B. EFFECTS OF TROPICAL STORM PEDRING 1. AFFECTED POPULATION (TAB A) • Total number of population affected in 349 barangays / 78 municipalities / 17 cities in the 22 provinces of Regions I, II, III, IV-A, IV-B, V, CAR and NCR is: 35,273 families / 171, 570 persons • Total number of population currently served inside and outside evacuation centers is 10,932 families / 52,993 persons INSIDE 153 ECs 9,826 families / 47,709 persons OUTSIDE ECs (relatives/friends) 1,106 families / 5,284 persons 2. CASUALTIES: (TAB B) Dead 18 Injured 13 Missing 35 Rescued/Survivors 108 3. STATUS OF STRANDEES (as of 5:00 PM, 27 September 2011) – PCG (TAB C) • A total of 3,365 passengers; 121 trucks; 31 cars; 45 buses; 212 rolling cargoes; 38 vessels and 20 Mbcs are still stranded in 22 ports while 20 vehicles/ Mbcs are taking shelter in sea ports of affected areas. 4. DAMAGES TO PROPERTIES (TAB D) • Initial cost of damages to 46 school buildings and crops amounted to PhP100,264,840.63: School Buildings (84,060,000.00) and Agriculture (16,204,840.63) 5. STATUS OF LIFELINES: a. ROADS AND BRIDGES CONDITION (TAB E) • As of 8:00 PM, 27 September 2011, total of 61 road sections are reported impassable in Regions I (1), Region II (1), Region III (7), Region IV-A (2), Region V (3), CAR (27) and NCR (20). b. STATUS OF DAMS (As of 6PM, 27 September 2011) • The following dams opened their respective gates as the water levels have reached their spilling levels : Ipo (3 Gates / 345 m); Angat (2 gates / 2 m); Ambuklao (7 Gates / 7 m); Binga (5 Gates / 22 m) ; and Magat (7 Gates / 22 m) 7. EMERGENCY INCIDENTS MONITORED (TAB F) • 9 floodings; 5 landslides, 1 tornado; 14 sea mishaps; 2 collapsed structure; 1 vehicular accident occurred in various regions affected with a total of 32 various incidents monitored. (See Tab E for the details and actions taken) III. EMERGENCY RESPONSE MANAGEMENT NDRRMC Response Efforts • The NDRRMC convened this morning at 10:00 AM presided over by the SND and Chairperson, NDRRMC attended by all Member-agencies. Breakdown is as follows: Provinces Food and NFIs Prepositioned for Distribution 25 folding bed; 18 tent; 40 boxes bl anket; 125 pcs plastic mat; 200 pcs water jug; 125 pcs mosquito net; 5 pcs protective suit; 5 prs Cagayan goggles; 5 prs oil resistant boot, 5 pcs rain coat; 10 pcs glove; 5 pces helmet; and 10 pces T-shirts 25 pcs f olding bed; 40 bxs blanket; 75 placemat; 200 pcs water jug; Isabela 125 mosquito net; 7 pcs goggles; 7 pcs oil resistant boot; 7 pcs rain coat; 14 pcs glove; 7 pcs helmet; and 14 pcs T-shirt 1,000 packs family clothing; 25 pcs folding bed; 20 box blanket; 75 pcs plastic mat; 200 pcs water jug; 125 pcs mosquito net; 2 pcs Quirino protective suit; 2 pcs goggles; 2 pcs oil resistant boot; 2 pcs raincoat; 4 pcs gloves; 2 pieces helmet; and 4 pieces helmet 1,000 pks family clothing; 25 p cs folding bed; 20 b xs blanket; 75 pcs plastic mats; 200 pcs water jug; 125 pcs mosquito net; 5 pcs Nueva Vizcaya protective suit; 5 pcs goggle; 5 pcs oil resistant boot; 5 pcs raincoat; 10 pcs glove; 5 pieces helmet; 10 pieces T-Shirt Batanes 2 pcs protective suits, 2 pcs goggles, 4 gloves, 2 helmets, 2 t -shirts (2) Department of Health Central Office prepared logistics (drugs and medicines ) for augmentation to CHD II; prepositioned drugs and medicines in all affected regions; placed on standby medical teams in all CHDs concerned; CHDs Metro Manila, V and IV-A activated their Surveillance in Post Extreme Emergency and Disaster (SPEED) program; and continuously coordinate with Provincial Health Office and RDRRMCs concerned (3) Armed Forces of the Philippines (AFP) dispatched the following assets to the flooded areas in Metro Manila on 27 September 2011: Unit Assets Areas Deployed 12 p ersonnel, 2 amphibian trucks, 1 NRC, NCR, PN Navotas rubber boat Lagro, QC, Malabon and NCR-RCDG 2 Officers, 1 Pltn (+), 1 M35 truck Navotas 2 Officers, 50 EP, 6 M35 trucks 1KM450, 1 closed van, 2 rubber boats, 4 life rafts, 60 PA DRTU Marikina City life vest, 20 life bouys, and assorted DRO equipment 3 Officers, 50 EP, 2 M35 truck s, 1 Navotas, Tondo, Manila CMOU-NCR, PN chainsaw, 2 life rafts, life vests & life and Mandaluyong City bouys CAMANAVA, Fairview, JTF Land 1 Officer, 40 EP, QC PAF DRTU 3 Teams Pasay Sea Bees DRTU 1 Officer, 4 EP, 1 M35 truck, 1 Radio Robinsons Manila 1 Officer, 7 EP, 1 M35 truck, 1 trailer, 2 BNS DRTU Roxas Blvd, Manila rubber boats and 1 radio PA, PAF and 6 M35 trucks Augmented MMDA GHQ-HSC 4 (4) Bureau of Fire Protection • BFP personnel in Region IV A assisted the local Rizal DRRMC in evacuating of 220 families / 874 persons from Brgy Burgos and Rosario, Rodriguez; Brgy Banaba , San Mateo Rizal and Brgy Ana, Taytay, all in Rizal Province. • Bato Fire Station in Camarines Sur dispatched BFP rescuers and conducted SAR operations at Bato Lake for the fishermen declared missing for 2 days • BFP rescuers, in coordination with LGU Bato and PAF personnel, was able to rescue Restituto Bandales y Rafanan 70 yearsold (5) Department of Public Works and Highways • DPWH Central Office directed all its District engineering maintenance crew to conduct immediate clearing operations at the landslide – stricken areas and immediate repair of damaged roads and bridges in all affected areas (6) Department of Education • DepEd DRRM OPCEN reported that 37 schools in 32 Divisions are being utilized as evacuation centers in the following regions:10 in NCR; 3 in CAR; 8 in Region II; 4 in Region III; 4 in Region IV-A; 8 in Region V, with 1,256 families/4,971 persons evacuees. • UPDATES ON THE SUSPENSION OF CLASSES - Usec. Abigail Valte, Presidential Spokesperson, OES announced that classes in Elementary and High School in the following areas are still suspended for today, 28 September 2011: Marikina, Malabon, and Navotas in NCR; San Mateo and Antipolo City, Rizal in Region IV-A; Nueva Vizcaya in Region II; Bulacan in Region III; and Region 1.
