This information represents what was known at the end of the 1994 field season. These maps may not represent the most recent information on distribution and range for these taxa but it does illustrate geographic distribution across the assessment area. For many of these species, this is the first time information has been compiled on this scale. For the continued viability of many of these taxa, it is imperative that we begin to manage for them across their range and across administrative boundaries. Of the 173 taxa analyzed, there are maps for 153 taxa. For those taxa that were not tracked by heritage programs, we were not able to generate range maps. We constructed our database through an extensive literature search, expert opinion, ®eld observations, and intensive use of accession records at key herbaria. We developed a semi-quantitative methodology for determining levels of serpentine af®nity (strictly endemic, broadly endemic, strong ``indicator'', etc.) in the California ¯ora. In this contribution, we provide a list of taxa having high af®nity to ultrama®c/serpentine substrates in California, and present information on rarity, geographic distribution, taxonomy, and lifeform. Of species endemic to California, 12.5% are restricted to ultrama®c substrates. Most of these taxa come from a half-dozen plant families, and from only one or two genera within each family. The North Coast and Klamath Ranges support more serpentine endemics than the rest of the State combined. 15% of all plant taxa listed as threatened or endangered in California show some degree of association with ultrama®c substrates. Information in our database should prove valuable to efforts in ecology, ¯oristics, biosystematics, conservation, and land management. -

GENERAL INFORMATION Purpose of 5-Year Reviews: The U.S. Fish and Wildlife Service (Service) is requir d by section 4(c)(2) of the Endangered Species Act (ESA) to conduct a status review of each l ~ sted species at least once every 5 years. The purpose of a 5-year review is to evaluate whetherf:r not the species' status has changed since it was listed (or since the most recent 5-year revi w). Based on the 5-year review, we recommend whether the species should be removed fr m the list of endangered and threatened species, be changed in status from endangered to threa ened, or be changed in status from threatened to endangered. Our original listing of a spelies as endangered or threatened is based on the existence of threats attributable to one or more f the five threat factors described in section 4(a)(l) of the ESA, and we must consider thes same five factors in any subsequent consideration of reclassification or delisting of a speci s. In the 5-year review, we consider the best available scientific and commercial data on the sp cies, and focus on new information available since the species was listed or last reviewed. If we recommend a change in listing status based on the results of the 5-year review, we m t propose to do so through a separate rule-making process defined in the ESA that includes ublic review and comment. -

Calochortus Howellii: Ecoloav of a Rare Serpentine

C. umPouaensis (Liliaceae). Redacted for Privacy Abstract approved: Kenton L. Chambers The habitats and population ecology of a rare plant species of southwest Oregon, Calochortus bowellii Watson (Liliaceae) are characterized and a related new species, C. umpquaensis Fredricks, is described from a very limited area in Douglas County, Oregon. These two species differ in the size, pigmentation, and pubescence of their petals, size and position of their capsules, and shape and testa morphology of their seeds. Based on preliminary flavonoid analysis and chromosome karyotypes, C. umpquaensis is placed with C. howellii in the subsection Nitidi of the section Eucalochortus. Morphological similarities unique to the species pair suggest a close relationship between C. howellii and C. umpquaensis. Calochartus umpquaensis typically occurs on serpentine- derived soils of grassland-forest ecotones. Its known distribution is limited to several sites within an area less than 5 km2 along the Little River, a tributary of the North Umpqua River. Because of its extremely restricted range and vulnerability to extinction, measures are recommended to assure its protection. calochortus howellii is endemic to the upper Illinois River area of Josephine County, Oregon. It occurs on serpentine-derived soils high in nickel and chromium, with low calcium to magnesium ratios. Most populations are located on southeast to southwest facing slopes on benches within an elevational range of 350 to 540 m. -

French Flat Mark Mousseaux Medford District BLM, 3040 Biddle Road, Medford, OR 97504 homas Jefferson Howell was likely the first botanist to ical circles for the largest population of Cook’s desert parsley cast his plant-hungry eye upon French Flat, an area just (Lomatium cookii) on federal lands. In 2002 the US Fish and Tnorth of the 1850s mining town of Waldo, Oregon Wildlife Service listed this species as federally endangered (USFWS (Kruckeberg and Ornduff 2003). Starting in 1884, Howell collected 2002). The French Flat population is currently monitored by the over 50 species from this local area, some of them type specimens. In contrast, Bolander’s linanthus (Linanthus bolanderi), Howell’s microseris the two gold-hungry French Canadians for whom French Flat is (Microseris howellii), Douglas monkeyflower (Mimulus douglasii), named, J. Carron and J. Baptiste Desselles, extracted gold worth Howell’s spring beauty (Montia howellii), and Siskiyou butterweed thousands of dollars, and left heaps of mining spoils as their legacy. -

Morse The Deer Creek Center is an approximately 332 hectare educational and research property located in the Klamath-Siskiyou Ecoregion near the Josephine County town of Selma in southwestern Oregon. A vascular plant inventory was conducted on about 260 hectares of this property from late March to mid September 2007. This study documents 596 vascular plant taxa in 86 families and 354 genera using both photography and voucher specimens. 18 of these taxa appear to be new records for Josephine County; 31 are endemic to southwestern Oregon and northern California; 25 are listed as rare, threatened, or endangered; and 15 are listed as noxious weeds. iii TABLE OF CONTENTS CHAPTER -
