INTRODUCTION AND SCOPE OF WORK 1.1. Objectives of the Project The development objectives of the proposed Rural Energy II Project are to assist the Govemment of Vietnam to alleviate poverty in the rural areas by providing basic infrastructure service such as electricity and access to general services, for improving living conditions and productivity. The Project will assist the Government of Vietnam to implement I its national objective of providing electricity to about 12 million rural households through: - An effective strategy for rural electrification with special focus on provision of energy to the remote mountainous areas; I - Rehabilitating, upgrading and expanding the rural power system in order to meet the demand for power supply for future socio-economic development; - Strengthening reliability and quality of power networks, reduce voltage and electricity losses on the grid, lower rural consumption price, improve businesses efficiency and rural power management ability of local power management boards; 3 - Refurbishment of the existing rural power network to increase reliability and quality of supply, including reduction of technical and non-technical losses; this Project incorporates 19 communes in 6 districts (Muong Khuong, Van Ban, Si Ma Cai, Sa I Pa, Bat Xat and Bac Ha) of Lao Cai province. - Extension of existing power networks to supply additional households; - Assisting local District and Commune committees to improve power system I management processes and improve business efficiency, to provide electricity reliably, safely and at reasonably cost; - Review rural power management models, to establish power management units of legal standing, with economic independence and the managerial/technical skills to operate effectively and profitably, repaying loaned funds; I - Expanding the use of renewable energy for the off-grid systems to serve the rural load inthe remote and isolated areas, where feasible and economically practicable; 1.2. NEED FOR PROJECT INVESTMENT I Based on the forecast data on economic development, power demand, the current situation of the existing power distribution network of the Project's commune. The existing distribution network is degraded, not synchronous. Power losses are very high. The alignmeunt of power lines is not well designed. Many types of poles are existed in the network. The alignment of power lines is not well designed. There are also many types of X electricity meters. In the past in order to save money, the distribution lies were created to go across gardens, ponds etc. The conductor is overhead type and not covered by any insulating materials, so it cause a lot of risk on safety to local people. The Project is planned to implemented in order to: - Improve the quality of the existing distribution network in the Project's communes. l - Increase the safety management of the distribution network; - Reduce power losses; 2 I - Increase electricity supply for the Project's communes; l - Change the form for management model of rural power network; - Gradually modernize the distribution power network. * 1.2. Commune selection criteria 1.2.1. General criteria * To be voluntary participants in the Project and understand requirements and regulations of World Bank and the Government of Vietnam to carry out RE II I Project; * To be willing to convert the communes power management model to legal local distribution units to control LV networks; * To have potential for economic development; * To have an acceptable capital recovery rate; * Revenue from power business can cover management, operation and funding costs. 1 1.2.2. Criteria for selection of communes for rehabilitation * Power losses exceeds 20%; aged power networks degraded and require 3 refurbishment; * Power demand is substantial (over 500 households); * Power demand for industrial production is substantial (over 20%); 1 * Number of electrified communes over 80%; * Average power consumption rate power household in substantial; estimated 3 annually 500 kWh/household. 1.2.3. BRIEF DESCRIPTION OF NATURAL AND SOCIAL CONDITION OF THE PROJECT'S PROVINCES Geographical position and topography 7 .. Lao Cai is mountainous province among northern border provinces of Vietnam. More than 70% of land is high land. There are two high mountain chains, Hoang Lien Son and Con Voi. The highest peak is 3,143 m. I Topography of Lao Cai is very complicated, high slope, many valleys, many abysses, floods, land slides etc. 3 Natural area of Lao Cai is 6,344 km2. I Population of Lao Cai is 547,106 people; Average population density is 74 people/ km2. There are 25 ethnics living in Lao Cai provinces. l Lao Cai is consisted of 8 districts, 1 township (Lao Cai) and 164 communes and wards. Climate Lao Cai has monsoon climate characteristics, I . Hot and rainy season from April to October. Cool season and dry season from November to March of the next year. I Average rainfall: is from 1,800 mm to 2,100 mm. Average humidity: 84% Average temperature is 22.9 oC. I Land resource l Total natural land: 805.7 ha . Agricultural land: 92.5 ha . Forested land: 274.8 ha; 3 . Specially used land: 12.4 ha; . Homestead land: 3.2 ha l Water resource Lao Cai has dense river system. River and stream system is not evenly distributed, 0.3 to 1.7 * km/km2. There are more than 10,000 big and small rivers, streams in the province. There are two big rivers crossing the province, they are Red river and Chay river. Protected areas Hoang Lien Son National Park is San Sa Ho, Lao Chai, Ta Van and Ban Ho commune, Sa Pa district and Muong Khoa, Than Thuoc communes, Than Uyen district. There is no Project's commune is located in the U protected area. Hoang Lien Son- Van Ban Proposed Nature Reserve is located in Nam Xay, Nam xe, Minh Luong, Tham Duong, Duong Quy, Da Thang and Nam Chay communes, Van Ban district.

Here, ethnic minority farmers have relied on their traditional ecological knowledge for centu- ries to fashion sustainable semi-subsistence livelihoods as best they can. With a rapidly increasing agrarian transition, these farmers must now juggle the agro-ecological limits of their farmlands with new state agricultural policies, growing market integration, and increasing extreme weather events. Despite about 60 percent of Vietnam’s landmass com- prising slopes greater than 15°, there is sparse information regarding how best to support sustainable livelihood approaches in such regions. Yet, an understanding of current crop choices, agricultural limits, and farmer decision-making processes in such locales is vital for relevant, slope-related policy suggestions to be formulated. In this paper, we take a mixed methods approach, combining land-use and land cover (LULC) change mapping with qualitative interviews and observations, to investigate the interactions among sloping lands, LULC change, and local livelihoods in a remote, mountainous commune in northern Vietnam’s borderlands. We analyze LULC maps for Bản Phố commune, Lào Cai province, which contains 13 ethnic minority Hmong villages and has a fairly typical upland topog- raphy with three-quarters of the land sloped over 15°.

    LAND SYSTEM RESILIENCE: LINKING LAND USE CHANGE, STATE POLICY AND ETHNIC MINORITY RESOURCE MANAGEMENT IN NORTHERN UPLAND VIETNAM Kate Trincsi Department of Geography McGill University Submitted March 2017 A thesis submitted to McGill University in partial fulfillment of the requirements of the degree of Master of Science. © Kate Trincsi ABSTRACT In the Socialist Republic of Vietnam, state policies governing land use, market integration, and poverty reduction largely determine the prospects for social-ecological resilience. In turn, land system change in the northern uplands has largely been shaped by market liberalization and the integration of ethnic minority farmers into state development practices and ideologies. Hybrid crops and plantation forestry are increasingly being adopted with important implications for local livelihoods and ecosystems, although the long-term outcomes of such land changes remain poorly understood. The aim of this thesis is to explore the relationships between state policy, land use change, and social-ecological resilience from 1999 to 2014 in Lào Cai Province, Vietnam. To do so, I draw on a conceptual framework integrating social-ecological systems, resilience, land system change, and sustainable livelihoods. Taking a mixed methods approach, I developed 15m resolution object-oriented land cover classifications, which I analyzed for change in landscape structure and function from 1999 to 2014. I also completed qualitative fieldwork including 75 semi-structured and informal interviews with government officials and Hmong, Yao, and Tày farmers. I find that there has been an important increase in plantation forestry, cash crops, and urban areas. Concurrently, total area under agricultural cultivation and secondary vegetation have declined, pointing to a land system regime shift.

Against a historically-informed backdrop of the ‘local’ research context with regard to ethnicity, cultural practice, livelihoods, markets and trade, I situate and critique the broader Vietnam state agenda. At present, the state supports regularising market development often in accordance with a lowland majority model, and promoting particular aspects of tourism that at times mesh, while at others clash, with upland subsistence needs, customary practice, and with uplanders successfully realising new opportunities. State-led initiatives to foster market integration are often instituted without informed consideration of their effects on the specific nature and complexity of upland trade, such as for the realisation of materially and culturally viable livelihoods. Conceptually, I weave together a framework for the study that draws key elements from three main strands of scholarship: 1) actor-oriented approaches to livelihoods; 2) social embeddedness, social network and social capital approaches to market trade and exchange, and; 3) the commodity-oriented literature.

    THE PRIME MINISTER THE SOCIALIST REPUBLIC OF VIETNAM Independence - Freedom - Happiness No. 1636/QD-TTg nd Hanoi, September 22 , 2015 DECISION Approving the adjusted overall plan on socio-economic development of Lao Cai province through 2020, with the vision toward 2030 THE PRIME MINISTER Pursuant to the Law on Organization of the Government, dated: December 25th, 2001; Pursuant to the Government’s Decree No. 92/2006/ND-CP, dated: September 7th, 2006, on formulation, approval and management of overall plan on socio-economic development; Pursuant to the Government’s Decree No. 04/2008/ND-CP, dated November 1st, 2008, on amending and supplementing a number of articles of the Government’s Decree No. 92/2006/ND-CP, dated September 7th, 2006, on formulation, approval and management of overall plan on socio-economic development; At the proposal of the People’s Committee of Lao Cai province, DECIDES: Article 1. To approve the adjusted and supplemented the overall plan on socio-economic development of Lao Cai province through 2020, with the vision toward 2030 (below referred to as the adjusted overall plan), with the following principal contents: I. Development viewpoint 1. The overall Plan on socio-economic development of Lao Cai province until 2020 and orientations to 2030 consistent with the strategy of socio- economic development of the whole country, the overall planning of socio- economic development of Midlands and Northern Mountains; Planning agreement with the sectors of the whole country. 2. Promoting reform, economic restructuring, innovation development model; attach great importance to the quality of growth in order to restore and maintain economic growth at high level; ensure social justice progress, reducing the gap in living standards, wealth, difficulties between the strata and regions of the province.
