The Minutes of the meeting held on 29 September 2017 were agreed as a correct record.

4. Matters Arising from Minutes of the previous meeting: All

Members raised various questions and the Highways Liaison Officer advised that he would report on these items at the appropriate time during the meeting.

Minute 9 – Any Other Business – the Maldon town sign had been delivered to Maldon Town Council and a planning application would be submitted. Councillor M S Heard expressed thanks to the Officers who arranged for delivery of the sign. 5. Maldon Signage Review: Michael Row

Planning Committee Agenda 05 02 2018 Mr M Row, Highways Design Engineer presented a report to the Panel. A copy of the report was handed out to Members (Appendix 3 to these Minutes) and the following was highlighted:

Scheme Brief

• The existing validation had been looked into • There had been detailed consultation with the Network Assurance Team (who deal with policy) and Essex Highways • There had been site visits to investigate the proposal • Essex Highways Development Management had been consulted

Main Routes

The following had been investigated:

• Main business areas • Local amenity areas • Main parking areas

Signage was generally good, but there were issues with vegetation. Also, there were some discrepancies with HGV signage around the town.

Recommendations

• Remove HGV specific signage either by patching existing

signage or installing new signage

• Cut back all vegetation encroaching on signage

• Investigate possible S106 contributions especially from the new retail park • Incorporate suggestions into any new signage for the retail park

Minor Routes

Vegetation requires cutting back

Business Areas

Signage was generally good, but final destination signage was difficult as there were three entrances to the Causeway.

Beckingham Business Park – signage was clear and concise but the Officer questioned whether it should be signed from both Maldon and Colchester directions or whether it should be signed at all.

Wycke Hill Business Park – there was a lack of signage from the north of Maldon.

Maldon District Council and Essex County Council transport, planning and development departments should come to an agreement regarding destination signage.

Consider removal of the signage to Beckingham Business Park. However, this may be a large scheme.

Parking

This was generally fine, but some signage was old and warn. There had been a previous request to install signage at the junction of the High Street and Market Hill, however, this was not considered necessary and would clutter the High Street with signage.

Signage at Hythe Quay is problematic as it directed traffic towards weight-restricted roads.

Recommendations

Replace worn signage.

Remove signage directing traffic to Hythe Quay.

Direct boat users to use alternative routes to avoid Hythe Quay.

Local Amenities

Signage was clear and concise and generally residents knew the locations of amenities.

There was doubt as to the validity of some of the signage especially as directions to amenities was in a larger font than some of the directional signage.

Recommendations

Consolidate signage.

Remove signage to the recycling centre.

Overall

• Patch over signage relating to HGVs • Cut back all vegetation • Replace old and worn out parking signage Michael • Consider removing all signage to Beckingham Business Park Row

Consider S106 contributions especially from the retail park. Although the signage for the retail park had been signed off, there was a possibility for it to be amended.

The Chairman drew the Officer’s attention to the Council’s Car Parking Working Group and efforts to encourage long stay car parking in Butt Lane car park. The Officer was requested to liaise with the Council’s Group Manager, Community and Living, as this could make signage at the top of the high street more relevant – i.e. signage for “long stay car park” and “short stay car park”.

Councillor M S Heard declared a non-pecuniary interest as he was employed by Authority. He requested that a sign indicating that the police station was now based at the Council’s offices (together with an indication of the location within the building) should be installed. This was currently being negotiated and the Panel was advised that it would require planning permission.

Councillor Mrs P A Channer CC declared an interest as she was also a Member of Maldon District Council and Chairman of the Council’s Planning and Licensing Committee.

A comment was made that there had been a lot of work on the Council’s Local Development Plan and the Maldon Central Area Masterplan. ECC had contributed significantly to funding. It was Jon necessary to be aware of the bigger strategic position when Simmons considering signage and ensure that all stakeholders were working together to ensure the Panel’s recommendations tied up with other considerations. Jon The Highways Liaison Officer requested that Members study the Simmons report outside the meeting and report back to him with any comments. A further report summarising the Panel’s thoughts would be brought back to the March 2018 meeting.

Concern was raised about overhanging vegetation. The Highways Liaison Officer would look into this and request the Highways Rangers to carry out any work that was within their remit.

In response to a question regarding concerns about removing signage to Beckingham Business Park, the Highways Design Engineer advised that where appropriate there was a desire to reduce unnecessary signage.

A question was asked about whether it was appropriate for the costs of signage to come from the LHP budget. The Highways Liaison Manager advised that Cabinet Members had decided that if a scheme was under £200k then it could be a LHP project. The report did suggest breaking down some of the projects into smaller parts and ascertaining which were priorities. It was possible to give information on these schemes to those responsible for major schemes and there was the possibility of S106 and S278 contributions.

Planning Committee Agenda 05 02 2018 The costs of replacing signage were significant and higher due to the necessity of overnight and weekend working in order to avoid disruption to traffic as much as possible.

Members thanked the Highways Design Engineer for his presentation. 6. Approved Works Programme Update 2017/18: Jon Simmons The Approved Works Programme, an updated version of which was circulated to Panel Members, contained scheme descriptions and allocated budgets for schemes. Appendix 1 to these Minutes shows the Approved Works Programme and scheme status as discussed at the meeting.

It was noted that those schemes shaded green were completed. Where an update had been provided by Officers, this was shaded in yellow. Schemes shaded “tan” had previously been identified as priority schemes for 2018/19.

The Highways Liaison Officer advised the Panel that at the last meeting recommendations had been made up to a value of £69k. There was, therefore, £131k left in the budget available for the Panel to recommend for schemes. This was based on an expected capital budget of £200k which would be finalised at full Essex County Council in February 2018.

Items 1 and 2 – LMAL 162078 – B1010 Maldon Road, Burnham-on- Crouch – Speed roundels/speed limit repeater signs and LMAL142076 – Lea Lane, Little Braxted – Traffic Management Improvements – These schemes were awaiting dates for implementation.

Item 3 – LMAL 142029 – King Street/Queens Avenue, Maldon – 20mph – This was submitted for ECC Cabinet Member decision in October 2017. The Cabinet Member had decided that this scheme should not proceed and the Panel was asked for permission to delete this scheme.

Councillor Mrs P A Channer CC was the Divisional Member for this and had received support for this scheme from both the previous Chairman of the Panel and the previous Cabinet Member. Councillor Channer expressed both her and residents’ deep disappointment about the cancellation of this scheme. Jon Simmons The Highways Liaison Manager advised that whilst the Panel recommended schemes, the final decision was with the Cabinet Member. The installation of speed humps was suggested as a traffic calming measure. However, the Highways Liaison Manager advised that when a scheme went to public consultation, speed humps were generally not popular with residents.

Planning Committee Agenda 05 02 2018 Members agreed that the monies from this scheme be reallocated to Item 44 – LMAL162039 – Witham Road, The Street, Wickham Bishops – Priority Working/Build Outs. However, if the Cabinet Member did change his mind, then this scheme (Item 3) would be brought in to the first quarter of 2018/19.

Item 4 – LMAL162069 – Wantz Road (Between j/w Queens Street and j/w High Street), Maldon – One-way road – This was to be submitted Jon to the Cabinet Member. Simmons

Item 5, 6 and 7 – LMAL 162031 – London Road (Cemetery to start of 30mph limit) Maldon – 40mph Buffer; LMAL1620120 – Maldon Town Signing Review – Completed.

Item 8 – LMAL152002 – Fish Street, Goldhanger – 20mph speed limit – This scheme had been cancelled following the Cabinet Member’s decision. Goldhanger Parish Council had been contacted and expressed a wish to appeal this decision. They had requested details of the appeal process and the Highways Liaison Officer was liaising with the Parish Council. It was agreed to reallocate the money to Item 9 below.

Councillor Mrs P A Channer, CC requested that her vote against this decision be recorded.

Item 9 – LMAL162083 – Church Road (to j/w Mope Lane) Wickham Bishops – Extension of 30mph - It was agreed to reallocate the money from Item 8 (see above) to this item. This scheme could be delivered imminently.

Rolling Programme

The Highways Liaison Officer reminded the Panel that there was £131k that could be used to make funding recommendations. The Panel was asked if they wanted to make recommendations from the Rolling Programme or bring in schemes from the Potential Schemes List.

The Panel discussed the best way forward and it was suggested that safety should be the priority. The Highways Liaison Officer took the Panel through the items not shaded “tan” or “grey” on the Rolling Programme.

Item 14 – LMAL142037 – Southminster Road (Old Heath to Mangapps Manor), Burnham-on-Crouch – Walkable verge – It was agreed that this item should remain on the list and a feasibility study would be undertaken.

Item 15 – LMAL152030 – Hackmans Lane, Cock Clarks – Traffic Management Improvements – This scheme was to be prioritised for delivery.

Item 42 – LMAL162091 – Mill Lane j/w Beckingham Street, Tolleshunt Major – Traffic Management Improvements – It was agreed to remove this scheme from the Rolling Programme.

Item 43 – LMAL162100 – Maldon Road near Does Corner, Ulting – Traffic Management Improvements – It was agreed to remove this scheme from the Rolling Programme.

Item 44 – LMAL162039 – Witham Road/The Street, Wickham Bishops – Priority Working/Build Outs – It was agreed that this scheme would be prioritised for delivery in 2017/18 and that the monies from Item 3 would be utilised for funding.

Item 45 – LMAL153002 – Church Road (Hold Drive to Blacksmiths Lane) and Arbour Lane (Blacksmiths Lane to Grange Road), Wickham Bishops – Walking Verge – Councillor H M Bass declared an interest in this item as he lived there. It was agreed to remove this scheme from the Rolling Programme.

Item 47 – LMAL158006 – Footpath 1 (Blue Mills Hill to Mope Lane), Wickham Bishops – ProW – Remove from the Rolling Programme, scheme completed by PRoW direct labour. 7. Potential Schemes List for consideration of Panel in 2017/18:

The Highways Liaison Officer advised that items marked green on the Jon Potential Schemes List (attached as Appendix 2 to these Minutes) had Simmons been through the validation process and were feasible schemes.

Traffic Management

Item 1 – Fords Corner to River View Caravan Park, B1010 Lower Burnham Road, Althorne – The Highways Liaison Officer had met with Councillor R Pratt, CC and a meeting with the Cabinet Member had been arranged for 9 January 2018. The Highways Liaison Officer advised the Panel that the Police had raised concerns about the level of speed within the 30mph area. It was agreed that this scheme should be included in the Approved Works Programme for 2018/19.

Item 2 – B1021 Bradwell Road, Mill End, Bradwell-on-Sea – It was agreed that this scheme should remain on the Potential Schemes List.

Item 6 – B1010 Fambridge Road, Hazeleigh – It was agreed that this scheme should be included in the Approved Works Programme for 2018/19.

Item 14 – High Street, Southminster – It was agreed that this scheme should be included in the Approved Works Programme for 2018/19.

Item 23 – Herbage Park Road/Church Hill/rectory Road, – It was agreed that this scheme would be included in the Approved Works Programme for 2018/19.

Item 24 – Herbage Park Road/Church Hill/Rectory Road, Woodham Walter – It was agreed that this scheme would be removed as the Parish Council would not be funding the Speed Indicator Device.

Passenger Transport

Item 1 – Burnham Road, Latchingdon – This scheme could only be included if another scheme was dropped and it would be a reserve scheme.

Councillor H M Bass left the meeting at this point.

8. Section 106 Schemes Update: Jon Simmons Fullbridge, Maldon – Crossing Design – The Highways Liaison Officer advised that completion at the bottom of Market Hill was expected by the end of March 2018. There had been a request for signalisation of the crossing following the death of a cyclist and this was being looked into as part of the design. 9. Highways Rangers Update and Revenue Budget 2017/18: All

The Highways Liaison Officer advised Members that the Highways Rangers Update was for the Panel to note.

Item 8 on the Revenue Budget should refer to rather than Woodham Walter. 10. Any Other Business: All

The Panel raised various matters as follows:

• There were issues with parking on verges on various estates Jon within the District, including the Poets Estate, which must to be Simmons addressed. It was understood that some of the properties involved may have links to housing associations. The Highways Liaison Officer advised that various options could be looked at (including the installation of lockable bollards). A previous scheme on Dorset Road had been dealt with successfully by self-enforcement. The Highways Liaison Officer would bring a report back to the March 2018 meeting of this Panel. Jon • The two different levels of wooden fencing on Viking Road had Simmons been dismantled. The Highways Liaison Manager would ascertain when this would be repaired and would advise Panel Members of this. Jon • There were problems with parking on Lambourne Grove and it Simmons was understood that this could be addressed by clearing back vegetation. The Highways Liaison Officer would be forwarded a video of this.
