[No. F. 1(1) Imp/2020-498.] FAISAL NADEEM, Accounts Officer (Imp). ———— SUBJECT.— CONSTITUTION OF PAY AND PENSION COMMISSION 2020 20. The following three of the five private members of the Pay & Pension Commission approved vide para 10 of the Summary have regretted to continue as members of the Commission; (i) Mr. Nazar Mehr (Retired Civil Servant) (ii) Mr. Zubyr Soomro (Banker) (iii) Ms. Seema Kamil (Banker) 21. Ms. Nargis Sethi, Chairperson, Pay and Pension Commission has proposed 8 additional names as members of the Pay & Pension Commission and a fee in the range of Rs. 35,000 to Rs. 40,000 per meeting to be paid to the members along-with travel expenses to encourage maximum participation in the Commission’s meetings (Annex-VIII). The availability/willingness of the proposed nominees has been obtained. 22. The Prime Minister’s office also desired to include Director General (PP&A), GHQ in the Pay & Pension Commission (Annex-VI). Dr. Ishrat Hussain, Advisor to the Prime Minister on Institutional Reforms & Austerity has also recommended the name of Brig. (Rtd.) Mohammad Ashraf for inclusion in the Pay & Pension Commission (Annex-IX). 23. Finance Division has appointed a dedicated team to serve as the Secretariat to the Commission and complying with all administrative, financial and logistical requirements. As regards payment of fee and traveling expenses to the members of the Commission, para 8(a) of the Finance Division’s O.M. dated 13th September, 2006 (System of Financial Control and Budgeting) has delegated powers to Ministries/Divisions to meet such expenses. 25. Foregoing in view, a proposed revised composition of Pay & Pension Commission is placed at Annex-X. Finance Division recommends payment of Rs. 35000 per meeting to private members for the services rendered to the Commission. 26. Approval of the Prime Minister is solicited to the proposals at para 25 above. 27. The advisor to the Prime Minister on Finance & Revenue has seen and authorized the submission of this Summary.
