EXPLANATORY MEMORANDUM
In accordance with Article 2 (2) of Council Directive 75/268/EEC of 28 April 1975 on mountain and hill farming and farming in certain less- favoured areas^), the Greek government has requested an extension of the list of less-favoured farming areas fixed by Directive 81/645/EEC of 20 July 1981(2\ as last amended by Council Directive 89/588/EEC of 23 October 1989.
The new request involves an increase in area of 178.000 hectares of UAA meeting the classification criteria laid down by Council Directive 85/148/EEC of 25 February 1985. This brings the proportion of less- favoured areas to the utilised agricultural area of the country to 80.8%.
The annual impact on the budget is estimated at ECU 1.4 Million.
The main aspect of this request is the creation of homogenous agricultural border areas within the meaning of Article 3 (5).

(2) OJ No L 238, 24. 8.1981, p. 1. 1 Draft COUNCIL DIRECTIVE Of amending Directive 81/645/EEC concerning the Community list of less-favoured farming areas within the meaning of Directive 75/268/EEC (Greece) THE COUNCIL OF THE EUROPEAN COMMUNITIES, Having regard to the Treaty establishing the European Economic Commun i t y, Having regard to Council Directive 75/268/EEC of 28 April 1975 on mountain and hill farming and farming in certain less-favoured areas^1), and in particular Article 2 (2) thereof, Having regard to the proposal from the Commission^2), Having regard to the opinion of the European Par Iiament^3), Whereas Directive 81/645/EEC^4), lays down the areas in Greece which are included in the Community list of less-favoured areas within the meaning of Article 3 (3), (4) and (5) of Directive 75/268/EEC; Whereas the Greek Government has requested, in accordance with Article 2 (2) of Directive 75/268/EEC, that the Community list of less- favoured areas given in the Annex to Directive 81/645/EEC be amended; Whereas the new areas to be included in the list comply with the criteria and figures applied pursuant to Directive 85/148/EEC^5) to determine areas within the meaning of Article 3 (3), (4) and (5) of directive 75/268/EEC; (1) OJ No L128 of 19.5.1975, p.1. (5) OJ No L56 of 25.2.1985, p.1.) - 2 - Whereas it has been decided that the only new areas to be classed as areas affected by specific handicaps as referred to in Article 3 (5) of Directive 75/268/EEC are the border areas eligible under the Interreg Community initiative^6), which requires the reclassification of areas already classified as areas within the meaning of Article 3 (4) as areas within the meaning of Article 3 (5) in order to create homogenous agricultural border areas; Whereas the combined area of the areas in question does not exceed 4% of the area of the Member State concerned; Whereas the amendment requested by the Greek Government represents 2.5% of the utilized agricultural area of Greece; whereas, as a result of this request, the amendment to Directive 81/645/EEC involves an increase of more than 1.5% of the utilized agricultural area in Greece, AS ADOPTED THIS DIRECTIVE; Article 1 The list of less-favoured areas in Greece given in the Annex to Directive 81/645/EEC is hereby supplemented and amended in accordance with the list given in the Annex hereto. Art icle 2 This Directive is adressed to the Hellenic Republic. Budget Heading (1993 nomenclature) B2-1010 : Objective 1 CSF 2. Legal basis : Article 43 of Treaty Description of measure : The purpose of the proposal is to extend the less-favoured areas of Greece within the meaning of Directive 75/268/EEC and to reclassify areas now covered by Article 3(4) of Directive 75/268/EEC as Article 3(5) areas. This reclassification has no financial consequences. This enlargement affects the agricultural population of the areas concerned. 4. Classification of expenditure : NCE 5. Form of expenditure : Part-financing of eligible expenditure at a rate of 65% in accordance with existing rules. 6. Financial implication as regards operating appropriations 6.1 Method for calculating total cost : The proposal involves an increase in the UAA classed as less favoured areas of 177.950 hectares and in the number of livestock units receiving premium of 41.000. With average aids of ECU (B) 52/LU, the cost to the EAGGF Guidance Section would be : 41.000 LU x ECU (B) 52 x 0,65 = ECU 1,4m. 6.2 Schedule of commitments and payment appropriations Year CA/CP (in ECUm) 1993 p.m. 1994 1,4 1995 1,4 1996 1,4 1997 1,4 1998 1,4 1999 1^4 Total 8,4 -4- COST BENEFIT ANALYSIS Aims and justification for the measure The proposal to extend the less-favoured areas has been made as a result of a Greek application based on the criteria currently in force and used under Directive 81/645/EEC. The Commission is obliged to evaluate this application on the basis of the said criteria and to send it to the Council. There is, therefore, no alternative and it does not constitute a new measure str ictu sensu. Consistency with financial programming Expenditure will be accounted for in the new financial envelope to be adopted for Greece for the period 1994-99.
