Over the years, he worked in numerous senior executive positions at Engro and played instrumental role in growth and diversification of the company to make it one of the largest business conglomerates of Pakistan. Prior to retirement from Engro he worked as President and Chief Executive Officer of Engro Corporation Limited, Engro Fertilisers Limited and Engro Polymer and Chemicals Limited. Mr. Subhani also served as President and Chief Executive Officer of ThalNova Power Thar Private Limited for a period of two years. Dutton Series Overview This China Maritime Report on Gwadar is the second in a series of case studies on China’s Indian Ocean “strategic strongpoints” (战略支点). People’s Republic of China (PRC) officials, military officers, and civilian analysts use the strategic strongpoint concept to describe certain strategically valuable foreign ports with terminals and commercial zones owned and operated by Chinese firms.1 Each case study analyzes a different port on the Indian Ocean, selected to capture geographic, commercial, and strategic variation.2 Each employs the same analytic method, drawing on Chinese official sources, scholarship, and industry reporting to present a descriptive account of the port, its transport infrastructure, the markets and resources it accesses, and its naval and military utility. -

PAKISTAN - BILATERAL VISIT AND NEW MEMBERS’ INDUCTION PROGRAMME REPORT SUMMARY 18-22 FEBRUARY 2019 PROGRAMME OVERVIEW A CPA UK delegation led by Naz Shah MP visited Pakistan from 18-22 February 2019. The delegation, which also included Faisal Rashid MP, Baroness Warsi, Lord Rogan, and two CPA UK staff, participated in a series of diplomatic meetings in Islamabad and Lahore, to gain a better understanding of the changing political and parliamentary landscape of the country, following the general elections in July 2018. A two-day induction programme for newly-elected Members of the National Assembly (MNAs) was also organised at the Pakistan Institute for Parliamentary Services (PIPS) in Islamabad from 20-21 February. IMPACT & OUTCOMES As part of the diplomatic visit, the delegation met with Prime Minister Imran Khan who spoke about the paradigm shift taking place in Pakistan and the willingness of the new government to challenge Impact the status quo. Crisis of Governance in the Bureaucracy of Pakistan: a Study of Administrative Ramifications with Apposite Policy Recommendations
CRISIS OF GOVERNANCE IN THE BUREAUCRACY OF PAKISTAN: A STUDY OF ADMINISTRATIVE RAMIFICATIONS WITH APPOSITE POLICY RECOMMENDATIONS Ahmad Khawar Shahzad* Abstract This article presents the dynamics and nature of bureaucratic governance in Pakistan during various regimes including some notice of the Colonial period. It discusses the practices and norms of the famous ‘steel frame of administration’ of the British Raj. Bureaucracy embroiled itself in politics and contravened the golden sayings of Quaid-i-Azam. The colonial tradition of primacy of bureaucrats resulted into politicization of bureaucracy after Pakistan became an independent country. Bureau-politic bonhomie led to institutional decay, arbitrary decision-making, corruption scandals, kick-back culture, rent-seeking behavior and lack of accountability, etc. The study endeavors to explicate the grey areas in the bureaucracy of Pakistan with the objective of suggesting reforms to minimize politicization of bureaucracy, gradual institutional decay, estrangement between federal and provincial services, and promoting culture of accountability to achieve cherished goal of a developed Pakistan in 21st Century.
