There -was support for the conclpt of developing regional institutions rather than a national institute.. The Department ofthe Interior's 'Bureau of Indian Affairs opposed the enactment of S. 792 . because the bill proposed ap teaove the Indian Arts and 4afts Board and the Institute of American Indian Arts from the Department. When the Senators appear, we will ask the witne_to bear with us and permit them to give their testimony. Our first witness is Delfin Lovato, chairman of the All Indian Pueblo Council. We are delighted to have you with us and to have your testimony. First, I should fell you that this bill, S. 792, is for thepreservatix and development of native American arts and culture. Ddring the 96th Congress, I introduced S. 2166, a bill which has the same purpose. The Select Committee on Indian Affairs held two hearings on that bill, one in Sante Fe, N. Mex., on April 14, 1980, and ORR in:Wash- ington, D.C. on July29, 1980. The hearings brought to light a number of issues which required clari4cation before the committee couldvact on the legislation. However, due to tile committee's busyagenda,' final 1. action on S. 2160 uyas postponed. S. 792, which I introduced, on March 24, 198/, along with Senators Burdick, Hatfield, Inouye, Goldwater, Matsunaga, Baucus, Domenici, and DeConcipi, incorporates many of the suggestions made by Indian ) as weal 'as non-Iiidiiin witnesses during the committee's hearings in 1980. They include: No. 1, postponing action on the location of the insti- tute until a decision is reached by a majority of theboard; No. 2, a elearer eiefipition of/ "Indian" and "Indian tribe"; No. a greater emphaiis on coordination rather than centralization of the Federal effort to promote Indian art and culture; No. 4, majority Indian rep- resentation on the board; and No. 5, reliance on tribal art and cultural (1) ) 5 2 programs of S. 7'92 is to provide for the establishnientof a na- tional institute through which Indianart and f/pItlat will be pre-, served, revitalized, aid disseminated. It currently administers the progilons at the instituteand has. by all accounts. done a poor job. That is nota reflection on the Bureau of 'Indian Affairs' ability,in otherprograms. It is a reflection on the lack of in- centives and understandinsby the Bureau of Indian Affairsconcern ina'what Tnehan art andct.ure is about and writ:Hui/1g what we are trying to accomplish with the bill, ------ Therompittee s hearings last yearon this issue revealed that current Federal initiatives in the area of Indianart and culture are fragmented and inadequate. Fui1hermore. a recent decision by SecretaryWatt to move the Insti- tute of American Indian Art to the College rif Sante'Veon a contract basis has been eraracterizedas a short-term,answer. I believe that the erosion of Indian artistic and cultural expressionrequires a long-term solution and that S. 792 is, in effect, the formulationof such a solution. The estahilshment of an institute for theenhancement and preserva- tion of this Nation's nativeart and culture is not a new concept, but I believeit is one whose time hascome. The Senate Special SubovninitteeOil Indian Education in its 1969 report. "Indian Education : A National TragedyA NationalChal- lenge.." recommended the creation of suchan institute and emphasized that "the information suchan institute could disseminateaas well as the research which it could c6fiduct,would greatly increase public knowl-.

In 1956 he was elected to the governing board of The Wilderness Society and in 1960 was hired as their associate executive director. He served as director of The Wilderness Society from 1964-1977. Brandborg’s papers include correspondence, research files and other documents from his time with The Wilderness Society, as well as material documenting his work with the National Wildlife Federation, the National Park Service, Wilderness Watch, and Friends of the Bitterroot (Montana.)     CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy.

We recommend giving the students the opportunity to further their education in technologies and methods used to continue these projects. 1 Executive Summary With plans for expansion after consequences due to demolition of the old campus, the Santa Fe Indian School (SFIS) has plans for expanding education within the curriculum for the purpose of developing ways of presenting future plans to the community. In addition, information regarding the old campus was not collected, and later lost with the demolition. SFIS needs a system of gathering information for this issue to not occur in the future.

This was the most elegant and meticulous publication on American Indian art ever offered for sale. Its publication came at a time when American Indian art of the West and Southwest was prominent in the public imagination. Of particular interest to the art world in that decade were the new watercolors being made by Kiowa and Pueblo artists; a place was being made for their display within the realm of the American “fine arts” traditions in museums and art galleries all over the country. Almost as soon as Elizabeth Willis De Huff, wife of the newly-appointed superintendent of the Santa Fe Indian School, John De Huff, arrived in 1918, she began to involve herself in the education of the children. Here she found military discipline; English only; a substandard educational system, devoid of the arts; and teaching material that was totally irrelevant to the lives of the Native children. By encouraging the students to share their folklore and songs, she collected some 50 tales, which she compiled into a reader-sized book. For an illustrator, she turned to a talented student, 18-year-old Fred Kabotie. Harcourt-Brace published the book, Tatay’s Tales, in 1922, and nominated it for the American Library Association’s Newberry Award, that honored the most distinguished contribution to American literature for children in 1923. It lost by one vote—to Hugh Lofting’s Voyages of Dr. Doolittle! Thus began four decades of publishing, whereby Anglo writers, teachers, and folklorists, desperate for books and materials that related to the Indian students’ cultural traditions, collaborated to produce English and bilingual books that also featured some soon-to-be leading Native artists of the 20th century, including Allan Houser, Oscar Howe, Gerald Nailor, Quincy Tahoma, Andrew Tsinajinnie, Hoke Denetsosie, and Andrew Standing Soldier.

Toni Rosell was elected first to the Montana House of Representatives in 1956 and served in both the Montana House and Senate. I believe you were the only woman in the '57 session. Antoinette Rosell: Fifty-seven, and I was not married then, so I was Antoinette Fraser. BB: You were Antoinette Fraser then. So Toni, what motivated you to run for the legislature? AR: To be honest with you, I always wanted to be...I read about Teddy Roosevelt for one thing. I was very inspired by him. I gave a speech when I was a junior in high school about him. I thought, "Wow that sounds like a pretty neat deal." He was out for the right, fair and all that kind of legislation. So when I got back to Billings and was here for a while and I noted that there were no women running on the Republican slate. I thought, "Well gee, maybe I'll try." So I started running really in 1954 when I first got back. I think it was '54. Of course I didn't know the ropes then.
