    International Journal of Communications Law & Policy Special Issue Global Flow of Information, Autumn 2005 GOVERNING THE EGALITARIAN CORE OF THE INTERNET ∗ By Christoph Engel ∗∗ ABSTRACT Few would claim that regulators, or academics working on regulatory policy, have neglected the Internet. However, most of their work is attracted by the global character of the Internet. Admit- tedly, this is a serious challenge to regulation, but it is not the only, and probably not even the most disquieting one. In the regulatory discourse, short shrift is given to the fact that the Internet originated in the egalitarian culture of American university computer labs. Its architecture was shaped during that period. Up to the present day, many key functions for Internet management are held by people coming from that culture. This paper argues that the egalitarian challenge to Internet governance has been largely over- looked. The challenge is serious, but not unmanageable. Nevertheless, regulators must use appro- priate concepts to understand the challenge. A subfield of sociology, cultural theory, is particularly instrumental for that purpose. In order to address the challenge, regulators must use a set of gov- ernance tools that deviates considerably from standard regulatory responses. INTRODUCTION The Problem Regulators are not good at multi-tasking. Admittedly, no one would claim that regulators have neglected the Internet. After all, there is a flurry of regulatory activity all over the world, 1 and an almost intractable amount of academic work on Internet-related subjects. 2 Most of this work is driven by the global character of the Internet. Communal activism spread and flourished until the mid-1970s in many parts of the world. To analyse this global phenomenon, this thesis explores the similarities and differences between the commune movements of Denmark, UK and the US. By examining the motivations for the communal revival, links with 1960s radicalism, communes’ praxis and outward-facing activities, and the crisis within the commune movement and responses to it, this thesis places communal activism within the context of wider social movements for social change. Challenging existing interpretations which have understood the communal revival as an alternative living experiment to the nuclear family, or as a smaller part of the counter-culture, this thesis argues that the commune participants created varied and new experiments for a total revolution against the prevailing social order and its dominant values and institutions, including the patriarchal family and capitalism.

Bellhouse1 Weekly Bills of Mortality for the City of London were published from the beginning of the seventeenth century. The impetus for the collection and publication of these data came from periodic outbreaks of the bubonic plague in the city. John Graunt, the father of statistical science, based his work Natural and Political Observations upon the Bills of Mortality on the published statistics. For the plague of 1593 in London, it is shown here that all published data, except for perhaps some yearly totals, have been constructed. Examination of the constructed data provides some insight into statistical thinking in the seventeenth century. Some aspects of the accuracy of the Bills of Mortality are also discussed as well as the statistical insights into the Bills of Mortality by some of Graunt's contemporaries. Introduction and Background John Graunt (1620±1674) is generally acknowledged as the father of statistical science for his Natural and Political Observations upon the Bills of Mortality. The book went through four editions in his lifetime (Graunt 1662a,b; 1665a,b), the last two published during an outbreak of the bubonic plague in London. Graunt based his ®ndings on the mortality statistics that had been regularly collected in London by the Company of Parish Clerks. The collection of mortality statistics, especially those relating to the plague, in the City of London date from the early sixteenth century.

  • Medieval Land Reclamation and the Creation of New Societies
    MEDIEVAL LAND RECLAMATION AND THE CREATION OF NEW SOCIETIES. COMPARING HOLLAND AND THE PO VALLEY, c.800-c.1500 ABSTRACT One problem with scholarly research into land reclamation has been the tendency to overly focus on two questions - how and why did it happen? It has led to an over-emphasis on technological innovation and demographic and commercial pressures. Furthermore, it has obscured a far more fascinating and significant question – what were the social consequences of pre-industrial land reclamation? What kinds of societies emerged as a result of land reclamation? These questions are addressed through a comparative historical analysis of two cases of land reclamation in the medieval period: the peat lands of Holland (the Netherlands) and the Po Valley plains (Northern Italy). In the paper it is shown that medieval land reclamation led to the emergence of two very divergent societies, characterised by a number of different configurations in; (a) power and property structure, (b) modes of exploitation, (c) economic portfolios, and (d) commodity markets. In the final section, a further question is considered. To what extent was either of these societies inherently better configured to negate the potentially disastrous effects of land reclamation on the natural environment? In the conclusion it is argued that more ‘equitable’ and ‘freer’ pre-industrial societies were better placed to deal with the consequences of environmental degradation than those marked by polarisation and repression – even when those polarised societies made recourse to capital investment in technology.
