AN ACT OF THE SENATE TO CLARIFY the position of the Pavlovian Emperor as the AUGUSTUS of

Be it enacted by HIS IMPERIAL MAJESTY THE FAITHFUL PAVLOVIAN EMPEROR ​ ​ AND AUTOCRAT OF THE ROMANS AND ALL RUS’, Defender of the Faith, Turtle and ​ Elephants, in the Eighth year of His Imperium and in the first year of the consulate of Princeps Christophoros Sclagamarus filius Drakon and Comes Eduardus Robertus filius Gundersovus, in the year Seven thousand Five hundred and twenty eight after the creation of Adam, by and with the advice of all Senators, and by the authority of the same, as follows:

I. This Act clarifies the position of the Pavlovian Emperor as the Augustus, sets punishments for Impericide and Treason and finally establishes a commission for the codification of the Codex Alexandrus. II. The Senate of the Empire of Pavlov hereby reiterates her position that the Pavlovian is the current Augustus (Emperor) of the undivided Christian Roman Empire, and that only the legitimate successors of HIM Emperor Alexander IV under Pavlovian law can be considered Roman Emperors, and other Monarchs recognized as such under Pavlovian law. Impericide is crime committed when what would otherwise be murder or manslaughter directly results in the death either of the Pavlovian Monarch or of a sovereign monarch of another nation who is in Pavlov and afforded sovereign immunity. Soliciting, attempting, or conspiring to commit Impericide against the Pavlovian Monarch shall be regarded and tried as high treason. IV. High Treason is a crime which may be committed in any of the following ways: A. Unlawfully depriving or disturbing the Monarch of the free and effective exercise of the throne and/or the general recognition of their holding of such B. Impeding the lawful succession after the death or abdication of a Monarch C. Harming, wounding, maiming, injuring, or unlawfully imprisoning and/or restraining the Monarch, their consort, the Caesar or a member of the Imperial Family. V. Soliciting, attempting, or conspiring to commit high treason shall be regarded and tried as high treason. VI. Treason is a crime which may be committed in any of the following ways: A. Encouraging the invasion of Pavlov by a foreign power B. Waging war or inciting violent insurrection against the constitutional government of the Empire C. Harming, wounding, maiming, injuring, or unlawfully imprisoning and/or restraining the Consuls D. Committing an action with the intention of damaging the national security of the Empire E. Providing aid to a group or government waging war against the Empire, either with the intention of aiding them to the detriment of the Empire or with recklessness as to whether such would happen VII. Soliciting, attempting, or conspiring to commit treason shall be regarded and tried as treason. VIII. Laesa maiestas is a crime which is committed by: A. Publishing, declaring or announcing that the Monarch is a tyrant and/or usurper B. Infringing upon the sacrosanctity and inviolability of the person of the Monarch C. Using or forging the signature, seal, or coat of arms of the Monarch D. Destroying, stealing, or damaging any item of the Imperial IX. Members of the Imperial Armed Forces or Oprichnina having committed Impericide shall be hanged to Death, quartered, have their bones burned to ashes and fired from a canon. All their family members up to the second degree shall also be hanged to death. A. other Individuals who have commited Impericide shall be hanged to death as well. X. Senators, Nobles, Clergy, Members of the Imperial Armed Forces or Oprichnina committing High Treason or Treason shall be whipped 100 times and lose their status. They shall be made serfs and work the Imperial Lands. A. Other individuals shall lose their Pavlovian subjectship and be anathamized by the Metropolitan. XI. Senators, Nobles, Clergy, Members of the Imperial Armed Forces or Oprichnina committing laesa maiestas shall be whipped 50 times and lose their titles and status. A. Other individuals shall be whipped 500 times. XII. If during the whipping a person shall decease, the closest male family member shall receive the remainder of the whips. If he also deceases it will pass to the next member etc. etc. A. if there are no male family members left, it shall pass to the female family members. XIII. HIM Emperor Alexander IV may alternatively be known as HIM Emperor Alexander IV & VI, as he is the sixth Emperor carrying the name of Alexander. XIV. A commission is to be established to codify the Codex Alexandrus, as a compilation of the so-called Codex Justinianus and the Ruska Pravda. The commission is to consist of the Augustus himself and HIH Grand Prince Jaroslav Alexandrovych.
