The committee met, pursuant to notice, at 10:10 a.m., in room SD-124, Dirksen Senate Office Building, Hon. Roger W. Jepsen (chairman of the committee) presiding. Present: Senator Jepsen and Representative Holt. Also present: Robert J. Tosterud, professional staff member. OPENING STATEMENT OF SENATOR JEPSEN, CHAIRMAN Senator JEPSEN. The hearing will come to order. The subject of today's hearing is agricultural trade policy. Our witnesses today are: Daniel Amstutz, Under Secretary for Interna- tional Affairs and Commodity Programs, Department of Agricul- ture; Robert Lighthizer, Deputy U.S. Trade Representative, Office of U.S. Trade Representative; and Allen Wallis, Under Secretary for Economic Affairs of the Department of State. Ken Farrell of Resources for the Future appeared before this committee last week and characterized future agricultural policy as a "triangle of interests." I agree with Mr. Farrell's contention that future agricultural policies must be developed within a frame- work that explicitly recognizes both the mutual supportive charac- teristics as well as the inherent

The collection includes files related to Brandborg's interest in and activities related to wilderness, conservation, and watershed protection efforts in Montana, and two memorial scrapbooks documenting his activities in favor of sustainable timber harvesting and against extensive clearcutting. Stewart M. Brandborg Papers (1932-2000), Mss 699, 45.0 linear feet This collection consists of the professional papers of environmental activist Stewart M. Brandborg. A graduate of the University of Montana and the University of Idaho, Brandborg was hired as assistant conservation director for the National Wildlife Federation in 1954. In 1956 he was elected to the governing board of The Wilderness Society and in 1960 was hired as their associate executive director. He served as director of The Wilderness Society from 1964-1977. Brandborg’s papers include correspondence, research files and other documents from his time with The Wilderness Society, as well as material documenting his work with the National Wildlife Federation, the National Park Service, Wilderness Watch, and Friends of the Bitterroot (Montana.) Arnold Bolle Papers (1930-1994), Mss 600, 40.7 linear feet Arnold Bolle was a leading figure in the Montana conservation movement.

    CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy.

Toni Rosell was elected first to the Montana House of Representatives in 1956 and served in both the Montana House and Senate. I believe you were the only woman in the '57 session. Antoinette Rosell: Fifty-seven, and I was not married then, so I was Antoinette Fraser. BB: You were Antoinette Fraser then. So Toni, what motivated you to run for the legislature? AR: To be honest with you, I always wanted to be...I read about Teddy Roosevelt for one thing. I was very inspired by him. I gave a speech when I was a junior in high school about him. I thought, "Wow that sounds like a pretty neat deal." He was out for the right, fair and all that kind of legislation. So when I got back to Billings and was here for a while and I noted that there were no women running on the Republican slate. I thought, "Well gee, maybe I'll try." So I started running really in 1954 when I first got back. I think it was '54. Of course I didn't know the ropes then.

    RESOLUTION OF TRIBUTE ON TELECOMMUNICATIONS WHEREAS, Recent access charge decisions and divestiture related tariffs are having a major impact on the cost to libraries of telecommunications, through which libraries share resources and enhance service delivery to the nation's library users; and WHEREAS, Senator Larry Pressler (R-SD), a Member of the Senate Communications Subcommittee, has recognized the public interest served by libraries and the unique role of libraries in providing universal access to information; and WHEREAS, Senator Pressler has spearheaded over the last three years a sustained and successful effort to protect libraries and their users from the impact of sudden and significant rate increases for existing telecommunications services; and WHEREAS, Senator Pressler's most recent efforts included a letter to the Federal Communications Commission on the continuing problems libraries face in connection with certain tariffs under FCC investigation; and WHEREAS, A total of twenty-nine Senators signed the April 1986 letter to the FCC, indicating strong bipartisan support for libraries as common carriers of information; NOW, THEREFORE, BE IT RESOLVED, That the American Library Association once again enthusiastically commend Senator Pressler of South Dakota for his continued leadership in assuring affordable telecommunications for libraries, express strong support for his efforts, and pledge continued cooperation in preserving universal access to information; and, BE IT FURTHER RESOLVED, That the American Library Association commend

John Leuthold: Nineteen-oh-seven. BB: In 1907. JL: May 26,1907. BB: Your father served in the state Senate, I believe, beginning what...in 1918 or 1919? JL: He served two terms. I think he went in 1917 because I think he must have been elected in '16, '17, '19, '20, '21, '23. BB: Yes that sounds right. And you served — JL: Maybe it's too sure to say. He was defeated in '26. He ran for his third term and was defeated in '26. BB: Then you served in the House from 1950 more or less to 1966. JL: Yes, '68. BB: Nineteen sixty-eight. Now, I want to ask you just some questions about your very early involvement. I realize you were just a young man in the 1920s, but a couple of prominent individuals in state history, both of whom served as governor, were involved when your dad was a legislator. Sam Ford who was Attorney General and later went on to be governor, and Joe Dixon—who had been a U.S Senator—and was governor during the time that your dad was a member of the state Senate.

In 1964, a unique effort occurred as part of the state’s territorial centennial celebration in an attempt to increase the number of visitors to the state. This paper studies that event, including the organizers, the goals, and the results of the promotion. Conclusions from this study might better direct future state promotion. Created by state boosters, the Montana Territorial Centennial Train of 1964-1965 became the focal point of the entire state’s centennial celebration. With its 16-city tour and two-season stay at the New York World’s Fair, the train provided the state with media exposure and publicity that would be felt for many years. During its early decades, Montana Territory would make the news only because it provided rich claims of gold and silver to a lucky few prospectors. Copper baron William A. Clark represented the territory at America’s first international exposition in Philadelphia in 1876. Fourteen years later, Montana made its world’s fair debut at Chicago’s Columbian Exposition. The promotion was deemed a success and world’s fairs seemed a good tool for selling the state to the outside world. In 1964, organizer Howard Kelsey wanted to promote awareness of Montana by taking the state to the people via a train loaded with 300 Montanans who would serve as ambassadors for the state.
