City Managers who have served on TMRS Board . 107 APPENDIX A Home Rule Council-Manager Cities In Texas With Chronological Listing Of City Managers Since Charter Adoption Of The Plan In Said City Below is an alphabetical listing of the home rule council-manager cities in Texas. The vast majority of such cities (260) have a man- datory charter provision for appointment of a city manager and give that position the specific authority of a chief administrative officer. An additional thirteen cities have charters where appointment of a city manager is optional (see footnote 1). Wording such as “the city council may appoint a city manager” is common. Most of these cities have a sustained commitment to council-manager principles and employment of a city manager. Another eleven cities operate with a mayor-council charter but have adopted provisions for a city man- ager/administrator by ordinance passed by the governing body. These eleven cities are listed here because they have a long history of city management and are currently employing a person in such a position. In the case of these eleven cities, the “Year Adopted” col- umn displays the year such ordinance was passed, not the date of any charter. (See footnote 2) The chronological listing of managers generally begins with the date a charter was adopted or amended to require the position of city manager. Where earlier dates have been furnished by the city, they are used. Service which predates the date of the charter would have been when the city was a general law city or service as a manager by ordinance in a home rule city. In a few cases, years of service are not continuous. If there is a gap in service from one manager to the next, the information was not available from the city or other sources consulted, or a manager was not employed during this period. Managers shown here generally have a service of at least six months in such position. Several cities are shown with populations of less than 5,000. This occurs in one of two ways: (1) a few cities were over 5,000 in pop- ulation at the time they adopted a charter many years ago, but have since dropped below that figure. An amendment to the Texas Constitution adopted in 1991 allows those cities to retain and amend their home rule charters, despite the fact that they no longer have the required population. (2) A few cities listed did not have the required population in 1996, but have determined that their population at the time of adoption of their charter was more than 5,000. Finally, Texas currently has 301 home rule cities. The above information and chart that follows accounts for 284 of those cities. The following seventeen cities are classified as mayor-council cities and are not listed in the chart below. These cities have (1) an adminis- trator appointed by and responsible to the mayor only rather than to the governing body as a whole, OR (2) an administrator with great- ly limited authority, OR (3) no administrator at all: Bay City, DeLeon, El Paso, Galena Park, Gorman, Hitchcock, Horizon City, Houston, Katy, Pasadena, Ranger, River Oaks, Robstown, Texas City, Vidor, West Orange, and White Oak.     Cubed Circle Newsletter 241 – Consistency is Hard As many of probably noticed, we have been posting late and sporadically for the last month. This was, obviously, not our intention, but with the second semester eating into my free time, staying up to date is a tall order. Even without the newsletter itself seeing weekly publication the site has still remained up to date on a weekly basis, thanks primarily to co-author Ben Carass, as well as guest writers Paul Cooke and Leslie Lee III. But, the newsletter has survived for well over 241 weeks, and will hopefully thrive in the years to come. I have attempted to make provisions for publishing related tasks which should minimize the risk of major delays (obviously there will be some regular delays, as this late issue can attest), but we have some fail safes in place in order to keep this to a minimum. With all of this said, we have a great issue for everyone this week with Paul Cooke discussing the Pro-Wrestling Only Greatest Wrestler Ever project and his personal experience with the poll, Ben covers the news including tons of results from Japan and the Lesnar USADA violation, the Mixed Bag returns with a look at comedy wrestling, Ricochet/Ospreay, and a potential WWE match of the year -- plus Ben also looks at last Sunday's Battleground show and the first RAW of the brand split (a very good show). Also, for those unaware, we now have an official Twitter account @CubedCircleWres allowing the banger to unprecedented highs at @BenCarass and @RyanClingman.
