Anaheim Union High School District Trustee Area Public Forum November 18, 2013 Comment Forms

Comment 1: I realize that with 3 trustees in the north and none in the east, we will end up with board changes. Is there a way to "grandfather" in our current trustees? How does Oxford fit in since it feeds from the entire district? How does this not create an adversarial board with each trustee more concerned with their area?

Comment 2: City staff & officials will object to any scenario that splits the city. In this case, Scenario 2 would NOT be acceptable as residents living NE of Orange & Walker would be served by a different trustee area. The city of Cypress & our recreation district have always enjoyed a long standing & cooperative relationship with AHUSD staff & trustees in shared usage of facilities to enhance community services & programs for all Cypress residents. To bifurcate trustee representation for Cypress would result in factions & fractures in the community. To this, we urge the selection of a scenario that keeps the entire city boundaries of Cypress intact & within one trustee's jurisdiction. Thank you.

Comment 3: All three scenarios show great potential – however my preference is Scenario 2. I feel that it has the lowest number in variance, the two incumbents in area #2 will have an easier transition (somewhat), and the map itself seems to follow a more logical boundary line. Thanks!

Comment 4: I prefer Conceptual Trustee Area – Scenario 2 because Cypress High School is in 2 trustee areas. In scenario 1 & 3 there is only 1 trustee over that High School & all other High Schools in the district have at least 2 or in some cases 3 trustees over their boundaries. I feel this is a huge problem.

Comment 5: My recommendation is for Scenario 2 primarily because it seems like a cleaner breakdown of sections. I hope that there will not be an issue in finding someone to run in 5th section (that currently does not have a representative).

Comment 1: Scenario #2 I believe changing from at-large election to a by-trustee area election would be a benefit for AUHSD.

Comment 2: These 3 options are NOT options. We would like to see a map that represents our communities equally, not as offered! The current system is not working so the board needs to make changes. Area 4 & 5 are not any different than the current system. I propose to make a 7th area if this cannot be changed to an option that depicts areas 4 & 5 to be separated north/south. Area 5 should be part of 4 or vice-versa.

Comment 5: I am in favor of establishing "district" areas for BOT representation. I think that it would bring our current situation into "compliance" and in alignment with the majority. I must admit, however, that I find it quite disturbing & discouraging that even after having the mediums available to translate verbally & in writing, the conception exhibited in just my observation this evening is that "things are still unfair." So untrue. As such, I would suggest that an orientation of sorts be offered on the process, to enable those an opportunity to educate themselves so that they have a better understanding of the process and will preclude any false allegations of this being "unfair," e.g. not understanding that the territories all have to be about the same population. P.S. Please DO NOT increase the number of districts. 5 is enough & provides adequate representation for all groups, in my opinion.

Comment 6: Overall I think this is a positive change. They all are going to be broken down evenly based on the population. The most important part here is we are going to have more responsible trustees who would also be divided out across the district; which in turn helping them getting closer to the local people. The new boundaries are almost the same to me. However, number 3 is my personal preference.

Comment 7: Please make presentations like the AUHSD District Address so that each of the maps are able to be discussed. It is a very good presentation to have recorded also on the website with the different areas so that those who are not present will all be able to receive the information via – web. It would be ok to have a representative by area but I would like to have a subcommittee elected by parents that can recommend the needs of each area. For those parents who are not able to vote.

Comment 8: My suggestion is an elected representative per area so we could have five representatives. We already have five representatives, but all areas shown in the maps would have a representative. I propose scenario #3.

Comment 9: We think that this kind of information is very important because it benefits students, education community and the general public. I think it would've been important that students would've participated and perhaps more parents involved, or a system increase attendance. Thank you, and congratulations for the information.

Comment 10: 1. Board Members Present 2. More promotion/Teleparent 3. Voters need to know who are their representatives? Change the voting system so all parents can vote, specifying all those who have children in Anaheim schools and do not officially vote. That is the opinion of many parents.

Comment 1: While proposal 3 is a good starting point, there are some changes that can be made to this in order to guarantee two "opportunity" districts for the Latino community in the eastern portion of the district. The proposed maps are attached. The blue outline represents the Scenario 3 proposal by Dolinka and the pink area represents the suggested scenario.

Comment 2: No objections to the Dolinka Group's work – however, I would like to take this opportunity to suggest that the District also look at revising school attendance boundaries to better balance the district. South Jr. High (and other schools on the east side) has over 1,600 students while schools on the west side, Walker and Lexington have 1,000 – 2,000.

Comment 3: I live in the area of Scenario 3. I like the Scenario 3 for my area because the amount of area that is going to be cover is just about right it is important that person that is going to represent this area lives in the area so that they can make better decision for our school because they would live in the area and know our needs.

Comment 4: . There should be a 2 yr term limit. I believe having someone there too long will not be effective & will not meet the changes in the community. . The people of the District should have the right to "Re-call" the "Elected District." If so, there should be a process & how will it be paid. . What power does this newly elected position may have? . Will these powers be the same for the other Districts?

Comment 5: Sorry, this is the first time I attend this type of meeting & did not feel like I understood the issue discussed enough to have suggestions or comments. I plan to attend future meetings & become more familiarized with school boundary issues.

Comment 6: I agree w/creating voting districts to accurately reflect respective community's specific education & Academic needs. It's about time! I agree and endorse Conceptual Trustee Area #3. Thank you.

Comment 7: Looking at all three maps from a distance, they are all very much okay. However, thinking about whether all population will be considered, I think maybe Map #2 with the least amount of variance is best (Total population). We must consider all the families living in motels even if they were not part of the 2010 census. They are in our district. These are just some ideas to consider.

Comment 8: It is interesting that the west side, which services a much smaller AUHSD student population, will have as much voting power as the other more populated areas. I believe the aforementioned should have been taken into consideration.

Comment 11: My question is, how is a representative elected, and what would be his/her duties? What are the requirements for running?

Comment 12: Teachers should have more control over students and more respect than the board. And whoever is going to be elected for scenario 3 (green). I want it to be analyzed better to help the community and that a teacher could be nominated not just some pretty face, that would be someone that would be evolved and help the community.

Comment 13: A good representative? Parents interested in students, their education benefits and respect. I didn't understand at the beginning of this meeting because they didn't explain what was the meeting about, didn't explain why a better change. They only said what was going to happen during the year, and the school already has scheduled the meetings and we don't have a saying about what the meetings should be about. School campus is not clean, no flowers in gardens, bullying between students & teachers.

Comment 14: Teachers should have more control and respect. Because we want to be more informed and trustee elected must live in his/her school area, be helpful and be involved with the community for the students and I like map #3 better. We want more security in parks, school surroundings. We want something better regardless of color, raze and language. What matters is discipline and better education for students. Trustee must represent the area where he/she lives.

Comment 15: Since I can't vote, I want my comment to be valid and to be placed into consideration. We want more information so we can understand better. Also, what is the school doing when there's many kids drinking and smoking at the park. What can we do when we call the school to request a meeting with a counselor and they don't listen or pay attention to us. How can we change that.

Comment 16: I suggest that map #2 should expand more. The elected Trustee should truly represent us, and don’t make false promises. If there's not enough funds, the community could help to avoid inconveniences. Don't be like the presidents when they're trying to be elected, they make promises and once they're in office, they forget all their promises. I hope they don't get offended.

I need to know the person who will represent me so I can vote for him/her, he/she would have to meet my requirements: be involved with the community, be aware of real needs, should have a realistic vision and not a fictitious one of the Hispanic population that is greater in "Area 2." Should be interested in working for us be aware of our needs. 2. I'd like Area 2 to be represented on scenario 3, this reason is an area visited by tourists should have a positive impact starting with education. In this Area community, cultural events are promoted, and is a shame that we're in this deplorable conditions. 3. We have the funds, we really need is a Representative who is interested in changing our image.
