Resolution by President of the Republic of Uzbekistan RESOLUTION BY PRESIDENT OF THE REPUBLIC OF UZBEKISTAN DATED April 28, 2015 PP-2340 "ON MEASURES AIMED AT INCREASE OF THE SHARE AND SIGNIFICANCE OF THE PRIVATE OWNERSHIP IN THE ECONOMY" With the aim to enhance the attraction of foreign investments, radical increase of the level and the role of the private ownership in the national economy in ways of deepening the privatization processes and sale of the state-owned shares and assets present at the charter funds (charter capital) of the enterprises to private investors, first place to the foreign investors and, on this basis, to ensure the modernization and technological renovation of production processes, arrangement of manufacture of products being competitive both at the domestic and external markets: 1. It shall be taken into the note that, the State Committee on Privatization, Demonopolization and Development of Competition, the Ministry of Economy, Ministry of Finance of the Republic of Uzbekistan together with the ministries and institutions concerned, the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats and Tashkent city khokimiyat have performed critical analysis of presence of the state-owned shares and assets at the charter funds (charter capital) of the enterprises, empty and unfinished by construction facilities being at state ownership and, based on that, the proposals on radical reduction of the state's presence at sectors and spheres of the real economy have been elaborated. 2. The following Lists shall be approved: - of joint-stock companies, at which the state-owned shares and shares of the economic management bodies shall be subject to sale to strategic foreign investors, in accordance with the Appendix No1; - of companies and enterprises at which the state-owned assets and the shares of the economic management bodies shall be subject to sale through the competition sales (public auctions) into the private ownership, first place to foreign investors, with the aim of further modernization, technical re-equipment of the production processes, arrangement of manufacture of competitive products, in accordance with the Appendix No2; - of the state-owned facilities, including those unfinished by construction subject to sale on a competitive basis at a "zero" purchase price with undertaking the investment obligations, in accordance with the Appendix No3; - of the unused state-owned facilities, subject to sale entirely into the private ownership through public sales, in accordance with the Appendix No4; - of the low-profit and inactive organizations, related to which the procedures of liquidation or bankruptcy have been initiated, in accordance with the Appendix No5; 2 - of unused and unfinished by construction state-owned facilities being subject to demolition upon the conclusion issued by the authorized bodies and the resolutions adopted by the district (city) khokimiyats, in accordance with the Appendix No6; 3. The Commission on rise of the efficiency of the activity of the joint-stock companies and improvement of the corporate governance system, formed by the Resolution of the President of the Republic of Uzbekistan No PP-2327 dated March 31, 2015 (Mr. Azimov R.S.) shall: - within a one-month period get approved the time-table for evaluation and putting onto sales of the assets being subject to sale to strategic foreign investors, in accordance with the Appendix No1; - present, on systematic basis, the proposals on additional sale of the parts of the state-owned shares and the shares of the economic management bodies being present at the charter funds (charter capital) of the economic entities. 4. The State Committee for Privatization, Demonopolization and Development of Competition in cooperation with the ministries, institutions, companies, associations concerned, the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city khokimiyats shall, within a one-month period, get approved the time-table for the evaluation and putting onto sales of the assets included into the Appendixes No2 and No4, as well as the time-table for conduct of the competitive biddings for sale of the facilities at a "zero" purchase price, having been included into the Appendix No3. 5. The Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city khokimiyats, together with the State Committee of the Republic of Uzbekistan for Architecture and Construction shall, within a one-month period, get approved the time-table for demolition the state-owned facilities, in accordance with the Appendix No6, and conduct, in the established order, of the competitions on providing the entrepreneurship entities with the released land-lots. 6. The order shall be established, in accordance with which: - till a moment of transfer of state-owned facilities to a new owner, responsibility for safety of those facilities shall be born by their asset-holders; - leaseholders of the state-owned facilities, indicated at the Appendixes No3 and No4, who duly fulfill their obligations under the lease agreements, shall possess a preferential right to buy-out the leased production spaces, including those to be sold at a "zero" purchase price under the approved terms; - the state unitary enterprises may be created in exceptional cases only upon a decision adopted by the Government of the Republic of Uzbekistan. 3 7. Amendments shall be entered into certain resolutions previously adopted by the President of the Republic of Uzbekistan and the Cabinet of Ministers, in accordance with the Appendix No7. 8. The State Committee for Privatization, Demonopolization and Development of Competition, the Ministry of Economy and the Ministry of Finance of the Republic of Uzbekistan together with the Ministry of Justice, other ministries and institutions concerned shall, within a two-months period, present to the Cabinet of Ministers the proposals on entry into the legislation of the amendments and addenda arising from the present Resolution. 9. Control over implementation of the present Resolution shall be entrusted to Mr. Sh. Mirziyoev, the Prime Minister of the Republic of Uzbekistan. Lukoil Uzbekistan Operating Company (LUOC, the Operator) is seeking financial assistance for the development of the Kandym Group of gas field (the Project) located in Bukhara Region in Uzbekistan. The Project will start production in 2017 and will reach its peak production of 8 billion cubic meters (bcm) per year of natural gas in 2019 and will continue production till 2039. It is part of a development program governed by production sharing agreements (PSA) signed by the Government of Uzbekistan and a consortium of investors including Lukoil and Uzbekneftegaz. The prospecting works for the Kandym Group started in 1960-63. The Project plans to drill 126 production wells and develop gathering stations, field pipeline transfers, gas processing plant, gas main pipelines and other infrastructure facilities such as power substations, access roads and railway for logistics and supply. 2. For projects where there are existing facilities, ongoing construction or involves prior land acquisition, ADB’s Safeguards Policy Statement requires the conduct of a social compliance audit, including on-site assessment, to identify past or present concerns related to land acquisition and involuntary resettlement and indigenous peoples impacts. The objective of the social compliance audit is to determine whether actions were in accordance with ADB’s SPS and Safeguard Requirement (SR) 2-3 and to identify and plan appropriate measures to address outstanding compliance issues.

    Olympic Culture in Soviet Uzbekistan 1951-1991: International Prestige and Local Heroes Sevket Akyildiz Introduction Uzbekistan was officially established in 1924 by the victorious Bolsheviks as part of a larger union-wide „Soviet people‟ building project. To legitimate and consolidate Moscow‟s rule the southern, largely Muslim, Asian territories (including Uzbekistan) were reorganized under the national delimitation processes of the 1920s and 1930s. Establishing the Soviet republics from the territory formerly known as Turkestan was based upon language, economics, history, culture and ethnicity. Soviet identity building was a dual process fostering state-civic institutions and identity and local national (ethnic) republic identity and interests. The creation of the national republics was part of the Soviet policy of multiculturalism best described a mixed-salad model (and is similar to the British multicultural society model). (Soviet ethnographers termed ethnicity as nationality.) Uzbekistan is situated within Central Asia, a region that the Russians term “Middle Asia and Kazakhstan” – some Western authors also term it “Inner Asia”. Uzbekistan stretches south-east from the Aral Sea towards the Pamir Mountains, and shares borders with Afghanistan (137km), Kazakhstan (2,203km), Kyrgyzstan (1,099km), Tajikistan (1,161km), and Turkmenistan (1,161km). The climate is continental, with hot summers and cold winters. The Uzbeks are a Turkic-speaking people largely Turkic (and Mongol) by descent - and predominately Sunni (Hanafi) Muslim by religious practice. Between 1917 and 1985 the population of Uzbekistan rose from approximately 5 million to 18 million people. However, Uzbekistan was a Soviet multicultural society, and during the Soviet period it contained more than 1.5 million Russian settlers and also included Karakalpaks, Kazakhs, Tajik, Tatars, and several of Stalin‟s deported peoples.

    Emergency appeal n° MDRUZ002 Uzbekistan: GLIDE n° OT-2010-000113-UZB Population Movement 15 July 2010 This revised Emergency Appeal seeks CHF 1,166,159 in cash, kind, or services to support the Uzbekistan Red Crescent Society which provided assistance to tens of thousands of refugees from Kyrgyzstan in June and July 2010. The revised appeal will cover the period of six months and will be completed by the end of December 2010. A Final Report will be made available by 31 March 2011, three months after the end of the operation. CHF 300,000 was allocated on 15 June from the International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) to support this operation. The Red Crescent provided tents, clothing and mattresses to refugees upon their arrival. As per 15 July 2010 the coverage of the revised appeal is 102 per cent. The IFRC is not appealing for additional funding through this appeal due to the changed situation and as initial needs are covered.
