    Appeal Decision Inquiry opened on 30 April 2019 Site visits made on 3 and 8 May 2019 by Philip Major BA(Hons) DipTP MRTPI an Inspector appointed by the Secretary of State Decision date: 17 May 2019 Appeal Ref: APP/Z2830/W/18/3206346 Land south of Kislingbury Road, Rothersthorpe NN7 3HZ • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant outline planning permission. • The appeal is made by R L Collins, S Collins, C L Passmore-Jones, A Jones and Hollins Strategic Land against the decision of South Northamptonshire Council. • The application Ref: S/2017/2620/MAO, dated 24 October 2017, was refused by notice dated 8 January 2018. • The development proposed is the erection of up to 66 dwellings with associated landscaping, open space and vehicular and pedestrian access. Preliminary Matters 1. The application was submitted in outline with only the matter of site access to be considered at this stage. Although illustrative plans of the development as a whole were also available these are not part of the proposal before me. 2. The Council’s decision notice included 5 reasons for the refusal of planning permission. Prior to the inquiry opening reasons 3, 4 and 5 relating to drainage, access and infrastructure contributions had been addressed. After 4 months L 20 yr old Veterans’ record, set and, 6001 kms, finally ending in Armenia via U in 1992 by 63 secs and Trevor 16 other countries – Holland, Germany, Czech R, Atkins Senior record by 3 secs. Austria, Slovakia, Hungary, Croatia, Bosnia H, B Anthony’s time was set on the Serbia, Montenegro, Albania, Macedonia, Greece, E2/10 in Suffolk in the Vets Bulgaria, Turkey, Georgia and Armenia National Championships.
