Since its establishment, IRCI has been working extensively to enhance research for the safeguarding of intangible cultural heritage (ICH) in the Asia-Pacific region through implementing research projects in cooperation with research institutes, museums, NGOs, and government sections within and outside the region. This project, ‘Preliminary Research on ICH Safeguarding and the Disaster-Risk Management in the Asia-Pacific Region’ commenced in April 2016, as one of the core projects under IRCI’s Medium-Term Programme for Fiscal Year 2016–2020. As the first step to investigate this new research theme, the project started with a number of activities focused on understanding the current situations of natural disaster risk management and ICH safeguarding in the Asia-Pacific region, and developing a cooperative network of researchers for the project. These project activities were implemented in close cooperation with Tokyo National Research Institute for Cultural Properties, a research institute under NICH, which has become one of the first successful inter-organisational collaboration models within NICH. It is a great pleasure to present this project report on the results of our two-year long preliminary research activities, which includes contributions from many researchers in the Asia-Pacific region. Within these few years, there have been many developments in disaster risk management (DRM) and ICH, such as the discussions on ‘ICH in emergencies’ during the 11th and 12th sessions of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage. I hope that this publication can inspire additional studies and programmes associated with ICH and DRM, and contribute to the promotion of the Convention for the Safeguarding of the Intangible Cultural Heritage. This project was made possible by funds donated to NICH for the protection of cultural heritage (for 2016–2017), with some of the activities in 2016 also being financially supported through the official development assistance (ODA) grant for supporting UNESCO’s activities by the Ministry of Education, Culture, Sports, Science and Technology (MEXT). The project specifi cally focused on aspects related to natural hazards because in the Asia- Pacifi c region, a great number of countries frequently suff er severe events. Cyclones/ typhoons, fl oods, earthquakes, tsunamis, drought and volcanic erupti ons someti mes bring about disastrous consequences for these countries’ peoples. Thus, natural hazards and disasters1 are considered a factor threatening the viability of Intangible Cultural Heritage (ICH). Internati onal awareness concerning protecti ng and safeguarding cultural heritage against disasters has been growing. UNESCO’s Medium-Term Strategy for 2014–2021 (37C/4) emphasises the urgent need to respond

    TROPICAL CYCLONES AND CLIMATE CHANGE: FACTSHEET CLIMATECOUNCIL.ORG.AU TROPICAL CYCLONES AND CLIMATE CHANGE: FACT SHEET KEY POINTS • Climate change is increasing the destructive power of tropical cyclones. o All weather events today, including tropical cyclones, are occurring in an atmosphere that is warmer, wetter, and more energetic than in the past. o It is likely that maximum windspeeds and the amount of rainfall associated with tropical cyclones is increasing. o Climate change may also be affecting many other aspects of tropical cyclone formation and behaviour, including the speed at which they intensify, the speed at which a system moves (known as translation speed), and how much strength is retained after reaching land – all factors that can render them more dangerous. o In addition, rising sea levels mean that the storm surges that accompany tropical cyclones are even more damaging. • While climate change may mean fewer tropical cyclones overall, those that do form can become more intense and costly. In other words, we are likely to see more of the really strong and destructive tropical cyclones. • A La Niña event brings an elevated tropical cyclone risk for Australia, as there are typically more tropical cyclones in the Australian region than during El Niño years. BACKGROUND Tropical cyclones, known as hurricanes in the North Atlantic and Northeast Pacific, typhoons in the Northwest Pacific, and simply as tropical cyclones in the South Pacific and Indian Oceans, are among the most destructive of extreme weather events. Many Pacific Island Countries, including Fiji, Vanuatu, Solomon Islands and Tonga, lie within the South Pacific cyclone basin.
