French Orders of Battle & TO&Es 1980-1989 v2.2 By R Mark Davies for Battlefront: First Echelon (a) 1st French Army, with its headquarters at Strassbourg, on the Franco-German border, was the main field headquarters L’Armée de Terre controlling operations in support of NATO in West Germany, as well as defending France. Although France was not officially part of NATO’s command structure, there was an understanding, formalised by regular joint exercises in West Germany, that France would go to the aid of NATO, should the Warsaw Pact 1er Armée Française (abf) attack. To that end, the Headquarters and two divisions of II (Fr) Corps were permanently stationed in West Germany, with the wartime mission of supporting NATO’s US-led Central Army Group (CENTAG). III (Fr) Corps, based in western France, had I (Fr) Corps (a) the wartime mission of supporting the British-led NORTHAG. I (Fr) Corps, with one division permanently stationed in West Germany, was 1st French Army’s reserve and counter- penetration formation. II (Fr) Corps (a) (b) There is some suggestion that 1st French Army might have become a new SOUTHAG in wartime; controlling operations in the Austrian and Czech border regions. French Armed Forces Update November 2020 This paper is NOT an official publication from the French Armed Forces. It provides an update on the French military operations and main activities. The French Defense Attaché Office has drafted it in accordance with open publications. The French Armed Forces are heavily deployed both at home and overseas. On the security front, the terrorist threat is still assessed as high in France and operation “Sentinelle” (Guardian) is still going on. Overseas, the combat units are extremely active against a determined enemy and the French soldiers are constantly adapting their courses of action and their layout plans to the threat. Impacted by the Covid-19 pandemic, the French Armed Forces have resumed their day-to-day activities and operations under the sign of transformation and modernization. Spanish) 1/4/2004 The Algerian Armed Forces: National and international challenges ∗ Carlos Echeverría Jesús THE ROLE OF THE ARMED FORCES: FROM INDEPENDENCE TO THE FIRST STEPS TOWARD DEMOCRACY (1962-1988) The Algerian Armed Forces arose from the National Liberation Army (ALN), particularly from the so-called ‘border army’ which, as General Jaled Nezzar recalls in his Memoirs, began to play a dominant role under the command of Colonel Houari Boumedienne in late 1959: this army relentlessly waged war on the French forces deployed on the borders of Morocco and Tunisia until the conflict ended in 1962 (1). Although the creation of the ALN itself dates back to 1954, it was not until the Summam Congress, on August 20, 1956, that its structure was determined and it became considered an instrument for implementing the policies developed by the party: the National Liberation Front (FLN). The internal struggles within the FLN-ALN tandem, both in and outside Algeria, have been described by many authors: both the confrontations within the National Council of the Algerian Revolution (CNRA) and those at the various FLN congresses during and immediately after the war –the Summam Congress (1956), Tripoli Congress (1962) and Algiers Congress (1964)– aimed at taking control of the embryo of the future Armed Forces. According to Mohamed Harbi, the session of the CNRA held in December 1959 – January 1960 was crucial, as it abolished the Ministry of the Armed Forces, replacing it with an Inter-Ministerial War Committee (CIG), directed by military officers of a General Chiefs of Staff (EMG) led by Boumedienne, who went on to become Defense Minister of the first independent government and, starting in June 1965, President until his death in 1978. -

France’s Foreign and Security Policy under President Macron The Consequences for Franco-German Cooperation Stiftung Wissenschaft und Politik German Institute for International and Security Affairs SWP Research Paper 4 May 2021, Berlin Abstract ∎ French President Emmanuel Macron has announced his goal of revitalis- ing Franco-German relations and founding a “new partnership” between Paris and Berlin. However, in foreign and security policy, and in certain areas of his Europe policy, this aspiration has rarely been fulfilled. ∎ The main reasons are structural changes in international relations, which the French and German sides have reacted to differently. Paris is looking for new ways of preserving its autonomy in defence policy and of filling the strategic vacuum that has been created by the waning US interest in Europe and its periphery. Berlin emphasises the development of NATO and the EU as fundamental organisations for German foreign policy. ∎ Reconciling bilateral interests is also complicated by national solo efforts, indifference, and inadequate exchange of experience. ∎ The first precondition for intensifying bilateral cooperation is for Paris and Berlin to conduct a comprehensive review of the international con- flict situation in their existing cooperation formats as regards foreign and security policy. The two governments need to discuss openly to what extent their national interests are concerned, and then determine con- crete measures. ∎ Second, they must refrain from national solo efforts and be sensitive to the other’s pressure points in foreign, security and Europe policy. The Franco-German Parliamentary Assembly needs to urge the executive of both countries to fulfil the Élysée Treaty and the Aachen Treaty. -

Reid © 2015 Lindsay Ayling ALL RIGHTS RESERVED ii ABSTRACT Lindsay Ayling: State Power, Popular Resistance, and Competing Nationalist Narratives in France, 1791-1871 (Under the direction of Lloyd S. Kramer) In this thesis, I analyze rhetoric surrounding three events in which violence erupted between the French authorities and the French “people”: the Champ de Mars massacre of 1791, the June Days revolt of 1848, and the Paris Commune of 1871. Studying newspapers, speeches, images, memoirs, and literature, I argue that in producing competing narratives surrounding these events, politicians and polemicists also shaped competing conceptions of the French nation. In order to justify a given position, they associated either “the people” or the military with French symbols, values, and ideals while presenting their opponents as the national enemy. With each subsequent civil struggle, they appropriated and altered previous narratives, thereby constructing evolving but still irreconcilable versions of the nation. His ideas have had a lasting legacy on many historians –and not only in France- who have adopted a “de Gaulle-centered” approach to the History of Europe in the 1960s. Appendix 1: The Brussels Treaty Treaty of economic, social and cultural collaboration and collective self-defence Signed at Brussels on 17 March 1948 between His Majesty in respect of the United Kingdom of Great Britain and Northern Ireland, His Royal Highness the Prince Regent of Belgium, the President of the French Republic, Her Royal Highness the Grand Duchess of Luxembourg, and Her Majesty the Queen of the Netherlands Article I Convinced of the close community of their interests and of the necessity of uniting in order to promote the economic recovery of Europe, the High Contracting Parties will so organize and co-ordinate their economic activities as to produce the best possible results, by the elimination of conflict in their economic policies, the co-ordination of production and the development of commercial exchanges. The co-operation provided for in the preceding paragraph, which will be effected through the Consultative Council referred to in Article VII as well as through other bodies, shall not involve any duplication of, or prejudice to, the work of other economic organizations in which the High Contracting Parties are or may be represented but shall on the contrary assist the work of those organizations. Article II The High Contracting Parties will make every effort in common, both by direct consultation and in specialized agencies, to promote the attainment of a higher standard of living by their peoples and to develop on corresponding lines the social and other related services of their countries. The High Contracting Parties will consult with the object of achieving the earliest possible application of recommendations of immediate practical inter- est, relating to social matters, adopted with their approval in the specialized agencies. -

Our deepest sympathies go to his wife and his family. Dr Bossdorf joined Report Verlag in 2006, became its Publishing Director in 2007 and later was appointed Managing Direc- tor. In addition, he was Editor-in-Chief of the magazine "Strategie & Technik", which evolved from the traditional "Soldat und Technik" publication. As a result of the merger of Report Verlag with E.S. Mittler & Sohn publishing house, that created Mittler Report Verlag in 2012, the magazi- nes "Strategie & Technik" and "Europäische Sicherheit" were combined under his lea- dership to form the current "Europäische Sicherheit & Technik". At the same time, Dr Bossdorf was appointed Managing Director of Mittler Report Verlag, where he also played a decisive role in the development of the English-language magazine "Europe- an Security & Defence" from a quarterly magazine to an internationally recognised specialist monthly journal. One year ago, Dr Bossdorf also took over the management of K&K Medienverlag-Hardthöhe GmbH as Publisher of the magazine "Hardthöhen- kurier", so that he was most recently the highly valued Managing Director of two publishing houses as well as Editor-in-Chief of "European Security & Defence".
