Huelsman at 9:01 a.m. Present: Chair Councillor Connie Huelsman, Councillors Dana Depalme, Members at Large Stan Bell, Mable Hamilton, Rod Bradshaw and Karen Thomson. Absent: Councillor Richard Lorenz. Staff Present: Agriculture Services Manager Cody McIntosh, Assistant Agriculture Services Manager Roland Krusi, Conservation Coordinator Ken Lewis, Agricultural Technician Tory Adolf, Municipal Maintenance Coordinator Dallas Campbell Agricultural Services Assistant Heather Halwas, Long Range Planning Manager Ron Barr and Legislative Services Coordinator Ursula Patterson. Bell to approve the agenda for the November 21, 2019 meeting as presented. CARRIED UNANIMOUSLY 3.0 ADOPTION OF MINUTES Moved by Member K. Thomson to approve the September 19, 2019, minutes as presented. CARRIED UNANIMOUSLY 6.0 ADMINISTRATION ITEMS 6.1 Red Deer County Community Rural Subdivision Survey – Ron Barr presented on the current community survey being undertaken by the County. The purpose of the survey is to seek opinions on the subdivision of agricultural/rural land. Approximately 1,700 surveys have been received of the 5,200 sent out. Anticipate getting 2,000 by the deadline. Next phase will be rural planning session. Six scheduled, first is tentatively booked for January 16th. 6.2 Public Ag Literacy – Ken Lewis reported on the progress of this new committee. There is a logo contest, and an online survey currently live. Waiting for the Rural Subdivision Survey to close before promoting the PAL survey so as to not confuse the public. 6.3 Agricultural Services Year in Review – Administration presented the 2019 Agricultural Services Board Year in Review. Recess: 10:00 a.m. Reconvene: 10:20 a.m. Moved by Member R. Bradshaw to recommend that administration provide Raccoon pest control education to County residents. Bell to direct the Ag Service Chair and Committee on placement expectations for receiving the Youth Agricultural Award. CARRIED UNANIMOUSLY Chair C. Huelsman requested that it be noted in the minutes Member S. Bell initiated discussions as to whether playgrounds are managed based on usage to determine if they are worth maintaining or keeping in areas with an older population that has little to no children. 7.0 DISCUSSION 7.1 Council Update – Council provided updates on activities since the September 19, 2019 meeting which included attending the RMA Conference, and meeting with the Minister of Municipal Affairs. County Manager Curtis Herzberg spoke to the Rural Broadband project. The County is looking for partners in order to expand accessibility of high speed internet to Ag producers. 7.2 Board Items and Updates – No updates. 7.3 Alberta Agriculture Update – Alberta Agriculture representative A. Herron has no current updates. Impact to budgets won’t be known until the approval of the Appropriations Act (Bill 23). 8.0 ADJOURNMENT Moved by Member R. Page 4 of 72 Report 5.1 – January 16, 2020 ADMINISTRATION REPORT Date: January 8, 2020 Memo To: Agriculture Service Board From: Agriculture Services Staff Subject: Farm Safety Centre Increased Funding Request 1. PURPOSE 1.1. To evaluate and discuss the Farm Safety Centre’s request of Red Deer County to increase its 2020 sponsorship funding level to $11,228. 2. BACKGROUND 2.1. The Farm Safety Centre is a community based organization led by a group of farmers who are passionate about helping things go right for their friends, neighbors and communities 2.2. All rural municipalities are asked for funding to support education efforts within their boundaries. Of 70 municipalities asked in 2019, 52 contributed. 2.3. Red Deer County Ag Services Board has supported the Farm Safety Centre in educating rural elementary students since 2010 2.4. Red Deer County is currently their biggest municipal supporter, giving $7500/year as of 2019 2.5. From 2015 - 2017 our funding level remained constant at $6000/year 2.6. In 2018, Farm Safety Centre requested an increase to $9719.50. Red Deer County ASB decided to increase the current sponsorship funding level from $6000 to $7500 for 2018 and 2019, and to review future funding requests upon receipt 2.7. In 2019, Red Deer County had 3208 students educated by the Farm Safety Centre, in 15 rural classrooms. In 2018, delivery was to 2638 children in 12 rural schools 3. ALTERNATIVES 3.1. Continue with the current level of funding for 2020: $7500 3.2. Increase funding to the requested: $11,228 3.3. Decrease or discontinue funding 3.4. A combination of Alternatives 3.1 and 3.2. Continue current level of funding for 2020 at $7500, and budget to increase funding to $11,228 for 2021 and 2022 Farm Safety Centre Sponsorship Request Page 5 of 72 4. DISCUSSION 4.1. This is consistent with our current ASB Business Plan, specifically: Value #2 – Promoting Safety in the Community Goal #6 – Deliver an “Ag Safety and Education Initiative” 5. FINANCIAL IMPLICATIONS 5.1. There are currently funds identified in our 2020 budget for this request (based on the 2019 sponsorship amount of $7500). 6. SUMMARY 6.1. Red Deer County has partially supported the Farm Safety Centre’s funding requests since they initially asked in 2010. Their goal of educating rural youth about agricultural safety is also consistent with Red Deer County’s Values and Goals. 7. RECOMMENDATIONS 7.1. McCuaig Topic: Proposed PREDA Membership Fee Change File No.: 64/111 Attachments: Rate Comparisons Issue Peace Regional Economic Development Alliance (PREDA) has passed a motion to make changes to their fee structure. The Town of Peace River has been invited to present a Special Resolution at the September 18, 2020 Annual General Meeting to propose an alternate fee structure. Background On July 27, 2020, Administration presented Council with PREDA’s proposed resolution and provided some suggested alternate models. Council’s decision was that PREDA consider additional funding options – instead of a singular per capita option – to be presented to the PREDA members to vote on. PREDA has since adopted a funding model of $.75 per capita. PREDA has invited the Town to propose alternate funding models via Special Resolution. Any proposed funding model must: 1. Be revenue neutral in that it must provide the budgeted funding level of the per capita model. This funding amount is currently $56,767.50. 2. Accommodate an agreed cap on contributions by the County of Grande Prairie. This cap is set at $17,000. Administration has prepared two alternate funding models which meet these requirements. Current Model The existing funding rate was based on anticipated funding from other levels of government. This funding has been reduced.     CLIMATE RESILIENCE EXPRESS WORKSHOP INVITATION Brazeau County has received funding to develop a Climate Resilience Action Plan through AUMA’s Municipal Climate Change Action Center (MCCAC). Brazeau County was selected with 7 other municipalities across Alberta to participate in the Climate Resilience Express Initiative. Through this initiative, MCCAC and their partner All One Sky Foundation will provide support and resources to help Brazeau County plan for and manage the local impacts of climate change. The goal of Climate Resilience Express is to facilitate a streamlined process for developing a climate resilience action plan for Brazeau County through a one-day workshop. The workshop will include County staff, as well as representatives from private sector, non-profit groups and other organizations from the community.
