As a homeowner in the North Fork Subdivisions near , I am concerned about the deterioration of my neighborhood due to the proliferation of commercial short-term lodging enterprises (VRBO/ Air B&B). These short-term rentals are not occupied by the owners when rented (many live out of state), they are advertised via various commercial websites for monetary gain, and the State of Wyoming requires them to pay sales and lodging tax. These are lodging businesses. These businesses have disrupted my community with trespassers, increased threats to our safety and excess use of our privately maintained roads.

Since my community is zoned Rural Residential, I filed a Nuisance Complaint with the county planning office. I received a response that there are "no regulations in place that affect short-term rentals". I disagree. The zoning resolution states (paraphrased) in Chapter 4, Section 2, Paragraph D, that if a use isn't listed in the land use table, the Planning Director shall determine if a use is allowed, conditional, or prohibited based on whether the use is similar or compatible to another use in the zone and that it falls within the intent of the zoning regulations. land Use Table 4.11ists 11 uses that are allowed in a RR Zoning Classification. None are lodging or similar activities. The Table lists 27 uses that require Conditional Use Permits. One is lodging related - Bed and Breakfast. There are two prohibited uses that are lodging related- Hotel/Motel and Campground/RV Park. Obviously, neither of the latter apply to the short-term rental situation, although at t imes campground/RV park seems applicable when the lodgers arrive in several motorhomes with trailers loaded and park them willy-nilly on the property and build roaring campfires at night. I submit that the Bed and Breakfast use that requires a Conditional Use Permit is a similar use to what is occurring, and in actual fact, the property owners are operating a self-catering bed and breakfast.

An additional concern is the occupancy numbers in these lodging rentals. One advertises a 2-bedroom that sleeps 8, another a 2-bedroom that sleeps 10. Are the proprietors providing adequate ~~f~ty measures? Are there fire extinguishers and smoke and carbon monoxide detectors? Some rentals are two story. Are there escape routes in case of fire? We have a well-trained and well-equipped fire department in Centennial, but it's a volunteer department. Response times are slower than in a city. There is the potential for a tragedy unless proper fire prevention and safety measures are in place.

The County Commissioners must address this issue. It is and will continue to be a county­ wide problem, as it is in other locales, unless the Commission acts to properly enforce and/or amend the zoning resolution and protect Albany County residents from these short-term rental intrusions.

Reading/Approval of Minutes for May were moved to be accepted by Jenna Strain, seconded by Julie Johnson, motion passed.

Treasurer Report: Sara Muhsman reported balances in each account. First Interstate account is $I2,669.73 with expenses of$50 to WY State 4-H Foundation for WSF awards, $13.70 to Albany County Treasurer for trailer tags, $150 each to Tanner Smith and Colton Elliott for National Shoot, $128.58 to Nate Vasek for herd repairs, $30 to Sarah Torbert for National Shoot T-shirts, $520.00 to WY State 4-H Foundation for Showcase Showdown. There was also a deposit of$389.18 from Murdoch' s BBQ. American National Bank account is $6,392.53. Livestock Judging had a deposit of$1.000 and Dog Project a deposit of$416. Endowment is $20,000.00 and Foundation is $7,082.98. Also have a deposit of$2,370 for Rancher for a Day.

Repports: Ali Hayes went to Grand Island, NE for National Shoot, as her husband Shawn was the coach. It was a 3-day competition. 18 ofthe 36 states were represented. Both Tanner and Colton were in the top 25! Showcase Showdown went well. There were 22 kids that participated. Wyatt Strain reported that he got 2nd place with his sumo robot and con­ struction robot, 2nd place on his film, and 8th place on his prepared presentation. He took a sausage class where they were able to make it and eat it, thanks to McKenzie Harris, Albany County 4-H Alum. Thomas and Amanda Christensen, also 4-H alums. taught a class on a cud-powered car.

Committee Reports: -Executive: In the process of looking over financial assistance forms. -Awards: Awards have been ordered for fair and donations are coming in. -By-laws: Met last month and are almost finished reviewing by-laws. -Carnival: nothing to report _ -Fund Raising: Went great! $2 .370 wa ~ rai~ed. -Junior Awards Trip: nothing to report -Record Book: Be working on record books! -4-H Foundation: They had a pancake breakfast at County Shoot on June 8. They will also be having a dinner fundraiser in September. -Junior Leaders: They had 4 members travel to Ohio for exchange June 2 I -27. They will be hosting Pennsylvania, who they are picking up in tomorrow. Then hosting Wisconsin. They will al so have their annual BBQ and dance at Fair.

Old Business -Murdoch's BBQ: Went well. sold out as usual. Next one will be in Oct. -Herd update: Nate Vasek was able to purchase materials, which council refunded, and was able to fix broken herds and reinforce the bases. Thank you, Nate, for your hard work and time! -Member Activities update: The ' Kick off to Summer' kickball game was a huge success! We had about 50 kid s show up and had to order more piu:a. Definitely something we would like to continue doing.

New Business -Club Showcase Exhibits-ML does have tri-folds in the office that are available. -Family Night at Fair-it was di scussed that 4-H would like to once again do the scavenger hunt. -Fair basket reminder-half of proceeds go to club, other half to council. -Mariah Ehmke suggested having an auction for indoor projects during Family Night at Fashion Review, kind of like the Junior Live- stock Sale. Overall discussion. sounded like this was a good idea but didn 't know if there was enough time to pull this off. May need to re-visit and possibly try next year. -Meaghan Stinson suggested having a Talent Show this Fall to show off 4-Hers' other talents. Charge an admission fee and have snacks. She will get started on planning this.

The District Contest for the Make It With Wool contest will be held on November 8, 2019. The contest is to promote the beauty and versatility of wool fabrics and yarns, encourage personal creativity in sewing, knitting, crocheting, spinning and weaving wool fabrics and yarns. Contestants must construct a garment for themselves using fabric or yarn that is at least 60% wool. Junior, Senior and Adult divisions must have their wool tested for wool content. This can be done by sending a 5x5 fabric sample or 36 inches of yarn with $7 per sample to: 0 State Director, Carol Macy, • • PO Box 428, Pine Bluffs, WY 82082. Samples must be postmarked on or before October 15. There are four age groups, Pre-teen, Junior, Senior and Adult. Pre-teen division DOES NOT have to have wool lab tested but the Clorox method is suggested. The winners of the District contest in the Adult, Senior and Junior divisions will advance to the State Contest in CASPER, DECEMBER 8-9,2019, RAMKOTA HOTEL Each district may send two Junior and two Senior contestants to the state contest. NEW THIS YEAR! All Adult contestants may participate at the State contest. To be eligible, contest­ ants must compete at a district contest first. To be eligible for prizes contestants must participate in all parts of the contest- judging and public fashion show. The National Office is no longer providing the 3 part carbon entry forms. 1 Projects  Backups o Purchased Barracuda backup server and services. o This allows us to utilize both onsite and cloud based backups for servers and workstations. o Cost wise we saving 31% each year for 4 years and after that the cost savings jump to 54% as the initial hardware costs would have been payed off . MBT solution $36,000 a year . ACG IT solution $24,737 a year ($16,361 after 4 years). o Goal is to have the Barracuda backup up and configured within the next couple of weeks so we can start running concurrent backups and test recovery functionality.

 Virtual Machine Migration o Spin down approximately 25 virtual machine in the Sheriffs office as they were replaced with physical machines.

 Windows 7 to Windows 10 Migration o Started a project timeline for upgrading all workstations to Windows 10 because Windows 7 goes End of Life at the end of this year. o First step of this timeline is to upgrade/rebuild any physical machines in the courthouse running Windows 7. . Goal is to have this step completed by the end of this month.

 Datacenter & Networking Closet Environmental Monitoring. o Purchased and installed wireless environmental monitoring devices in all of the networking closets and datacenters. o This allows us to monitor items such as temperature or humidity within these locations and alert us if anything begins to fail. o Performed general maintenance and filter cleaning on all cooling units. . I want to point out these were nasty and heavily neglected.

Projects  Backups o Working with the Attorneys Office to see if we can leverage the State NASPO agreement for purchases. o Obtained quotes and demo’d several solutions from multiple providers.

 VMware – OVA Analyses o Analytics box is up and collecting data against our entire virtual infrastructure. o Using the data collected we are; . Redistributing computing resources . Cleaning up orphaned data . Reconfiguring system level attributes to best serve our resources.

 Audio & Video in District Court Courtroom o Working with Absolute Audio Visual to bring the courtroom up to date and into a fully functional state. o They will be onsite this weekend to perform some training and maintenance malfunctioning items.

 Renew IT Budget Tracking & Documentation o Implemented a new budget tracking system within IT. o Working with accounting office so line items are separated appropriately to make the budget more understandable and user friendly.

 Printer Maintenance & Service o Sat down with Lewan to review our entire printing and maintenance contract. o Implemented scheduled maintenance and cleaning for all printers across the county.

Projects Quick description as to some of the larger projects and work we have been performing over this timeline.

 Sophos Anti‐Virus Migration o Setup and configured Sophos Central o Converted on premise licensing to Sophos Central at no cost to ACG. o Migrated almost 200 workstations and 30 plus servers off of Medicine Bow Technologies anti‐virus and onto our own. . Still working to finish up the server migrations as these have to be done manually and after hours.  Office 365 Migration o Wrapped up client installs of the O365 desktop applications. o Converted more than 10 public calendars into shared calendars via O365. o Provided O365 training to ACG employees via UWIT training courses at no cost to ACG. . This was the start of a relationship with UWIT training as we will continue to leverage them. o Pursuing purchase of more O365 licenses via Dell as we are at our cap. o Several departments are interested in using OneDrive as a file store instead of the courthouse file system as it is more flexible for clients that are very mobile.  Backups 4 o Gathering information for possible RFP. o MBT backups were failing, worked to resolve the issue and provide information and access as needed.  Crime Victim Witness – Wireless o Removed obstructions and realigned antennas to provide a faster and more reliable connection. o This has greatly improved uptime and functionality for CVW.  VMware – OVA analyses and analytics. o Setting up a VMware analytics box to collect information from our environment and report back as to what is most over or underutilized. o Planning to use this information to 1) better the current virtual environment and 2) give us information on how to best roll out the first batch of physical machines.

In reviewing the "Tumbleweed" Site Specific Investigation prepared by Weston Engineering, and the subsequent review of that document by WWC Engineering, I have serious concerns.

WWC Engineering states in no uncertain terms that the use of the SO-year old fuel storage tanks did not concur with Weston Engineering's opinion of "low potential risk" to the Casper Aquifer. I agree with the WWC statement. Fifty-year old underground storage tanks, which have failed cathodic protection testing on several occasions (in 2000 and 2017) are not suitable for continued use anywhere, let alone in the Aquifer Protection Overlay Zone (APOZ).

New double-walled tanks with continuous leak detection equipment should be a minimum standard to be achieved at this site. Above ground tanks would be another option. Wyoming DEQ, in its Storage Tank Program is a case in point of what it has cost the public to remediate leaking tanks throughout the state for at least the past 30 years.

Now that the fuel storage tanks are in use and concreted over, if tank replacement does not seem to be an option, there should be some sort of monitoring program initiated. This is the responsible thing for the City of laramie, Albany County, and the DEQ to install or require the installation of. This would most likely involve the installation of monitor wells around the tanks. The fact that wells were not drilled to check for indications of past leakage during the Site Specific Investigation was a serious omission in that assessment.

Dear Commissioners Jones (Chairman), Richardson, and Gosar:

We are worried about the County's failure to enforce Albany County zoning rules. Our property is in the North Fork subdivision which is zoned "Rural Residential." Such a designation prohibits land from being used for commercial gain, but next door sits a small structure that has been advertised on VRBO and Air B&B as a lovely moose-watching site for overnight stay. The traffic, numbers of people, and trash have multiplied immensely, not to mention the noise from rowdy late-night parties.

This is a single example. Our subdivision has become inundated with short-term rentals. Absentee owners find that renting their property is too lucrative to pass, regardless of their neighbors' discomfort. As full-time residents, we've been advised that the Albany County Commission is our hope for redress.

Please take up this issue.
