Our public audit perspective helps Parliament hold government to account and improve public services. The National Audit Office (NAO) helps Parliament hold government to account for the way it spends public money. It is independent of government and the civil service. The Comptroller and Auditor General (C&AG), Gareth Davies, is an Officer of the House of Commons and leads the NAO. The C&AG certifies the accounts of all government departments and many other public sector bodies. He has statutory authority to examine and report to Parliament on whether government is delivering value for money on behalf of the public, concluding on whether resources have been used efficiently, effectively and with economy. The NAO identifies ways that government can make better use of public money to improve people’s lives. It measures this impact annually. In 2018 the NAO’s work led to a positive financial impact through reduced costs, improved service delivery, or other benefits to citizens, of £539 million. Just one of many commemorations around the World to mark one hundred years since the end of The Great War. Another major piece of art, formed a focal point as the UK commemorated 100 years since the end of the First World War. The ‘Shrouds of the Somme’ brought home the sheer scale of human sacrifice in the battle that came to epitomize the bloodshed of the 1914-18 war – the Battle of the Somme. Artist Rob Heard hand stitched and bound calico shrouds for 72,396 figures representing British Commonwealth servicemen killed at the Somme who have no known grave, many of whose bodies were never recovered and whose names are engraved on the Thiepval Memorial. Each figure of a human form, was individually shaped, shrouded and made to a name. They were laid out shoulder to shoulder in hundreds of rows to mark the Centenary of Armistice Day at Queen Elizabeth Olympic Park from 8-18th November 2018 filling an area of over 4000 square metres. -

Historical presence: the Armilla Patrol The UK has maintained a permanent naval presence in the Gulf region since October 1980, when the Armilla Patrol was established to ensure the safety of British entitled merchant ships operating in the region during the Iran-Iraq conflict. Initially the Royal Navy’s presence was focused solely in the Gulf of Oman. However, as the conflict wore on both nations began attacking each other’s oil facilities and oil tankers bound for their respective ports, in what became known as the “tanker war” (1984-1988). Kuwaiti vessels carrying Iraqi oil were particularly susceptible to Iranian attack and foreign-flagged merchant vessels were often caught in the crossfire.1 In response to a number of incidents involving British registered vessels, in October 1986 the Royal Navy began accompanying British-registered vessels through the Straits of Hormuz and in the Persian Gulf. Later the UK’s Armilla Patrol contributed to the Multinational Interception Force (MIF), a naval contingent patrolling the Persian Gulf to enforce the UN-mandated trade embargo against Iraq, imposed after its invasion of Kuwait in August1990.2 In the aftermath of the 2003 Iraq conflict, Royal Navy vessels, deployed as part of the Armilla Patrol, were heavily committed to providing maritime security in the region, the protection of Iraq’s oil infrastructure and to assisting in the training of Iraqi sailors and marines. 1.1 Assets The Type 42 destroyer HMS Coventry was the first vessel to be deployed as part of the Armilla Patrol, followed by RFA Olwen. -

In this edition of ‘Contact!’ we tell the story of Lt Cdr ‘Loopy’ Dunworth DSC, who was Officer Commanding the Naval Section at Defford 1951-1953. A popular and eccentric figure, he stayed on at Defford as a test pilot with Boulton Paul (see ‘Contact!’ no. 123, January 2019), at Defford after leaving the Navy. .2. BPA Pilot 1953-1961 By Les Whitehouse, with additional material from Dennis Williams and overall editing by the editor Born in Manchester 5/8/1921 Geoff Dunworth qualified as a Research Chemist for ICI but in Sept 1940 he volunteered to be aircrew with the Fleet Air Arm of the Royal Navy, as an Observer. From RNAS Arbroath, he was posted to 817 Squadron aboard HMS Victorious, August 1941, which was part of the replacements for aircraft losses over Petsamo and Kirkenes, Norway in July. Escort of the Arctic convoys to Archangel (Operation Dervish) and then the escort of HMS Argus returning from Murmansk followed. Victorious launched air attacks, on targets in Norway, through to October 1941. L/A Geoff Dunworth along with gunner L/A Davies were teamed up with S/L Raymond. -

Changes to UK Defence Statistics (UKDS) this year include a new section on Defence Inflation and an expanded International Defence section in Chapter 1, the restructuring of the Armed Forces Personnel section in Chapter 2, and a new section on Amputations in Chapter 3. UK Defence Statistics (UKDS) is a National Statistics publication, produced according to the standards of the Official Statistics Code of Practice. However some of the tables in UKDS do not have National Statistics status – some are produced by areas outside of the scope of the Government Statistical Service; some do not yet meet all the quality standards of the Official Statistics Code of Practice; and others have not gone through the required assessment process to be classed as National Statistics. All such tables are clearly marked with explanatory notes. This year UKDS is once again being issued as a web document only, due to financial constraints within the Ministry of Defence. Each table and chapter is available in pdf format which is suitable for printing. There is also a pdf version of the entire publication, and of the UKDS factsheet. We have ceased publication of the UKDS pocket cards this year, since they are of limited value in electronic format. -

THE LIBERATION OF OSLO AND COPENHAGEN: A MIDSHIPMAN'S MEMOIR C.B. Koester Introduction I joined HMS Devonshire, a County-class cruiser in the Home Fleet, on 16 September 1944. For the next nine months we operated out of Scapa Flow, the naval base in the Orkneys north of Scotland which had been home to Jellicoe's Grand Fleet during World War I and harboured the main units of the Home Fleet throughout the second conflict. It was a bleak, uninviting collection of seventy-three islands—at low water—twenty-nine of them inhabited, mainly by fishermen and shepherds. Winters were generally miserable and the opportunities for recreation ashore limited. There was boat-pulling and sailing, weather permitting; an occasional game of field hockey on the naval sports ground; and perhaps a Saturday afternoon concert in the fleet canteen or a "tea dance" at the Wrennery. Otherwise, we entertained ourselves aboard: singsongs in the Gunroom; a Sunday night film in the Wardroom; deck hockey in the Dog Watches; and endless games of "liar's dice." Our operations at sea were more harrowing, but only marginally more exciting, consisting mainly of attacks on German shore installations on the Norwegian coast. We rarely saw the coastline, however, for the strikes were carried out by aircraft flying from the escort carriers in the task force. At the same time, we had to be prepared for whatever counterattack the Germans might mount, and until Tirpitz was finally disabled on 12 November 1944, such a riposte might have been severe. That and the ever-present threat of submarines notwithstanding, for most of us these operations involved a large measure of boredom and discomfort. -
