MAYOR’S FOREWORD Honourable Mayor, Clr Irene Mehlomakulu Mehlomakulu The year 2019 is a seminal year in the history of South Africa, being the year which the Republic of South Africa conducted the free and fair national elections. Our 2019/2020 IDP and Budget may not, and dare not to be the same as preceding ones because it must reflect action prescribed by the President of the Country in his inaugural speech saying “ No more words but actions”. Mohokare Local municipality is also embarking on a “No words but action “phenomenon le rona re re Thuma mina. It is for this reason that this current IDP & Budget must and will be externally focused, driven by community needs and geared towards meeting community aspirations gleaned from stakeholder consultations and engagements throughout the past years. 5 | P a g e The year under review marked a period of changes, specifically at an administrative level. On the very same month of May 2019, the appointments of Section 56 managers in a form of Chief Financial Officer and Director Technical services came to realisation, closing the void at senior management level. However, in a very short space of time posts of both Corporate and Community services HODs will be also filled. The leadership of the municipality worked hard to ensure stability in the institution, also to guarantee that service delivery is not thwarted in any way possible. Mohokare local municipality has managed to achieve a qualified audit opinion moving from a disclaimer which is a progress for the municipality. In an expression of commitment to public participation, service delivery and clean accountable governance; the council presents this IDP & Budget document to its stakeholders and community of Mohokare at large because when we work together we can do so much more. I am proud to present this IDP & Budget document during the African month. When the Organisation of African Unity [OAU] was formed on the 25 May 1963 a precursor to African Union[AU] under the stewardship of his Majesty; Emperor Haile Selassie as the first Chairperson. The objective was to promote the unity and solidarity of African States to achieve a better life for people of Africa. Hae hole Africa hae hole…..amandla Africa amandla. We also take this opportunity to congratulate President Ramaphosa and his cabinet, Premier Mama Ntombela with her entourage. Re re pele ea pele baetapele. In accordance with the provisions of the laws that govern the affairs of the municipality we have embarked upon a process of consultation with the local communities, with a view to present the IDP and Budget for the 2019/20 Financial Year. Chapter 4 of the Municipal Systems Act 32 of 2000 makes community participation in the affairs, programmes and activities of the municipality a legal obligation. This IDP& Budget are therefore the culmination of a lengthy process of consultation with the local communities. Accordingly, this IDP carries the aspirations of the masses of our communities which the 2019/20 Budget must seek to finance. Therefore, this IDP must be seen as a 6 | P a g e beacon of hope that will continue to guide us over the next financial year in our collective endeavours of building a better life for all our communities. Reflection of free basic services and encourage deserving households to register for indigent should be imperative in the development agenda of the municipality. We remain committed to the realization of the 5 National Key Performance Areas of municipalities, being the following: Good Governance and Public Participation Municipal Transformation and Organisational Development Basic Infrastructure and Service Delivery Local Economic Development Municipal Financial Viability and Management We are going to embark on a number of measures to address the unemployment challenge by implementing Local Economic Development programs. Youth unemployment is a pressing challenge; it is therefore a matter of great urgency that we draw young people in for great numbers into productive economic activity. Tourism is another sector which provides our municipality with incredible opportunities. Given the municipality’s financial challenges, the institution is unable to budget for tourism related projects but in one of its sittings council resolved to embark on a private-Public partnership to resuscitate and enhance the local tourism industry. The LED unit has started a project of compiling a local tourism brochure which will showcase our tourism destinations. The brochure will be used as a marketing tool to sell Mohokare to the outside world. Our support to the local SMME’s: Provide land to local SMMEs Lease of municipal buildings and coordinating funding from sector departments, private sector and donors. Encourage transition from informal to formal business. Our course to job creation: Prioritize local suppliers when procuring for municipality 7 | P a g e Successfully engaged with contractors to sub-contract 30% of the work to local contractors. Our IDP and 2019/20 Budget will go a long way in improving the quality of life of our community by broadening accessibility and alleviating poverty. INTRODUCTION BY THE MUNICIPAL MANAGER The Integrated Development Plan (IDP) is an instrument that enables all spheres of government to plan in an encompassing manner. The drafting and approval process of the IDP is legislated and time bound as it guides the annual budget of Mohokare Local Municipality. The process plan is drafted in August whereby the Speaker/Mayor tables before the Municipal Council a schedule of key deadlines outlining activities that have to be undertaken by the municipality prior to the approval of both the IDP and Budget. The Municipality has over the financial year ending at June 2018 strived for improved services and promotion of good governance. In completing this function the Municipality is obliged to engage into public consultation sessions as the municipality reviews the 2018/19 Integrated Development plan. Looking back over the previous year much has been initiated and achieved, this over and above includes the Auditor General’s opinion which is qualified as opposed to the opinion that was received five years ago, that of a disclaimer. The 2017/2018 audit opinion is qualified and the 2018/2019 audit opinion will be released late November 2019. The Municipality offers services informed and structured by the organisation of the National government key performance areas, namely: Basic services Good governance and administration Public participation Financial viability Local Economic development 9 | P a g e Environmental Management These in Mohokare Local Municipality have been structured in manner of the following directorates: Technical Services Community Services Corporate Services Financial Services Office of the Municipal Manager, i.e. IDP, PMS, LED, Town Planning This final reviewed 2019/2020 IDP seeks to be the bridge between what the Municipality has so far achieved, is planning to achieve and what the National and Provincial government targets are with regards to what directly affect municipality as a sphere of government also. This also extends entirely to community needs and taking into consideration available resources to the Municipality

It was organised by Professor Alfred W Hughes, assisted by a committee elected from the men and women of Wales. Funds amounting to £12 000 were acquired by subscription from the citizens of Wales and Welshmen residing outside the country. According to a Report by the Central British Red Cross Committee on the Voluntary Organisations in the Aid of the Sick and Wounded during the South African War, the personnel originally comprised three senior surgeons, two assistant surgeons, eight medical students and dressers, ten nursing sisters, two maids, 48 orderlies, cooks, and stretcher bearers. The medal roll lists 44 staff (W A Morgan, 1975, p 12). With them was the matron, Marion Lloyd. One of the senior surgeons was Professor Thomas Jones, who was a professor of surgery at Owen's College, Manchester, England (Report by the CBRCC, 1902; British Medical Journal, p 250). The personnel and equipment under the command of Major T W Cockerill embarked from Southampton on the Canada, 14 April 1900. The passage and freight was provided by the government. The stores, subsequently sent out, were shipped at the expense of the organisers.

Peckmann, Ph.D. Saint Mary's University, Canada The historical record combined with the presence of large numbers of individuals exhibiting skeletal responses to anaemia (porotic hyperostosis and cribra orbitalia; PH and CO) are the main reasons for investigating the presence of smallpox in three South African communities, Griqua, Khoe, and ‘Black’ African, during the 18th and 19th centuries. The smallpox virus (variola) raged throughout South Africa every twenty or thirty years during the eighteenth and nineteenth centuries and was responsible for the destruction of entire communities. It has an 80 to 90 per cent fatality rate among non-immune populations (Aufderheide & Rodríguez-Martín 1998; Young 1998) and all ages are susceptible. The variola virus can only survive in densely populated areas and therefore sedentary communities, such as those present in agricultural and pastoral based societies, are more susceptible to acquiring the disease. Smallpox may remodel bone in the form of osteomyelitis variolosa (‘smallpox arthritis’) (Aufderheide & Rodríguez-Martín 1998; Jackes 1983; Ortner & Putschar 1985) which causes the reduction of longitudinal bone growth (Jackes 1983). However, since smallpox only remodels bone in very few individuals and solely in children the only method for unconditionally determining the presence of the smallpox virus in a skeletal population is by performing DNA and PCR analyses. Survival from smallpox affords the individual natural immunity for the remainder of their life. The virus is undetectable in a smallpox survivor as they will possess the antibodies for the disease and therefore will have gained natural immunity for the remainder of his or her life.

Luckhoff, written during the South African War in the infamous Bethulie concentration camp from the perspective of his Spirituality of mercy. INTRODUCTION When the government of the Republic of South Africa in the early sixties decided to initiate a comprehensive water development scheme of its largest single water resource, the Orange River, this gave rise to a wide range of basic and applied scientific sur­ veys of that area. The reasons for these surveys were threefold: (1) The huge capital investment on such a water scheme can only be justified economically on a long term basis. Basic to this is that the waterworks be protected, over a long period of time, against inefficiency caused by for example silting. Therefore, management reports of the catchment area should.be produced. (2) In order to enable effective long term planning of the management and use of the natural resources in the area it is necessary to know the state of the local ecosystems before a major change is instituted.
