ELMAN RUSTAMOV P"#$%&#'( )* (+# A,#"-/%0/' C+#$$ F#&#"/(%)' Azerbaijan, the Land of Fire with a history of chess, will play host to the World Chess Olympiad this year. The “Pearls of Azerbaijan” digest, which represents a collection of chess combinations of both contemporary and earlier Azerbaijani chess players, will be of interest to chess fans all over the world. The digest provides an insight into hundreds of chess games by renowned Azerbaijani chess players and refl ects stages in the development of chess in- tellect. Therefore, from the standpoint of its contribution to the development of a generation of chess players, diversifi cation of chess analysis and promotion of chess heritage, I do hope that this edition will earn itself a place among lovers of chess. The presence of in- formation about chess in the writings of Nizami Ganjavi and Khurshidbanu Natavan suggests that chess in Azerbaijan has a long history. From this point of view, the fact that combinations by Azerbaijani chess players are being pu- blished together in one edition is particularly important. The edition, titled “Pearls of Azerbaijan”, describes combinations played not only in the modern period, but also in the previous century. The publication of nearly combinations in one book will allow chess amateurs to easily study them. In addition to Azerbaijani chess amateurs and coaches, the “Pearls of Azer- baijan” edition, being published on the eve of the nd World Chess Olympiad, will be a useful aid to the broader chess community around the world. It will also provide children with the opportunity to study Azerbaijanms chess history and traditions. The edition contains many interesting combina- tions by Azerbaijani chess players — not only of the contemporary period, but also those who played in the early th century. The valuable information available in the book describes the diff erent stages in the development of chess in Azerbaijan and shows that this game has a long history in our country. The publication examines chess combinations — all of which are played by Azerbaijani chess players. The fact that combinations from the ancient game of chess are grouped toge- ther in one volume will prove extremely helpful to chess players, coaches and amateurs alike. I am sure that the “Pearls of Azerbaijan” edition will contribute a huge amount to the development of the younger generation of chess players. INTRODUCTION The idea of creating this book came to me years ago, following my analysis of Azerbaijani chess playersm games. I discovered a huge amount of combina- tional motifs which they created during their play. Why not combine the most interesting combinations of our current gene- ration with those of our past masters into one volume, I thought to myself? And so I began a collection of the most beautiful Azerbaijani combinational masterpieces. Acknowledging the fact that in our country will host the nd World Chess Olympiad, a decision was taken to fi nalise and produce the current book with the help of World Chess Olympiad Operating Committee. In this volume you will fi nd the brightest and most sparkling selection of tac- tical masterpieces from our Azerbaijani chess players, which have been care- fully selected and designated into categories: easy, medium and diffi cult, in order to attract not only the professional player but also to share the joy with all chess lovers. I am absolutely sure that the current collection of chess masterpieces which we have titled „The Pearls of Azerbaijan” will inspire our current chess players to produce even more combinational beauties - and of course it will be a good handbook for our trainers and chess players across the country.     Ranking by pairwise comparisons for Swiss-system tournaments L´aszl´oCsat´o∗ August 28, 2015 Abstract Pairwise comparison matrices are widely used in Multicriteria Decision Making. This article applies incomplete pairwise comparison matrices in the area of sport tournaments, namely proposing alternative rankings for the 2010 Chess Olympiad Open tournament. It is shown that results are robust regarding scaling technique. In order to compare different rankings, a distance function is introduced with the aim of taking into account the subjective nature of human perception. Analysis of the weight vectors implies that methods based on pairwise comparisons have common roots. Visualization of the results is provided by Multidimensional Scaling on the basis of the defined distance. The proposed rankings give in some cases intuitively better outcome than currently used lexicographical orders. In the world of sport there is no consensus in using a particular ranking method. Various evaluation methods have been applied to different events taking into account the specifics of the particular sport activity. Further complication emerges when participants are teams, and the final ranking should also reflect individual results. One characteristic example for that situation is a chess team championship. In this article it is assumed that the final ranking of participants of a sport tournament is based on the outcome of the games that have been played against each other.

    Statement by the Delegation of Azerbaijan Human Dimension Implementation Meeting Working Session 13: Fundamental Freedoms I (freedom of movement) Warsaw, 27 September 2016 As delivered by Fidan Mahmudova Embassy of Azerbaijan to Poland Right of reply In reply to the Armenian delegation statement which was full of groundless accusations against my country, we wish to state that Armenia bears the responsibility for unleashing the war against Azerbaijan, by using force occupied twenty percent of Azerbaijan’s territories and carried out ethnic cleansing and committing other atrocious crimes. With regard to the 8-year old boy, who was travelling to Baku, we call on the Armenian delegate to end disseminating inaccurate information, as Luka was accompanied by his mother who did not possess travel permission for the child from his father which is required for individuals travelling under the age of 18 (the permission of both parents is required). Furthermore, Armenians and people of Armenian origin do not face any obstacles entering Azerbaijan. Thus, Armenian delegation participated in the First European Games held in Baku last year. In their interview Armenian sportsmen expressed their satisfaction with the participation. If there were any problems, they would have never participated in the next such kind of events. We also wish to state that last year the Armenian delegation took part in the chess competition which also was held in Baku in 2015. And finally, we’d like to remind the Armenian delegation that the Azerbaijani President personally awarded the sportsman of Armenian origin during 1st European Games in 2015 who won the second prize.

The newly combined entity, now named the United States of America Chess Federation (and currently known as US Chess), primarily promoted tournament play throughout the country. More importantly, the U.S. Chess Championship, the U.S. Open, and the U.S. Olympiad team now fell under a single organizational roof and served about 1,000 members. There have been many important milestones since 1939 as US Chess grew and evolved. Bobby Fischer’s quest for the World Championship in the 1960s and 1970s, the growth of scholastic chess, the broadening of the US Chess mission beyond the organization’s singular focus of rated play, and most recently, Fabiano Caruana’s challenge to Magnus Carlsen for the World Championship. Along the way, US Chess has learned much about itself and what a powerful tool chess is.
