The Report gives a comprehensive overview of roles and responsibilities of GRMB in the field of water resources development, particularly appraisal of projects, regulation of water and power between the States of Andhra Pradesh & Telangana. GRMB was constituted in 2014 by the Government of India as an autonomous body under the Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD & GR) in pursuance of AP Reorganisation Act, 2014. GRMB is funded by the States of Andhra Pradesh and Telangana. As a part of its mandate, GRMB makes technical appraisal of DPRs of Irrigation Projects in the light of GWDT Award for giving technical clearance to new projects in Godavari River basin. Over the past one year, GRMB has grown in strength and functionality. More officers – Member, Expert Member and Under Secretary (Finance) have joined the organisation enhancing its strength to better run its technical, electrical & finance units. Also, the consensus and cooperation of the concerned State Governments has played an important role in making policy decisions of the Board. I would like to assert that despite constraints, the performance of GRMB, during the year 2017-18, has been quite encouraging and I would like to appreciate the consistent efforts by the Members, all officers and the employees for the good job done by them. I would also like to thank the Hon’ble Minister of Irrigation, GoT, Hon’ble Minister of Irrigation, GoAP, Special Chief Secretary, Government of Telangana, Secretary to the Government of Andhra Pradesh, ENC, I & CAD, GoT and ENC, WRD, GoAP for their kind support, encouragement, advice and for having actively participated in and contributed to the success of GRMB. GRMB still has to go a long way for which I seek active cooperation of all the Members and Officers of the Board. I thankfully acknowledge the untiring efforts of the all the Members, officers and staff of the Board. I am pleased to present the annual report of GRMB for the year 2017-18. (H K SAHU) CHAIRMAN (i) HIGHLIGHTS OF THE YEAR 2017-18 5th and 6th Board Meetings of GRMB were held on 21-07-2017 and 12-12-2017 respectively. The logo of GRMB was designed and approved in the 5th Board Meeting. It was decided to build up a Reserve Fund of Rs. 10 Crores, out of the savings, up to a maximum of Rs.1 Crore per year. 25 posts were created in GRMB, to be filled up on deputation. GRMB hosted its website successfully at National Informatics Centre (NIC) with the domain name (http://grmb.gov.in). GRMB Recruitment Rules-2017 and GRMB Working Manual- 2017 were approved. Login credentials were issued to Project authorities of Irrigation projects of GoT for uploading data directly on GRMB website. Various awareness programmes of GoI such as Swachhta Pakhwada, Vigilance Awareness Week etc., were carried out in GRMB. Women cell was constituted to address the complaints of women working in GRMB. Filing system was reviewed and modified. A committee was constituted to suggest suitable locations and technical specifications of the instruments for installation of telemetry system in Godavari basin in AP & TS. Two meetings were held by the committee on 29-01-2018 and 27-03-2018 to identify suitable locations. In the “First Regional Conference of Southern States on Water Resources” held on 20-02-2018 at Hyderabad, the issue of notification of the jurisdiction of the Board was discussed. CWC furnished the list of projects (15 Major Projects and 14 Medium Projects) of AP & TS, approved by TAC since 2000. A concept note on water sharing was submitted to MoWR, RD & GR in November 2017, to facilitate Godavari water sharing between GoAP & GoT. Field visits to Major projects i.e. Indira Sagar Polavaram Project, Pattiseema LIS, Chintalapudi LIS, Tadipudi LIS, Thota Venkatachalam Pushkara LIS, Thammileru aqueduct, Sir Arthur Cotton Barrage, Prakasham Barrage, Pavitrasangam Purushothapatnam LIS in Andhra Pradesh and Yellampalli Barrage, Kaleswaram project, Lower Manair project in Telangana State (TS) were undertaken by the (ii) Chairman, GRMB, accompanied by Member Secretary, Member and other Technical Officers. GRMB informed Chief Engineer, Project Appraisal Organisation (PAO), CWC that the technical clearance of Kaleswaram Project cannot be taken up by GRMB in absence of approved water sharing between AP & TS. A copy of DPR volumes - II & III of Pattiseema LIS were received by this office in December, 2017. DPRs of Chintalapudi LIS, Purushothampatnam LIS (AP) and Sita Rama Lift Irrigation Project (TS) were not received. The technical clearance of Middle Kolab Multipurpose Project (Odisha) was taken up. The Budget estimate of Rs.6.50 Crore, for the FY: 2017-18, was approved. GRMB commenced buying goods for office use from Government e-Marketplace (GeM). The officers of the Board participated in various meetings /committees/conferences for getting exposure to new ideas / technological developments in the different fields of water resources. Two Training programmes namely “Water Governance” and “Trans- Boundary Water Resources-Conflict to Co-operation”, conducted by National Water Academy, Pune were attended by GRMB officers. Chairman, GRMB delivered lecture on “Experiences of Godavari River Management Board” at National Water Academy, CWC, Pune, as a guest faculty in a training programme on “Trans-boundary water Resources – Conflict to Co-operation” Chairman, GRMB delivered 33rd Dr. M. The Godavari Basin is the second largest basin and accounts for nearly 9.50% of the total geographical area of the country. The River originates 80 kilometres from the Arabian Sea in the Western Ghats of Central India from Brahmagiri near Trimbakeshwar near district Nashik in Maharashtra at an elevation of about 1067 m. The Godavari and its tributaries are an interstate river system, traverse through the states of Maharashtra, Telangana, Andhra Pradesh, Chhattisgarh, Odisha, Madhya Pradesh and Karnataka for a length of about 1465 km and finally drain into the Bay of Bengal at Antarvedi, East Godavari, Andhra Pradesh. At Dowlaiswaram the river divides into two branches, the Gautami and Vasishta. Between the two lies the Godavari Central delta. The length of Godavari River in Andhra Pradesh and Telangana is about 772 km. The Godavari River has a drainage area of 3,12,812 Sq.km.
