The Auditors of the Town of Westport respectfully sub- mit the following report of the financial condition of the town for the year ending February i, 1899. We have examined the vouchers of the several depart- ments and compared them with the entries in the treasur- er's book, finding his account correct. Our Town debt in notes and interest, shows a decrease the past year of $7,552.81. The amount of debt falling due the present year is $5,000.00 which will require an appropriation of $6,700.00 for the payment of notes and interest. There is a balance in the treasury of $21.00 due the department for Transportation of scholars, which we rec- ommend that the town transfer to the department of Schoolhouses and lots. Lauder Archival Technical Services Date Completed: September 17, 2009 Microfilm Accession Number: 1930 MICROFILM ONLY INTRODUCTION This log book for the Cumberland and Stones River Turnpike was received at the Tennessee State Library and Archives on April 4, 2009 from Dr. E.C. Tolbert, Murfreesboro, Tennessee. The book, which measures 15.5 inches high by 6.75 inches wide, focuses primarily on the years 1875-1901, although there are a few references to dates as early as 1858. The owner brought the book to this facility for the purpose of having it microfilmed for public use, after which he planned to donate it to the Rutherford County Historical Society. Single photocopies of unpublished writings in the logbook may be made for purposes of scholarly research. HISTORICAL BACKGROUND The Cumberland and Stones River Turnpike Researched by Dr. E.C. Tolbert (owner of the logbook) From Frow Chips, a publication of the Rutherford County Historical Society, March/April 2009 The construction of a major thoroughfare in Middle Tennessee is interestingly documented in a recently discovered log book entitled the “Cumberland and Stones River Turnpike.” The book was purchased by [the author] at the Elder’s Bookstore in Nashville. The road began at the Cumberland River in Wilson County southward nine miles to Lebanon and onward for seventeen miles traversing Rutherford County to Murfreesboro. Contractors were awarded segments of the road in increments of one-half-mile, one-mile, or two-mile lengths.

Of Medicine, Race, and American Law: The Bubonic Plague Outbreak of 1900 Charles McClain In March of 1900, several cases of bubonic plague were discovered in San Francisco'sChinatown. In response the health authorities,at the instance of the Surgeon General of the United State; sought to implement a series of extraordinarilycoercive measures aimed at the city's Asian inhabitants. The measures provoked an uproar among the Chinese and they determined to challenge them in the federal Circuit Courtfor the Northern District of Cali- fornia. This essay, based on extensive research in court records, the archives of the U.S. Public Health Service, and press accounts in English and Chi- nese, documents the complex events that gave rise to the cases of Wong Wai v. Williamson and Jew Ho v. Williamson and the cases themselves as they unfolded in the courts. The cases raised new and difficult questions of fact and of law and tested as few other cases have before or since a court's capac- ity to act as arbiterbetween individual rights (and the rights of an ostracized minority at that) and the public interest in a period of acute health emergency. In the spring of 1900 several cases of bubonic plague were detected in the Chinese quarter of San Francisco. 1900.] PKOOEEDINGS OF THE BOARD OF TRUSTEES. 257 MEETING OP MARCH 13, 1900. The Board of Trustees of the University of Illinois met in the Trustees' Eoom, Library Building, Urbana, Illinois, at 9 o'clock a. m., Tuesday, March 13, 1900. The members present were Messrs. Bayliss, Hatch, McKay, Mc Lean, and Nightingale and Mrs. Flower, Mrs. Oarriel, and Mrs. Abbott. Mr. Bullard came in a little later. Those absent were Governor Tanner and Messrs. Fulkerson and Smith. The minutes of the meeting of the Board of December 12, 1899. of the adjourned sessions thereof held December 13 and 19, 1899, and January 10, 1900; also the minutes of the special meeting of February 9, ]900, were approved as presented by the Secretary. , ELECTION OF OFFICERS. The President then announced that the next order of business was the election of officers and called for nominations for the position of President of the Board. Mr. Bayliss nominated for re-election Mr. McLean,' who was unanimously chosen to be President for the ensuing year. On motion of Mr. Nightingale, W. L. Pillsbury was elected corre sponding Secretary, Recording Secretary, and Registrar for the ensuing year. Mr. McKay and Mrs. Flower were elected the two members or the Board who, with the President of the Board, should constitute the Executive Committee. Mr. H. Augustine, of Normal, representing the Illinois State Hor ticultural Society, and Mr. H, B. Gurler, of DeKalb, representing the State Dairymen's Association, were appointed members of the Advisory Board of the Agricultural Experiment Station. Messrs. Hatch and Fulkerson, of the Board of Trustees, and Profes sors Burrill, Forbes, and Davenport, of the Faculty of the University, were elected members of the same Board.
