So elementary education and basic education is necessary for any state or nation. Social inertia and infrastructural facility are the essential for systematic development of education. Lacking of this facility leads to inconsistency in the development of basic education. Poverty, early marriage system, poor infrastructural facility and employment opportunities are the factors which retards basic education development in different states of India. The forgoing analysis is an attempt to glean out the role of different for impaired development of basic education in Burdwan District, West Bengal. Key words: Composite Z-score, Composite rank index, Drop out, Never-enrolled population, Sarva Siksha Mission. I. Introduction: Education has a significant role for human development as well as social development. The role of education for social development has been recognized ever since the days of Plato. Education, Plato believed, is indispensable for the economic health of a structured society, as education makes citizens 'reasonable men'. Since education has high economic value, Plato argued that a considerable part of the community's wealth must be invested in education. Major contribution relating to the relationship between education and economic growth was made first by Adam Smith, followed by a long honorable tradition of classical and neo-classical economists until Alfred Marshall (1890) who emphasized that "the most valuable of all capital is that invested in human beings".

ABSTRACT Aim: The aim of the study was to monitor the water quality of ten pitlakes which were located in Raniganj coal field area, West Bengal for three successive seasons during April 2014 to March 2015. Methodology: In this study, physicochemical parameters of water samples were analyzed following standard methods. Statisti- cal analyses were used to indicate the role of each parameter. Result: Significant positive correlation was noted within hardness and chloride. The nature of the pitlakes is generally alkaline. A mean value of pH 7.65 were recorded which ranged between 6.70 and 9.10 during the study period. Significant variation found among other parameters of pitlakes. PCA reveals three most important and key influential parameters – Hardness, Chloride and Nitrate Nitrogen content of pitlake water. Conclusion: This observation indicates that mine waters differ in its composition with seasonal changes and having capability to change their nature with time.     Ministry of Coal Sustainable Development Cell Status Report on Mine Water Utilization June, 2021 PREFACE Coal plays a crucial role in India’s energy consumption matrix and is expected to remain the bedrock of the energy supply for the country till 2030 and beyond. Coal India Limited (CIL), NLC India Limited (NLCIL) and Singareni Collieries Company Limited (SCCL) are key contributors towards coal production in India and have set ambitious targets to push up coal production in the coming years. Apart from coal production, emphasis is also placed on facilitating improvement in social and environmental scenario of coal mining areas through various forums / mechanisms; utilization of mine water is a stepping stone towards fulfilling this agenda. Mine water generation occurs where aquifers surrounding the coal seams get exposed during the mining operation – the result is an accumulation of groundwater in a sump within the mine. In order to continue safe mining operations, the accumulated mine water is dewatered to a separate sump within the mine lease area. Generally, these mine water sumps / pit lakes are retained even post closure of the mines and provide an excellent opportunity for storage of freshwater. Such accumulated mine water lakes are usually free from pollutants and can be utilized as a source of water with an aim towards enhancing environmental responsibility by coal producing companies.
