These services focus on the needs and the desired health outcomes of the population while taking account of available resources. The needs of the population are best met through an appropriate balance between health promotion, public health, community health services, acute hospital services, long term care, research and education. Overview NSCCH funds, organises and delivers public health services from Sydney Harbour to the northern reaches of the Central Coast of New South Wales. “Healthy People – Now and in the Future” is our vision. We work to improve the health and well-being of our patients and communities through health care partnerships, education and research. The values that direct our work are: • Integrity • Teamwork • Best practice • Accountability • Social justice Our region is an interesting mix of dense urban areas and regional, rural and semi-rural areas including the Central Coast and much of the Hawkesbury River; Sydney’s Northern Beaches, Hornsby Ku-ring-gai, Ryde and Sydney’s North Shore. NSCCH provides health services north from Sydney Harbour across the Hawkesbury River to the southern shore of Lake Macquarie and west to Wiseman’s Ferry. NSCCH is defined geographically by 13 local government areas; Gosford, Hornsby, Hunters Hill, Ku-ring-gai, Lane Cove, Manly, Mosman, North Sydney, Pittwater, Ryde, Warringah, Willoughby and Wyong. Health care to residents of these communities is provided by: • Central Coast Health Service (CCH) including Gosford Hospital, Wyong Hospital, Woy Woy Hospital and Long Jetty Healthcare Facility • Hornsby Ku-ring-gai Health Service (HKHS) including Hornsby Ku-ring-gai Hospital • Northern Beaches Health Service (NBHS) including Manly Hospital and Mona Vale Hospital • North Shore and Ryde Health Service (NSRHS) including Royal North Shore Hospital and Ryde Hospital • Macquarie Hospital • Northern Sydney Home Nursing Service • Northern Sydney Central Coast Mental Health Service (incorporating Macquarie Hospital) • Northern Sydney Central Coast Dental Services. Affiliated organisations are Royal Rehabilitation Centre, Sydney and Hope HealthCare North (Neringah and Greenwich Hospitals, Graythwaite Nursing Home and Tom O’Neill Day Centre). It provides well-planned, spacious treatment areas and patient accommodation. On the Central Coast the Gosford and Wyong ‘new-build’ is complete. During 2006/07, we completed the refurbishment of the Peri operative Unit and new Children’s Ward at Gosford, and were well underway with the major refurbishment of the Wyong Emergency Department. A hard winter with unpredictable weather and severe flu strained Emergency Departments and hospitals across NSCCH however, as we have come to expect, staff members rose to the occasion and in the case of Central Coast staff, even came in to work when their own homes were under threat from flooding. Thank you to those who worked so well in the face of great demand and staff shortages due to illness. Throughout 2006/07 we have worked to implement the new divisional leadership structure and to establish clinical networks. Staff still found time to devise and implement substantial quality improvement projects, a number of which were recognised by state and national awards. Ryde Hospital was chosen as a trial site for a ‘new kind of doctor in the house.’ A ‘hospitalist’ is a general medical practitioner within the NSW Health System who coordinates the clinical care of patients

At the collaborators’ meeting for the Early ECV Trial in June 2002, the trial findings were first discussed, and collaborators unanimously agreed that a second, larger trial was required. They felt that although the findings of the Early ECV Trial were encouraging, evidence was required to demonstrate that beginning ECV early would decrease the rate of Caesarean section and to rule out any increased risk of adverse fetal or neonatal outcomes. Therefore with a lot of hard work and co-operation from all of you, our proposal for a larger Early External Cephalic Version Trial was completed and submitted to the Canadian Institutes of Health Research. Our application will compete in the April 2003 Randomized Controlled Trials competition and funding decisions will be announced in the fall of this year. We have had a very enthusiastic response to the Early ECV 2 trial. In total more than 80 letters of support were received. Welcome on board everyone! Peter Abelson Director, Applied Economics Applied Economics 2 Summary This report provides an economic appraisal of three strategies and nine options for the location of future hospital services for residents of the Northern Beaches area of Sydney. Strategy 1 (the Base Case) is an upgrade of the existing Mona Vale and Manly Hospitals along with some extra use of Royal North Shore Hospital. Strategy 2 places a new hospital at one of five sites in Warringah Shire along with a complementary hospital service at Mona Vale. These sites are on and around the Dee Why public car park, the Brookvale bus depot, the (Frenchs Forest) intersection of the Warringah and Wakehurst Parkway, the northern end of the Warringah Golf Course, and the Beacon Hill secondary school site. Strategy 3 places a new hospital at Mona Vale along with a complementary hospital service in Dee Why, Brookvale or Manly. The report assumes that total use of public hospital services by residents of the Northern Beaches will be the same under each option. The study is therefore a cost-effectiveness study. It incorporates five sets of costs: land and property costs, hospital renovation and construction costs, hospital operating costs, access costs, and some environmental costs.

This ranges, for example, from the provision of information about workplace rights, providing direct support to members (and representation if necessary) with employers or before industrial or professional courts and tribunals, assistance with appearances before other courts and jurisdictions, as well as negotiating and bargaining on behalf of members with their employers for awards and enterprise agreements. The above has meant that the Association provides membership and therefore such services to nurses and midwives working in either the government or non- government sectors, state and federal. In other words, the Association is the relevant industrial organisation of employees for nurses and midwives whether they work in the NSW Health Service (government sector) or in the Northern Beaches Hospital (private sector).

Provide community health services at Manly to replace those services lost by Manly Hospital closure. These could possibly be provided at the site of the present Far West Childrens’ Home by arrangement, or at the present Queenscliff Health Centre site. In either case childrens’ services could be centred at Dalwood for concentration of childrens’ services. Maintain Mona Vale Hospital as a 24 hour emergency centre supported by extensive emergency transport services in from its north and out to the central hospital to its south. At the hospital site co-locate a long term aged care rehabilitation unit, a hospice, and possibly a sports injury unit, and facilities for Far West Children as an extension of its Manly site.

    Welcome to the Northern Network Basic Surgical Training The Northern Network Basic Surgical Training offers a range of training and lifestyle experiences across the Network’s hospitals. Trainees have access to a broad range of surgical terms and work with supportive senior medical staff. The Network aims to provide a broad range of surgical experiences through providing excellent surgical terms with committed Hospital Supervisors in Basic Surgical Training. At the completion of each term, the trainees are requested to complete a Term Evaluation Form.     1 SUBMISSION FROM THE PALM BEACH & WHALE BEACH ASSOCIATION (PBWBA) TO THE UPPER HOUSE ENQUIRY INTO NORTHERN BEACHES HOSPITAL (NBH) 26 July 2019 I, Adjunct Associate Professor Richard Hugh West AM VMO Surgeon at Royal Prince Alfred Hospital Camperdown, am presenting this submission on behalf of the members of the Palm Beach & Whale Beach Residents Association. The Association has represented members of Palm Beach and Whale Beach for more than 100 years and has a current membership of more than 250 families. I have worked in NSW hospitals for over 40 years. I am very familiar with how the NSW health system works. In presenting this submission I am also using my experience as a surveyor for the Australian Council Health Care Standards (ACHS), accrediting hospitals all over Australia. I am now a resident of Palm Beach and President of the Palm Beach & Whale Beach Residents Association (PBWBA). THE MAIN CONCERNS OF THE PBWBA MEMBERS ARE: 1.Clinical Services: The lack of appropriate medical and surgical services at the Public/Private Level 5 Northern Beaches Hospital (NBH) for all Public and Private patients. 2. Mona Vale Hospital: The downgrading of medical services at the Mona Vale Hospital Site. 3. Access to NBH: The distance to be travelled, and therefore the time to travel from Pittwater to the NBH is excessive, either by public transport or private car. The distance and time are markedly increased in bad weather when The Wakehurst Parkway is closed. 4. Ambulance services: Lack of Ambulance services and poor response times in Pittwater. My conclusions and recommendations to address these concerns are set out at the end of this submission.
