Le groupe au pouvoir, qui a besoin de justifier sa domination, rejette dans la différence ceux qu'il opprime : ils ou elles ne peuvent être traités en égaux puisque… Ainsi les colonisés étaient généralement « paresseux », « incapables » de faire fructifier eux-mêmes leurs terres, etc. Ces "différences", on ne les attribue pas à une histoire spécifique, car l'histoire évolue, elle peut amener des révolutions. Il est plus sûr pour l'oppresseur de parler de différences naturelles, invariables par définition. D'où les idéologies raciste et sexiste. Ainsi le statut d'infériorité vient inextricablement du statut de différence." In the 2009 European elections, Europe Ecologie obtained over 2.8 million votes (16.28%), and gained as many seats (14) as the Parti socialiste (PS); in the 2010 regional elections, Greens gained 12.18% of the first round vote, 263 councillors (up from 159 in 2004), and subsequently entered alliances with the PS in the executives of 21 of metropolitan France’s 22 regional councils. The dissolution of Les Verts in November 2010 into Europe Ecologie-Les Verts (EELV) was completed in a position of strength. In September 2011, the newly recomposed party confirmed this electoral breakthrough, increasing its membership of the Sénat (the upper house of Parliament, traditionally difficult for Greens because of its rural base and indirect mode of election) from four senators to twelve. Against this background, the party’s performance in the 2012 presidential and legislative elections requires explanation. Eva Joly, the EELV presidential candidate, polled the second lowest score by an official Green candidate since Les Verts was formed in 1984, whilst at the legislative elections EELV candidates polled a bare 5.5%.

Introduction In his classic essay on democracy, Anthony Downs ~1957! wrote that “the basic determinant of how a nation’s political life develops is the distri- bution of voters along the political scale.” Adapting the spatial approach of Harold Hotelling ~1929!, Downs’s basic model posits single-peaked voter’s preferences along a unidimensional left–right continuum. The best known part of Downs’s work deals with two-party plurality-based com- petition. Here, the median voter plays a key role in determining the win- ner and in shaping the incentives for the structure of party competition by creating centripetal pressures for parties and candidates to modify their platforms to better match the views of the median voter. The main focus is on the system used for elections to the lower house of the French parliament, the National Assembly. These elections are contested on the basis of a specific type of two-ballot system, namely a single-member, semi-closed, majority- plurality system. At the same time, France has a rather unusual political system in which the President of the Republic is a major political actor. Therefore, this chapter also refers in passing to the system used for presidential elections. This is a variant of the above system. There are four parts to the chapter. The first part identifies the origins of the two electoral systems. The second part outlines the mechanics of the French two-ballot system. The third part discusses the political consequences of the system. The fourth part addresses the seemingly perennial issue of electoral reform. There is a brief conclusion. The origins of the current electoral systems In June 1958, the French political system collapsed. To save the regime from the imminent prospect of martial law, General Charles de Gaulle was called upon to form a government. He agreed on condition that there would be a new Constitution. In October 1958, after being approved in a referendum, the Constitution of the Fifth French Republic came into force. In December 1958 de Gaulle was elected as the first President of the Fifth Republic, winning a landslide victory in the electoral college.

To derive causal estimates, we instrument more recent immigration flows by settlement patterns in 1968. We find that immigration increases support for far-right candidates. This is driven by low-educated immigrants from non-Western countries. We also find that immigration has a weak negative effect on support for far-left candidates, which could be explained by a reduced support for redistribution.

    4 The Greens: from idealism to pragmatism (1984–2002) Bruno Villalba and Sylvie Vieillard-Coffre The left The Greens: from idealism to pragmatism Introduction ‘Utopia has come to French history’, declared René Dumont on 26 April 1974. Conscious of the necessity of establishing such a utopia, he was of the opinion that the newly founded ecologist movement should ‘organise so as to establish itself permanently as an influence in French political life’ (Dumont, 1974: 5). Twenty-five years later, this utopian movement has been replaced by a complex organisation. In a quarter of a century, the Greens have had the opportunity to try out a number of organisational approaches and to test various electoral strategies and to develop novel internal practices based on their own particular motivations and identity. Gradually, however, they have been forced to accept a dose of political reality and adapt their membership practices in the interests of electoral success. In carrying out our organisational, electoral and ideological analysis, our aim is to explore how the Greens have tried to maintain a coherent identity while facing up to the new responsibilities which have recently been placed at their feet. Structure and membership The democratic formality of the party is an attempt to save the Greens from oligarchic tendencies as well as to establish the following principles: free engagement, enshrined in membership regulations; free expression within the party, to fight against the tendency of the individual to disappear under the force of militancy; and the revitalisation of democratic practice, in particular participatory democracy. Dans les dernières années nous avons subi des orages et des pluies d’une intensité jamais égalée . On parle de précipitations centennales . Il est clair que les bassins de rétention prévus dans le projet sont largement sous-dimensionnés .

It also presents and scrutinises the electoral lists of the Member States from a gender perspective and presents the synthesis of the main findings from the lists. Some main conclusions are made on the basis of the mapping. They concern the relation between the adoption of legislated gender quotas and the implementation of quota provisions by national parties.
