The rate in 1999-00 was 5.0 percent. • Out of the 45 states in compliance, dropout rates ranged from 2.2 to 10.9 percent. The Texas rate of 4.2 percent ranked 20th. • The 2000-01 annual dropout rate for Grades 9-12 based on the NCES definition was 4.2 percent, three times the 1.4 percent rate based on the TEA definition. • For Grades 9-12, there were 46,973 dropouts under the NCES definition, compared to 16,003 dropouts under the TEA accountability definition—a difference of 30,970 students. The ratio of NCES dropouts to TEA dropouts for Grades 9-12 was 2.9 to 1. • Under the state definition, the 2000-01 Grade 9-12 annual rates for African American, Hispanic, and White students were 1.8 percent, 2.0 percent, and 0.8 percent, respectively. Under the federal definition, the annual rates for African American, Hispanic, and White students were 5.4 percent, 6.1 percent, and 2.5 percent, respectively. • The Grade 7-12 rate was 2.9 percent under the NCES dropout definition, compared to 1.0 percent under the TEA definition. • Grade 10 had the largest number of dropouts under the NCES definition, while Grade 9 had the largest number of dropouts under the TEA definition. • The difference between the TEA and NCES dropout counts was greatest for Grade 10. National Center for Education Statistics State and District Dropout Counts and Rates v vi Secondary School Completion and Dropouts in Texas Public Schools, 2000-01 Introduction The data tables and listings in this report provide secondary school dropout data at the state and district levels as a supplement to Secondary School Completion and Dropouts in Texas Public Schools, 2000-01 (Texas Education Agency [TEA], 2002b). This supplement includes annual dropout rates calculated under the National Center for Education Statistics (NCES) definition and rates calculated using the Texas accountability definition. A description of the NCES dropout definition and an explanation of the main differences between the NCES and Texas definitions are included. NCES rates for Texas and other states are provided. A district-by-district listing of 2000-01 annual dropout counts and rates for Grades 9-12 is presented (Table 7 on page 21). National Center for Education Statistics State and District Dropout Counts and Rates 1 2 Secondary School Completion and Dropouts in Texas Public Schools, 2000-01 State and National Dropout Definitions and Methods State and National Reporting The National Center for Education Statistics, "the primary federal entity for collecting, analyzing, and reporting data related to education in the United States," (NCES, 2003b, p. i) has been collecting and reporting state-by-state event dropout rates since the 1991-92 school year. NCES reports event dropout rates for states that submit data
