ALLEGATO B Foto 1 Urbs Salvia (Urbisaglia, MC), anfiteatro; I secolo d. C. A dispetto delle parole di Dante, che ne fece il paradigma della scomparsa di genti e di città (Paradiso, 16, 73-78), il sito dell’antico municipio romano di Urbs Salvia vanta uno dei più suggestivi parchi archeologici delle Marche. Un ampio tratto di mura, un grande tempio con passeggiata sotterranea (criptoportico) affacciato sulla piazza del Foro e l’anfiteatro costituiscono i segni più marcati di quel lontano passato. Capace di ospitare circa 20000 persone provenienti anche dai piccoli borghi sparsi nelle campagne, l’anfiteatro fu costruito nella prima età imperiale, periodo di grande rinnovamento urbano e monumentale di quasi tutte le città romane conosciute nelle Marche (Fano, Pesaro, Ancona, Suasa, Sentinum, Helvia Ricina, Falerio, Fermo, Cupra Maritima, Ascoli). Insieme alle terme, il teatro e l’anfiteatro rappresentavano i segni più forti di quell’urbanitas di comportamenti e cultura in cui si riconosceva l’uomo romano. L’Imperatore Cesare Traiano Adriano Augusto, figlio del Divo Traiano Partico, nipote del Divo Nerva, Pontefice Massimo, insignito della potestà tribunizia per l’undicesima volta, console per la terza volta, a sue spese restaurò il tempio dedicato alla Dea Cupra. Publio Elio Traiano Adriano Augusto, l’imperatore filelleno, il grande viaggiatore che volle compendiare nella sua reggia di Tivoli quanto di culturalmente più elevato esisteva nel suo sterminato impero, non dimenticò i luoghi d’origine della propria stirpe, nativa di Hadria nel Piceno. Di questo interesse è prova l’iscrizione oggi murata nella Chiesa di San Martino di Grottammare, nella quale Adriano ricordò il rifacimento a sue spese del Tempio della Dea Cupra, evidentemente in abbandono alla sua epoca. Santuario antichissimo che si diceva fosse stato costruito dagli Etruschi sulla riva del Mare Adriatico a tutela di quanti navigavano lungo la costa, il tempio è stato finora ricercato senza successo. Della sua fama rimangono solo poche citazioni di autori antichi e la dedica di Adriano, che volle tramandare il ricordo della sua personale munificenza verso questo piccolo santuario mentre, quasi negli stessi anni, evitò accuratamente di aggiungere il suo nome nelle ricostruzioni di grandi edifici romani, quali il Pantheon, i Saepta Iulia, la Basilica di Nettuno, i Bagni di Agrippa, il Foro di Augusto. Sempronio Gracco, rappresentando uno dei caposaldi della ridistribuzione agraria voluta dal tribuno nel territorio un tempo soggetto ai Galli Senoni. Sulla strada principale, situata al centro dell’insediamento, si affacciavano isolati occupati da abitazioni e botteghe. La sua intensa frequentazione, testimoniata dai solchi delle ruote dei carri e dall’usura del basolato in pietra calcarea, doveva rendere vivace la vita della città, punto di passaggio obbligato per chi, da Roma e dall’Umbria, doveva raggiungere la costa settentrionale delle Marche. (da Monte Rinaldo, Storia e Paesaggio: https://monterinaldo.files.wordpress.com/2014/12/img_1020.jpg) In una zona appartata, nell’interno della Val d’Aso, agli inizi del I secolo a.C. venne costruito uno dei più grandi santuari dell’area picena. E’ il periodo in cui le città italiche e i municipi latini rivaleggiano fra loro - e talvolta anche con Roma- costruendo grandi edifici pubblici o luoghi di culto, che rinsaldavano l’orgoglio delle origini della comunità di appartenza e ostentavano una ricchezza finallora mai raggiunta. Ma a Monte Rinaldo non vi sono tracce di città, borghi o grandi proprietà che giustifichino un tale impegno, economicamente assai rilevante. L’unica spiegazione per la costruzione del santuario risiede nella scoperta di un pozzo contenente ex-voto d’argilla, raffiguranti parti anatomiche risanate per intervento divino, e nell’identificazione di una fonte, a cui dovevano essere connesse proprietà mediche. Elementi che fanno pensare a un culto tributato a qualche divintà salutare (Esculapio o Salus) o a Bona Dea, divinità delle selve e dei luoghi selvaggi. Gli scavi archeologici hanno messo in luce un tempio a tre celle, un pozzo, un edificio di servizio e un grande portico. Quest’ultimo, utilizzato per il ricovero dei partecipanti ai riti e alle feste e, in una sua parte separata, per riunioni di carattere sacro, è l’edificio più conservato dell’intero complesso, con le colonne doriche e ioniche di arenaria che sembrano oggi vigilare sul paesaggio collinare, oltre cui si intuisce il mare. Oggetto di accurate indagini e sede di un Parco Archeologico, l’antico centro romano di Suasa è noto per i resti di una piazza commerciale, dell’anfiteatro e di alcune grandi domus risalenti alla piena età imperiale romana. Gli scavi hanno inoltre permesso di conoscere frammenti della Suasa più antica, risalente al III-II secolo a.C. La Casa Repubblicana è uno di questi; di essa si conserva pressoché integralmente il solo cubicolo padronale, costruito, come l’intera dimora, nella tecnica a mattoni crudi, utilizzata fino ai nostri giorni nelle “case di terra” diffuse nel territorio marchigiano. Destinato al riposo e all’accoppiamento dei coniugi, l’ambiente ha le pareti decorate da pannelli in stucco che riproducono lastre di prezioso marmo; di grande interesse è il pavimento a mosaico, delimitato lungo i lati da un motivo riproducente mura urbiche, simbolo della sicurezza domestica e dell’inviolabilità della casa e dei suoi abitanti. .

Box 1346 Ann Arbor, Ml 48106-1346 Abstract This thesis compares Umbria before and after the Roman conquest in order to assess the impact of the imposition of Roman control over this area of central Italy. There are four sections specifically on Umbria and two more general chapters of introduction and conclusion. The introductory chapter examines the most important issues for the history of the Italian regions in this period and the extent to which they are relevant to Umbria, given the type of evidence that survives. The chapter focuses on the concept of state formation, and the information about it provided by evidence for urbanisation, coinage, and the creation of treaties. The second chapter looks at the archaeological and other available evidence for the history of Umbria before the Roman conquest, and maps the beginnings of the formation of the state through the growth in social complexity, urbanisation and the emergence of cult places.

As I have underlined in a recent volume that approaches the same subject for the somewhat wider central Adriatic region of Italy (F. Vermeulen, From the Mountains to the Sea. The Roman Colonisation and Urbanisation of Central Adriatic Italy, 2017) the book by Silani is a successful attempt to describe and analyse the formation and growth of towns in this still somewhat under-studied area of central Italy. The young scholar contributes significantly to a better understanding of the lasting Roman impact on conquered societies in this area south of the fertile Po plain, squeezed between the Apennines, the Adriatic and the area of the focal maritime harbour of Ancona. The first phase of Romanisation especially, coinciding with the later centuries of the Republic (third to first centuries BC), and culminating in the reign of Augustus, is essential to deciphering forms of transmission, assimilation and cultural integration.

    Studi e Ricerche socio-territoriali Napoli, 2(2012), pp. 209-230 Problems of implementation of local Agenda 21 in Ancona (Italy): the case of the “Peter Pan” environmental project* Salvatore Cannizzaro** - Gian Luigi Corinto*** Riassunto La sostenibilità ha tre dimensioni, economica, ambientale e sociale, che sono distinte ma collegate tra loro, allo stesso livello di rilevanza. La dimen- sione sociale dà speciale importanza all’occupazione del lavoro, alle reti di sicurezza sociale, all’equità e alla partecipazione democratica nel processo de- cisionale. Il nostro lavoro mira a descrivere e valutare la rilevanza sociale di un’esperienza di Agenda 21 Locale, di un progetto ambientale, il Peter Pan (Progetto di Ecosviluppo del Territorio della Provincia di Ancona) adottato dalla Provincia di Ancona nelle Marche. A tale scopo abbiamo condotto una ricerca con metodo qualitativo, mediante interviste al personale coinvolto nella pianificazione e realizzazione del progetto. Nel mese di settembre 2010 sono state effettuate interviste ad amministratori pubblici, project manager e facili- tatori presso l’ufficio di Agenda 21 Locale di Ancona. I risultati principali della nostra ricerca consistono nella individuazione delle procedure democratiche per la pianificazione ecologica del territorio nella provincia di Ancona e del ruolo tenuto dagli uffici pubblici nell’incoraggiare la popolazione alla coscienza am- bientale e alla conseguente partecipazione al piano d’azione di sviluppo locale. In essence, it reflects on what five years of complementary research have contributed to our knowledge on the wine and oil business in this area between the Late Republican and the late antique period (2nd century BC-5th century AD). Through a substantial expan- sion of the original press database and a fresh blend of both older and newer data, the author further stresses the importance of this sector in central Adriatic Italy, while at the same time expanding our view on how it is represented archaeologically. However undeniable it may be that several specific historical moments actually carved deep divisions separating them from preceding periods, causing accelerations and evolutions in the development of the urban geography and monumental system of several centres, there is an obvious and significant continuity in progressive acquisition processes of monumental typologies and organization models of urban areas, from the end of the Iron Age to the early Imperial age.
