In the past censuses the final population totals and their basic charact~ristics at the lowest geographical levels popularly known as the village/town Primary Census Abstract was compiled manually. The generation of Primary Census Abstract for the Census 2001 is a fully computerized exercise starting from the automatic capture of data from the Household Schedule through scanning to the compilation of Primary Census Abstract. This publication titled "Final Population Totals" is only a prelude to the Primary Census Abstract. The publication, which has .only one table, presents data on the total population, the Scheduled Castes population and the Scheduled Tribes population by sex at the state, district, community development block and town levels. The village-wise data is being made available in electronic format. It is expected to be a useful ready reference document for data users who are only interested to know the basic population totals. This publication is brought out by Office of the Registrar General, India (ORGI) centrally. Thu5( 2001 Census will provide data on population and its characteristics marking transition from one century and millennium to another. This data will form the benchmark for framing of the welfare and development policies for billion plus human resources living in this country. 2. The Census Act, 1948, forms the basis for the conduct of population censuses in independent India. The Census of India, 2001 was conducted in two distinct but inter-related phases. The first phase, the Houselisting Operation was c'onducted between April - September, 2000 in different states and union territories as a prelude to the eXercise of undertaking the decennial Population Census.

So elementary education and basic education is necessary for any state or nation. Social inertia and infrastructural facility are the essential for systematic development of education. Lacking of this facility leads to inconsistency in the development of basic education. Poverty, early marriage system, poor infrastructural facility and employment opportunities are the factors which retards basic education development in different states of India. The forgoing analysis is an attempt to glean out the role of different for impaired development of basic education in Burdwan District, West Bengal. Introduction: Education has a significant role for human development as well as social development. The role of education for social development has been recognized ever since the days of Plato. Education, Plato believed, is indispensable for the economic health of a structured society, as education makes citizens 'reasonable men'. Since education has high economic value, Plato argued that a considerable part of the community's wealth must be invested in education. Major contribution relating to the relationship between education and economic growth was made first by Adam Smith, followed by a long honorable tradition of classical and neo-classical economists until Alfred Marshall (1890) who emphasized that "the most valuable of all capital is that invested in human beings".
