Gabrielson to adopt the minutes of the Agricultural Service Board meeting of September 19, 2018 with the following changes: • Page 2 to refer to the title as “Assistant Agricultural Fieldman” • Page 3 to add to M. Schwab’s report “encouraged any one concerned with reclamation issues to provide a ASB Minutes October 17, 2018 Page 1 of 8 Page 2 Statement of Concern to the Alberta Energy Regulator.” • Page 5 to be amended to read “Pam Schaub, President of the Drayton Valley Historical Society was introduced and said a few words to Board Members.” • Page 5 to change wording from “emergency stock trailer” to “livestock response unit”. • Page 7 to note M. Schwab left the meeting at 12:06 p.m. CARRIED UNANIMOUSLY ROUNDTABLE INTRODUCTIONS Roundtable Introductions No introductions required. BUSINESS ARISING Business Arising none AGRICULTURE REPORTS Manager of Agricultural Services and Assistant Agricultural Fieldman’s Reports September/October 2018 D. McCann provided a verbal review of the Agricultural Fieldman Report. Members inquired how Mountain Pine Beetle (MPB) moved to central Alberta. MPB can be transferred in the air through a jet stream or by infected firewood. As a County, we can chose how to respond to MPB, including education, providing replacement seedlings, attractant pouches (Verbenone), cutting, fire, etc. A program called #OperationReleaf: Mountain Pine Beetle is available to landowners affected by MPB. Deadline to apply is October 26. The attractant pouches (Verbenone) cost $10 each and are available from a private supplier. As a result of forest fires in tree stands in BC, more erosion is happening due to the immense heat of the fires affecting the soils. Working Well Workshop is set for November 29. The fall edition of The Seed will be available next week. Lac St. Anne County & Stettler County have both declared agricultural disasters. Lac St. Anne’s is due to the lack of ability to harvest, while Stettler’s is because of drought issues. As a rough estimate, the ASB Minutes October 17, 2018 Page 2 of 8 Page 3 Agricultural Fieldman estimates approximately 75% of the crops are still in the fields. Deadline was September 30 for the herbicide rebates. Members discussed the deadline for submission. 132/18 Moved by A. Heinrich to allow for chemicals that were purchased in one year to be allowed to be claimed in the following year. CARRIED UNANIMOUSLY 133/18 Moved by D. Movald to accept the Agricultural Fieldman Report for information. CARRIED UNANIMOUSLY D. McCann provided a verbal review of the Assistant Agricultural Fieldman Report. Due to weather issues, some roadside mowing in the snow has taken place. Some areas did not get mowed, mostly in the Buck Creek area, west of Hwy 22. D. McCann & W. Noga attended NW Region Fieldmen tour hosted by Parkland County. W. Noga prepared a presentation for the Society for Unconventional Resources on usage of freshwater for fracking to go along with the resolution. 134/18 Moved by A. Heinrich to accept the Assistant Agricultural Fieldman Report for information. CARRIED UNANIMOUSLY Members’ Reports Member at Large B. Gabrielson had no items to report on. Councillor A. Heinrich reported on: Dutch delegation looking at services in Alberta, including synergies for hemp production. Appears some farmers may be able to start harvesting soon. Hay supply may still be an issue. ASB Minutes October 17, 2018 Page 3 of 8 Page 4 Member at Large D. Movald reported on: Late fall. 70% left in the field may be optimistic. May be closer to 80 – 90% left in the field. Some crops sprouted underneath swaths due to moisture. Cattle markets staying steady. Reeve B. Guyon reported on: A hemp alliance was formed between Brazeau County and the Town of Drayton Valley for industrial hemp. Pembina Zone meeting – potable water resolution was passed. A resolution will be presented at the ASB Regional meeting tomorrow. Vivian Krause - using income tax reporting to determine funding of the anti-tar sands and pipeline campaigns. Autonomous busses in City of Edmonton. May be opportunity for a test site for drones in agricultural applications or rural patrols. Councillor S. Wheale reported on: Bales are out of the field Hay is done. No second cut. Cows will be turned out into the hay crop. 135/18 Moved by A. Heinrich to accept the Members Reports for information. CARRIED UNANIMOUSLY Alberta Key Contact Report T. Bozic provided a verbal review of the Alberta Key Contact Report. ASB program review will be carried out in all five ASB regions. Technical component of his role has changed. Crop Assurance Extension Specialist is his new title. More consultation, engagement, and leadership, as well as policy and research. Still available as key contact if required/requested. Farm Safety Program - up to $10,000 available with 50/50 cost share. T. Bozic to share website information. Emergency Preparedness Program in the works with opportunity for government grants. The ASB Program Review letter states the ASB Review is seeking two members from every ASB in the region. T. CARRIED UNANIMOUSLY PUBLIC INPUT Public Input None S. Wheale, Vice-Chairperson called for a break at 11:09 a.m. and the meeting resumed at 11:14 a.m. OLD BUSINESS Old Business Provincial ASB Committee 2018 Report Card Draft D. McCann presented the resolutions from the 2018 conference, including the responses from the groups the resolutions were sent to. The Provincial ASB Committee then graded each of the responses. B. Fredrickson entered the meeting at 11:22 a.m. 137/18 Moved by B. Guyon to accept the Provincial ASB Committee 2018 Report Card Draft for information. CARRIED UNANIMOUSLY DELEGATIONS Drayton Valley and District Chamber of Commerce Brandy Fredrickson, President of the Drayton Valley and District Chamber of Commerce spoke on behalf of the Chamber. Currently the Chamber has about 130 business members, but no agricultural representatives currently with the Chamber. B. Fredrickson spoke on some of the Alberta Chamber of Commerce Policies as they apply to the agricultural sector. Regionally, help diversifying the economy with the transition from traditional crops to hemp crops, as well as rural property crime are two issues which the Chamber may have an interest in. Benefits of membership with the Chamber include advocacy, partnerships, group benefits, etc. Members discussed ASB resolutions and their effectiveness and asked how effective the Chamber resolutions have been. Federally and provincially, the Chamber resolutions have been well received as a strong business voice. ASB Minutes October 17, 2018 Page 5 of 8 Page 6 Members discussed the effectiveness of approaching from different angles to support business initiatives and partnerships. The cost for membership is based on the number of employees. Financial support comes from membership, a portion of group benefits, plus a swipe card when purchases are made at local businesses. Members asked what the response/success rate on resolutions has been. B. Fredrickson to look into further information. B. Fredrickson left the meeting at 11:50 a.m. 138/18 Moved by B. CARRIED UNANIMOUSLY BMO Farm Family Awards Invitation Members discussed the availability of two complimentary tickets to accompany Mr. & Mrs. Hayes to the BMO Farm Family Award event on November 10 at 2:30 at the Edmonton Expo Centre. 139/18 Moved by A. Heinrich to authorize S. Wheale and B. Gabrielson to attend the BMO Farm Family Award event. CARRIED UNANIMOUSLY Corn Seeder Survey Members discussed the draft Corn Seeder Survey to be placed in the winter edition of The Seed, as well as social media outlets.
