The L1 bidder shall submit the hard copy of EMD along with all documents to the tender inviting authority with his acceptance letter of the LOI (letter of intent). Failure to submit the hard copy with the acceptance letter within the time period prescribed for the purpose may be construed as an attempt to disturb the tendering process and dealt with accordingly legally including blacklisting of the bidder as per G.O. No. 2254-F(Y) dt. 24.04.2014. 3) Pre-qualification, Technical & Financial Bid is to be submitted concurrently duly digitally signed at desired documents in the Website http://etender.wb.nic.in. Tender document may be downloaded from website & submission of Pre-qualification Bid/ Technical Bid/ Financial Bid is to follow the stipulated date & time Schedule (Clause-33). The documents submitted by the Bidders should be properly indexed & notarized with seal. The Joint Venture in any form and shape will not be allowed. 4) Location of Works : AS MENTIONED ABOVE 5) Time of completion : AS MENTIONED ABOVE 6) Eligibility for participating in the Tender : Permission of participating in the tender will be given only to those fulfilling the following eligibility criteria. a) Having experience in executing similar type of work in Government Department / Semi-Government Department / State or Central Govt. undertaking / Statutory Bodies constituted under the statute of Central or State Govt. for bonafide, resourceful firms having minimum 1.75 Crore credential of same nature of job as mentioned above in the list of works against each Sl No. 1 & 2. Intending tenderer must produce completion certificate of physically completed at least one work of similar nature of work within the qualifying period i.e. during last 5 (five) financial year and current financial year as on the date of application. In case of Composite / Package work, completion certificate should clearly indicate the actual amount involved for execution of similar nature of work. (Completion certificate for composite / package work without mentioning item wise actual amount involved for execution of the item, will not be entertained. Copy of completion certificate to be uploaded). b) Annual average turn-over minimum Rs. 2.00 Crore during last 3 (Three) consecutive audited financial year. c) Valid Professional Tax receipt Challan for the year 2014-15, PAN Card and VAT Registration Certificate & Income Tax Acknowledgement Receipt for assessment year 2013-2014, Trade License for the year 2014-15 to be submitted. d) The Joint venture in any form and shape will not be allowed. e) The partnership firm shall furnish the registered partnership deed and the company shall furnish the Article of Association and Memorandum. f) Validity certificate from the authority concerned for Engineers’ Co-Op. / Labour Co-Op. Societies must be enclosed. g) Permission shall not be issued against any application send by post. Intending tenderer or his representative must produce credentials as per the notice to the authority inviting tender. h) Permission for submitting tender papers, will be given in addition to the registered Engineers’ Co-Op. / Labour Co.-Op. Societies in only on production of (i) Registration Certificate (ii) Valid By Laws (iii) Last financial year audit report (iv) Last AGM Copy. The intending tenderer will have to submit authentic documents in support of acclaimed credential for all the above work(s) from serial (a) to (h) as indicated against all items. The experience and timely completion certificate of work is to be issued by an officer not below the rank of Executive Engineer or equivalent concerned. All document attached shall be stamped and signed by a Notary. Original certificate / order copies / other document as required shall have to be produced on demand during evaluation. Moreover, the tender inviting authority reserves the right to relax the eligibility criteria, except Sl. no. (c), of the applicant in respect of any of the technical or financial requirements, if it is deemed to be necessary for fair & competitive tender without assigning any reason whatsoever. The application of the intending tenderer who is already working and whose performance, is found unsatisfactory and/or clause – 2 or 3 of tender agreement imposed upon him under RCFA Division-I, PHE. Dte. will not be entertained. 7) The intending tenderer fulfilling the above requirement should bid for the work included in the Bid notice with all related evidentiary documents. The tender inviting authority reserves the rights to accept or reject their offered bid. as deemed necessary to finalize the tenders satisfactorily without assigning any reason whatsoever. 8) Selection of eligible agency will be made strictly on the basis of scrutiny and evaluation of the particular as to be furnished at the time of bidding. Decision of the tender inviting authority in this regard shall be final & binding. 9) The tendering operation will follow e-tendering process and all rules and regulation pertaining to the tender will be binding to the tenderers. 10) (i) Earnest Money @ 2 % of the estimated amount /total amount of quoted value of work(s) to be deposited by the Bidder in the form of Bank Draft /Pay order of any nationalized Bank payable at Asansol, in favour of the Executive Engineer, RCFA Division-I, PHE Dte. against the work. At the time uploading the tender, the intending tenderer should upload a scanned copy of such Demand Draft/Pay Order as Earnest Money along with his/her tender. However such demand draft/ pay order of lowest bidder shall invariably have to be deposited by the intending tenderer to the office of the Executive Engineer, RCFA Division-I, PHE Dte. Earnest money in any other form will not be accepted. Any tender without Earnest money shall be treated as informal and shall automatically stand canceled. (i) The entire 2% (two percent) of deposited amount shall be converted to initial security deposit. In case of successful bidder. Earnest money of 2% only will be refunded to the unsuccessful Bidder(s) without any interest. (ii) Balance 8% (eight percent) of the accepted value of work will be deducted from each progressive bill of work as Security Deposit from the successful Bidder. (iii) Performance Guarantee: Performance Guarantee @ 5% will be deducted from each progressive bill in addition to security deposit and will be released on successful completion of 72 hrs.

Introduction: Education has a significant role for human development as well as social development. The role of education for social development has been recognized ever since the days of Plato. Education, Plato believed, is indispensable for the economic health of a structured society, as education makes citizens 'reasonable men'. Since education has high economic value, Plato argued that a considerable part of the community's wealth must be invested in education. Major contribution relating to the relationship between education and economic growth was made first by Adam Smith, followed by a long honorable tradition of classical and neo-classical economists until Alfred Marshall (1890) who emphasized that "the most valuable of all capital is that invested in human beings".

    Ministry of Coal Sustainable Development Cell Status Report on Mine Water Utilization June, 2021 PREFACE Coal plays a crucial role in India’s energy consumption matrix and is expected to remain the bedrock of the energy supply for the country till 2030 and beyond. Coal India Limited (CIL), NLC India Limited (NLCIL) and Singareni Collieries Company Limited (SCCL) are key contributors towards coal production in India and have set ambitious targets to push up coal production in the coming years. Apart from coal production, emphasis is also placed on facilitating improvement in social and environmental scenario of coal mining areas through various forums / mechanisms; utilization of mine water is a stepping stone towards fulfilling this agenda. Mine water generation occurs where aquifers surrounding the coal seams get exposed during the mining operation – the result is an accumulation of groundwater in a sump within the mine. In order to continue safe mining operations, the accumulated mine water is dewatered to a separate sump within the mine lease area. Generally, these mine water sumps / pit lakes are retained even post closure of the mines and provide an excellent opportunity for storage of freshwater. Such accumulated mine water lakes are usually free from pollutants and can be utilized as a source of water with an aim towards enhancing environmental responsibility by coal producing companies. What is the scenario relating to availability of modern toilet facilities in India? How many households in the cities and towns have access to modern toilets? The present document has been brought out to answer these questions. The Census of India, 2001 provides data pertaining to distribution of households by type of latrine within the premises.
