Summary Adequate housing is a chronic headache for most of Kenyans and more so the urban poor. Both the private sector and the government acting singularly have been unable to address this problem satisfactorily and provide sufficient and adequate housing stock for all socio-economic groups. This was the basis for the formation of Slum Dwellers Federation Muungano Wa Wanavijiji a vehicle with which the urban poor communally sought solutions to their shared housing problems. One of the redressal solutions pursued by Muungano Federation for its members is the bottom-up approach of ‘community-led settlement improvement’ in Huruma. Realization of such a settlement upgrading is by no means an easy feat considering the community limitations in resources, ability to negotiate for required support from external partners and organizations, the gaping diversities in needs and interests among the community members as well as the hardship in aligning their community interests with the environment other intervening factors arising from the political and policy dynamics in Kenya. This research was therefore instigated by the interest in the strategies the representative community agents applied in bridging these diversities of groups and the extents to which the abilities and competencies of these community agents in applying those strategies impacted the settlement upgrading outcomes realized from a boundary spanning perspective. Theoretical review divulged the essential tasks that these agents must undertake in traversing these barriers to realize a fulfilment of the involved partner’s needs. These are Establishing connections and linkages among parties, engaging in informational exchange between separate groups, and facilitating cooperation of all parties to ensure the realization of a co-joint objective. This research undertook and explanatory case study with three embedded units in Huruma. It followed a mixed method approach where in-depth semi-structured interviews with respondents directly involved in leadership positions in the Huruma upgrading project. Questionnaires were issued to the beneficiary community as well as content analysis of the reports made of the upgrading process to measure the success of the project outcomes as well as provide insight into the activities of the community agents and the limits to which they fulfilled their roles. The research established that informational exchange was the task that had the most impact on the upgrading outcomes realized. The community response and decisions were strongly based on information available and thus participation was limited to the extents to which relevant information on the upgrading was received. Secondly, due to the long-term nature of an incremental settlement upgrading project, it was found that multiple connective agents are necessary to muster and maintain positive involvement of vital partners from the household levels in the community to the organizational levels of external supporting bodies. Community agents bearing different characteristics are required to leverage their strengths where they complement each other’s skills and competencies by focussing on the areas of their core competencies and leaving others to do the same. It also found that the legitimation processes had impact on the extents to which the community agents fulfilled their roles, consequently community agents are required to achieve both vertical and horizontal legitimation and where impossible then a mix of community agents deriving different legitimation sources is necessitated to create sufficient connections between their constituency and the external supporting organizations. For future studies, I recommend a similar research but focussing rather on the boundary spanning agents located externally to the community but involved in this project to find out the extents to which they impacted the project.     PARTY POLITICS AND GOVERNANCE IN NAIROBI Samuel O. Owuor1 Paper Presented at the GDRI Governing Cities in Africa Conference Stellenbosch University, 30 November – 2 December 2009 Introduction Nairobi is probably one of the largest and best-known cosmopolitan African capital cities. Nairobi was first established in 1899 as a transportation and administrative centre, which later grew to become the capital of Kenya and a city. It is by far the smallest administrative province in Kenya, but also the most important in terms of employment, socio-economic activities and functions it performs. Apart from being the capital city of Kenya, it is the largest urban centre in the country, a regional hub in East and Central Africa, as well as the headquarters for many international and regional organizations.2 The present administrative boundary covers an area of 686 km2 expanding from 3.84 km2 in 1910. According to the 1999 Kenyan population census, Nairobi had 2,143,254 inhabitants representing about 38% of the total urban population in Kenya, with an annual growth rate of 4.8% (Bocquier et al 2009). The population of Nairobi is currently estimated to be 3.36 million inhabitants (UN- HABITAT 2008). Being a capital city, Nairobi will continue to influence the country, especially its immediate catchment areas and districts. Specifically affected are Athi River, Ongata Rongai, Ngong, Ruiru, Thika, Limuru, Kiambu, Kitengela and Kiserian, which are today functionally part of Nairobi city and add 20% more to the province’s population (Bocquier et al 2009). Given the importance of Nairobi, sustainable and inclusive city governance is a key component in its future growth and development.

The process of democratizing access during the period under study proceeded unevenly due to the changing economic and political dynamics that conversely affected the university policies. The first twenty years of university experience in East Africa, between 1949 and 1969, witnessed very modest gains in access to university. During this period, the colonial inter-territorial policy severely limited access to university. The inter-territorial university policy was initiated by the British as part of the colonial reform efforts aimed at creating a new kind of imperial partnership with the subject people in the post-Second World War world. The implementation of the inter-territorial policy in East Africa led to the establishment of the University of East Africa with three university colleges of Makerere in Uganda, Dar-es-Salaam in Tanganyika and Nairobi in Kenya. Britain insisted on the inter-territorial policy in the late 1950s and early 1960s even when it was apparent that it planned to grant independence to its East African colonies territorially.

The women leaders must be strategic, organized and coordinated in order to achieve set goals. The paper attempts to discuss the "informal city" with the hope of coming up with a new analytical framework of the African city and its many social, political and economic structures and processes. The various informal structures in the "African city" are discussed with more emphasis being given to the informal economy, or Jua Kali as it has come to be commonly known in Kenya. The recent rise of Jua Kali Associations in Kenyan towns is analyzed with the view of understanding whether the formal introduction of these Associations, both local and national is promoting or killing the spirit of entrepreneurship that has been the engine behind the success of the Jua Kali sector in the country. The paper argues that the Jua Kali operators had all through been organising themselves informally in the informal city or town that they operate from and do not need the formalized Associations which to date are seen by the Jua Kali operators as an extension of the newly-found government's interest in the sector through the Ministry of Research, Technical Training and Technology. In this paper I will analyze the African City (read also Third World) in general but more specifically the city of Nairobi (and other Kenyan towns) with the emphasis that the African City has been struggling to find its own identity since it is distinct from its Western counterpart which it has continued to ape with limited success.
