clark, Tom Deline, Carl Tinney, Rick Phillips, Bob Sager, Terry Clemens and Graham Blair. (b) Hearing List for the May 15, 2018 meeting Cristal Laanstra, Planner, reviewed the details of File No. B13/18 for committee and she read aloud attachment no.1 which detailed Ms. Bacon's concerns. Ms. Laanstra advised that the neighbouring property owner, Ms. Bacon, had concerns regarding the effect of the development on ground water. Ms. Bacon addressed committee and detailed her concerns regarding the development and potential dumping that could occur and its effect on the water supply. Justin Harrow, Director of Planning, advised that there is a requirement for a 30 metre setback from the spring. He also advised that if there is interest in the consideration of a lot addition, it could be discussed with the County Planning department.

Economic Development Business (a) Funding Application to Ontario's Highlands Tourism Development Partnership Program

Moved by Councillor Vivian Bloom; Seconded by Councillor Bonnie Adams; THAT the Marketing Coordinator's staff report dated May 15, 2018 regarding a funding application to Ontario's Highlands Tourism Organization's (OHTO) Tourism Development Partnership Program (TDPP) be received; and, THAT the Planning & Development Committee recommend to County Council that the Warden and Clerk be authorized to sign the TDPP application to procure $4,000 in funding to support the Local Wanderers Initiative. Health and Safety Other Business (a) Councillor Jo-Anne Albert advised that a letter has been received regarding the alcohol and gaming legislation and the increase to the cost of special occasion permits from $75 for an event to $150 per day as well as to the requirements to hire security at the event.

(b) The Committee briefly discussed concerns with the Ministry of Environment and Climate Change requirements for Environmental Compliance Approvals (ECA) for private septic systems (larger than 10,000L/day)/ Planning staff advised they would look into the matter.

5. Action Items (a) Visitor Information Centres – ACTION ITEM: As discussed by Tourism Development Coordinator Carly Freeman at the meeting, each member of the Partners Group is asked to put together a package of at least 50 of each pamphlet/brochure that they currently have, to promote attractions in their municipality, and give to their Head of Council to bring with them to the Planning and Development Committee meeting on June 19. They will be distributed to Tourism Visitor Centres across the County. Also, ACTION ITEM: Carly Freeman will put together a survey template that can be used by Visitor Information staff and volunteers to help collect in a consistent way visitor information statistics. The template will be distributed to the Partners Group members.  (b) Ideas for Workshops (to help businesses become market ready, improve their online presence and social media use) – Tourism Development Coordinator Carly Freeman sought feedback from the Partners Group on workshops. Workshops are considered a priority item by the Group as outlined in the notes from the previous meeting. Carly suggested that more sessions take place on how to get a presence on the OntarioTravel.net website which also includes their smartphone app. Other ideas brought forward include workshops on TripAdvisor. Andrew Redden noted that Kay Matthews at the Ontario Business Improvement Area Association is promising information in the near future about how they will be running training and one-on-one assistance to help business adopt digital technologies. In addition, the Small Business Centre often runs workshops on E-Commerce and other related topics and could be encouraged to offer more outside of Belleville. Further, Ontario’s Highlands Tourism Organization plans to develop an “innovation hub” bringing together industry leaders who can share knowledge and best practices including help with digital tools. Information will be provided as it is received from these organizations.

(c) 2018 Farm Show and Plowing Match – ACTION ITEM: Andrew Redden and County staff will explore “The Tastes of Hastings” as a theme for the County’s tent at this year’s Farm Show, connect and discuss with Harvest Hastings this theme and their involvement, and liaise with members of the Partners Group to identify representation of each municipality. 

(d) Conducting a thorough asset inventory of each municipality in the County – ACTION ITEM: As outlined in the previous meeting’s notes, the Partners Group wishes to see this type of inventory produced and maintained. Andrew Redden has setup a spreadsheet on Google Docs which can be accessed by the Partners Group so that they can enter the data themselves. Andrew will distribute a private link. 

6. Other Business

(a) ACTION ITEM: Carly Freeman announced that County staff are working on developing a recreational asset list. In the future each municipal representative on the Partners Group will receive an online survey and it is requested that they respond with information on the recreational assets in their area; (b) The date for the 2018 Tourism Awards is currently set for November 16. More details to come; (c) Rachelle Hardesty reports that the Teeny Tiny Summit on June 14 is almost sold out; (d) Rachelle Hardesty thanked Mark Hanley for connecting her with the Barn Chefs. They will be a featured business/chef at the next Our Backyard Feast From Farm; (e) Andrew Redden reported that the Branding Strategy work has commenced and the company Trajectory has been hired to help coordinate it. The next meeting of the Municipal Partners Group may be scheduled around a time to have Trajectory come in person and consult; (f) Carly Freeman reported that she continues to recruit members of the Arts Route. Contact Carly if you have a recommendation of a location that should be on the Route;

The next meeting will be focused on a Branding Strategy consultation with Trajectory and a date for the meeting will be forwarded.

On May 30th­31st 2018, the St. Lawrence River Institute of Environmental Science is celebrating the 25th Anniversary of its Annual Great Lakes and St. Lawrence River Ecosystem Symposium.

The Bay of Quinte Remedial Action Plan has been asked to present its unique approach to removing the Bay of Quinte from the Areas of Concern list. “One environmental challenge at a time” outlines the process the Bay of Quinte RAP is using to restore the environmental integrity of the Bay. As well as, ensuring maximum opportunities to engage the public and stakeholders, so everyone can provide input in to the decisions that will affect the future health of the Bay.

The symposium series began in 1993 (one year before River Institute was founded) as a means to bring scientists and communities together to discuss freshwater issues. With the St. Lawrence River as its natural laboratory, the River Institute has earned an international reputation for research excellence. Their scientific work contributes locally, nationally and internationally to the greater understanding of how large river ecosystems and their components function.

MTO Contract 2017-4056 – Structural Rehabilitation at Highway 401, Aikins Road Underpass (Site 11-156)

Contract Location: Aikins Road Underpass at Highway 401 Duration: May 1st to October 10th, 2018

Aikins Road Underpass

Aikens Road Underpass will be reduced to one lane of traffic for the duration of the project. Traffic will be controlled by means of temporary concrete barriers and temporary traffic signals. The anticipated start and finish dates for construction are as stated above. All required traffic control will conform to OTM Book 7.

Access for emergency vehicles will be available if required.

Highway 401 at Aikins Road Underpass

Highway 401 Eastbound and Westbound will be reduced to a single lane of traffic starting May 25th, 2018 and completed on October 10th, 2018. Traffic will be controlled by means of temporary concrete barriers, mobile barriers and TC-54’s. All required traffic control will conform to OTM Book 7. The affected distances along Highway 401 will be as stated below:

Eastbound Lanes: From: a point 0.3 km west of the Aikins Road Underpass. To: a point 0.3 km east of Aikins Road Underpass.

Westbound Lanes: From: a point 0.3 km east of the Aikins Road Underpass. To: a point 0.3 km west of Aikins Road Underpass.

1. THAT the Economic & Tourism Development Manager’s staff report dated June 19, 2018 regarding the Cultural Portal Website be received.

Background:

Hastings County partnered with the City of Belleville and City of Quinte West in early 2011 to commence development of a regional Cultural Plan. Consultants MDB Insight were selected to coordinate this work. The Cultural Plan was later approved by the Planning and Development Committee and County Council in September, 2012 and outlined a number of recommendations to be completed with City partners over the course of 10 years.

Several recommendations have already been dealt with either through initiation by a municipal economic development office, a local community group or volunteers. For example:

 Convened a Cultural Summit on October 6, 2015;  Sustained and expanded Cultural Mapping;  Sustained and expanded the Arts Route;  Quinte Arts Council brought Arts Councils together for networking and collaboration;  Developed a region-wide calendar of programs and events;  Spaces for artists and creative enterprises supported (e.g. Place for the Arts in Bancroft);  Have leveraged waterways and waterfront development (e.g. new Marina in Quinte West and paddling routes);  Launched a Regional Storytelling Program;  Region-wide trails supported; and  Coordinated a Heritage Forum with the Hastings County Historical Society to bring heritage groups and attractions together.

To assist cultural mapping, storytelling and a calendar of programs and events, MDB Insight proposed that a website be developed and call it a “Cultural Portal”. It was formally launched at the Cultural Summit held in the Fall of 2015 and shared between Hastings County, Belleville and Quinte West. The goal of the Portal was to 1

Cultural Portal Website Page 39 of 59 provide an online interactive map where visitors could browse and learn more about culturally significant sites and also suggest the addition of missing ones, including new sites developed. As well, instead of simply creating an online map, visitors to the site would be encouraged to return regularly and submit past and present stories that celebrate our local culture. The Portal was also designed to feature an event calendar where locals could browse upcoming festivals and events taking place. Community groups would sustain the Portal by regularly submitting their cultural or heritage events.

The Portal has been in operation at no cost to Hastings County and its City partners through a free trial offer. It was accepted given that there was no obligation to continue should it not live up to expectations. Following the trial offer, MDB Insight required entering into a 2-year contract at a price of $30,000 ($5,000 contribution from each partner annually) or a 3-year contract at a price of $35,000 ($3,888 contribution annually).

Analysis/Comment:

While there are economic and tourism benefits associated with promoting cultural resources online, the Cultural Portal requires a certain level of participation from the local cultural community to ensure it maximizes those benefits. The Portal was promoted widely to the local cultural community and anyone was invited to setup a free account to post to the Portal. Training was also provided to help with the process, although participation in training was low.

In 2017, a full page advertisement was placed in Country Roads Magazine to promote the Portal and Country Roads continued to market the Portal in their electronic newsletter. While we did witness an increase in activity on the Portal as a likely result of the advertisement, there wasn’t a sustained and desired amount of traffic.

Over the past few months, County and City staff have been meeting to review the usage of the Cultural Portal by our arts, culture and heritage organizations as well as visitation to the site. Analytics obtained do not show a satisfactory amount of usage of the Portal. For example, between June, 2017 and January, 2018 there were 649 separate users of the Portal. To contrast, Hastings County’s website had more than 86,000 users in the same time period. In addition, a survey was distributed to local arts and culture groups (that setup an account on the Portal). The survey revealed that 75% only visited or used the Portal once or twice a year or said they never visited it.

At a meeting on April 11, County economic development staff met again with staff from the two cities and decided that there was not enough justification to continue with the Cultural Portal. All of the information posted and collected through the Portal can be handed over to us and will not be lost.

On May 10, County economic development staff met again with City staff and discussed other recommendations and what to do in place of the Portal. They include:

 Work with GIS staff to explore options to keep the cultural mapping data available online;  Coordinate a Cultural Summit this Fall with a keynote speaker and panel of creative business people; and,  Explore restarting the Creative Hastings networking events and expand them in Belleville and Quinte West.

Financial Implications:

Does recommendation have a budgetary impact: Yes √ No There is no budgetary impact involved with approving this staff report. $4,000 was approved in the 2018 Economic Development Budget, matching the Cities’ contribution, to continue implementation of the action items identified in the Cultural Plan in partnership with the Cities of Belleville and Quinte West.

The purpose of this staff report is to update the Committee on the Cultural Portal Website and plans for continued implementation of the Cultural Plan.

This report is intended to provide the Planning and Development Committee with an update on the status of the Branding Strategy. The following is a list of activities completed to-date:

 Economic and Tourism Development Staff met with hired consultants Trajectory on May 16 to conduct a “kick-off” meeting and outline roles, deliverables, key issues and opportunities;  Trajectory has commenced a strategic review of our existing strategic plans and documents relating to economic development and tourism as well as an audit of existing brands and marketing taking place across Hastings County;  Staff have scheduled weekly meetings with Trajectory to review deliverables, approvals and timelines;  Trajectory conducted a tour, with the assistance of staff, of Hastings County on June 5 and 6 to provide greater context to their discovery and review of our area;  Trajectory met with the Economic and Tourism Development Advisory Committee on June 6 to provide them with an overview of the project, discuss the opportunities and challenges of place branding, and then conducted a workshop and consultation with them; and,  Trajectory is now moving forward with several one-on-one and small group interviews with stakeholders. The insights from interviews will be incorporated into the recommendations for the Branding Strategy.

1. THAT the Staff Report dated June 19, 2018, regarding Farm 911:The Emily Project, BE RECEIVED; 2. THAT County Planning and 911 staff be directed to work with the Hastings County Clerk Treasurers (HCCTA) group, member municipal staff and the Cities of Belleville and Quinte West to work on a consistent approach to issuing E-911 addressing to farm entrances; and 3. THAT Planning and Development Committee members go back to their respective Councils and staff to advocate and encourage establishing a single consistent Farm 911 process throughout the County.

Background:

In part, Farm 911: The Emily Project is a community based organization/initiative designed to promote and advocate for providing emergency addresses and signage for vacant rural land, including vacant farm fields. More information and details on Farm 911: The Emily Project is available at http://www.farm911.ca/

In March of 2017, the Planning Committee received a delegation from representatives of Farm 911: The Emily Project (see Attachment No. 1). The information campaign received strong support and on March 30, 2017, Hastings County Council provided a motion of support for the project. Subsequently, the County 911 Coordinator has been actively providing information on the project at events and shows. In the winter and spring of 2018 the 911 coordinator and County staff met with member municipal staff responsible for 911 signage in all member municipalities to discuss and ensure that staff are aware of the County wide guidelines/procedures for issuing 911 addresses (including farm entrances) and to discuss the Farm 911 project. As a result of these meetings the guidelines/procedures have been updated to, among other things, more clearly describe what constitutes a farm entrance.

First, we would like an opportunity to speak to the municipalities, collectively, about the importance of FARM 911: The Emily Project, and to encourage them to implement the project in such a way that rural landowners know exactly what is expected during the application and installation process.

Secondly, FARM 911 needs County-level support and leadership to ensure this program is rolled out consistently across the municipalities.

We want to work with County staff to provide municipalities with the tools and information they need to implement the project.

We ask:

• Hastings County and affiliated municipalities to actively promote to rural landowners that they are able to acquire signage for their vacant properties • Municipalities to clearly lay out the terms by which a land owner would apply for the sign as well as the terms of installation. We encourage the creation of a form or application that states what information is required (roll number, lot and concession, property owner information, etc.), the fee required for service (if necessary), and then an outline of the process for installing the sign. We would ask that this information be sent out in various methods with possibilities including tax bills, radio and newspaper advertisements, posted on the County and municipalities websites, or be made available to landowners when calling the municipal office. • For the municipalities within Hastings to work towards a unified process so that each rural land owner, no matter where they live in the county, will undergo a similar process, within reason. Landowners will be more encouraged to use the program if they are able to navigate the administration process, easily and efficiently. • That the municipalities prioritize this project as it is a matter of rural safety, and not over- complicate the administration of the program which would ultimately discourage landowners from participating at all.
