Notes on Towards Reforming the International Financial and Monetary Systems in the Context of Global Public Authority The following notes outline some key points in the 2011 document from the Pontifical Council for Justice and Peace, Towards Reforming the International Financial and Monetary Systems in the Context of Global Public Authority. The themes, principles and proposals contained in this Vatican document are based upon Catholic social teaching set forth by Pope John XXIII, Pope Paul VI, and Pope John Paul II as well as, in our present day, by Pope Benedict XVI. In the words of the U.S. bishops, the economy exists to serve the human person, not the other way around. Pope Benedict XVI taught, in his encyclical Caritas in Veritate, that to function correctly, the global economy needs ethics, and these moral dimensions of economic life need to be people-centered. In Caritas in Veritate, Benedict XVI pointed out that not only economic structures failed but trust had been broken. To reform the global economy so that it will be more just, stable and equitable, the Pontifical Council for Justice and Peace uses the teaching of Pope Benedict XVI to call for a new framework and structures of international solidarity and global financial regulation. The Pontifical Council for Justice and Peace argues that the primacy of the spiritual and the ethical needs to be restored, even in economic life. Such an approach will encourage markets and financial institutions that are at the service of the person and capable of responding to the needs of the most vulnerable and the common good. -

The proposal is addressed to all religious leaders and to people around the world to implore God to help humanity overcome the coronavirus (Covid- 19) pandemic. The appeal released on Sat- urday, 2 May, reads: “Our world is facing a great danger that threatens the lives of millions of people around the world due to the growing spread of the coronavirus (Covid-19) pandemic. While we reaffirm the role of medicine and scientific research in fighting this pandemic, we should not forget to seek refuge in God, the All-Creator, as we face such severe crisis. Therefore, we call on all peoples around the world to do good deeds, observe fast, pray, and make devout sup- plications to God Almighty to end this pandemic. Each one from wherever they are and ac- cording to the teachings of their religion, faith, or sect, should im- plore God to lift this pandemic off us and the entire world, to rescue us all from this adversity, to inspire scientists to find a cure that can turn back this disease, and to save the whole world from the health, economic, and human repercussions of this serious pan- demic. -

For all disinterested observers, it is a well- Tknown fact that at present the relationship between canon law and moral theology is at best disturbed, at worst downright nonexistent. Yet there should be an organic unity between the two. After all, moral theology defines many of the values canon law is promoting, and canon law creates obligations which have far-reaching consequences in the field of morality. Thus mutual understanding and a well-balanced relationship should be in the interest of both parties. The origins of this present-day alienation are found in the past history of the two sciences. To listen to the moralists, their theology has suffered badly at the hands of the canonists: they tried to make it into a thinly disguised branch of jurisprudence.1 To listen to the canonists, the nature of their rules and regulations has been misunderstood by the moralists: they tended to make them into divine precepts with appropriate sanc tions, including eternal damnation.2 All such accusations are, of course, simplifications. Nonetheless, among the unfair generalizations there is a grain of truth. Many times in history the two sciences encroached on each other's field, and by the introduction 1 The historical development of moral theology—certainly in the last 400 years—was closely tied to the administration of the sacrament of penance. We do have such an on-going puzzle in canon law; it is the prima facie conflict between the demand of stability and the imperative of development. Stability is an essential quality of any good legal system because a community's lav{s are an expression of its identity, and there is no identity without permanency. Many times we hear in the United States that we are a country held together by our laws. Although the statement cannot be the full truth, it is obvious that if our laws ever lost their stability, the nation's identity would be imperiled. In a relig ious community where the source of its identity is in the common memory of a divine revelation, the demand for stability is even stronger. -

The Church's interest in the Internet is a particular expression of her longstanding interest in the media of social communication. Seeing the media as an outcome of the historical scientific process by which humankind “advances further and further in the discovery of the resources and values contained in the whole of creation”,[1] the Church often has declared her conviction that they are, in the words of the Second Vatican Council, “marvellous technical inventions” [2] that already do much to meet human needs and may yet do even more. Thus the Church has taken a fundamentally positive approach to the media.[3] Even when condemning serious abuses, documents of this Pontifical Council for Social Communications have been at pains to make it clear that “a merely censorious attitude on the part of the Church...is neither sufficient nor appropriate”.[4] Quoting Pope Pius XII's 1957 encyclical letter Miranda Prorsus, the Pastoral Instruction on the Means of Social Communication Communio et Progressio, published in 1971, underlined that point: “The Church sees these media as ‘gifts of God' which, in accordance with his providential design, unite men in brotherhood and so help them to cooperate with his plan for their salvation”.[5] This remains our view, and it is the view we take of the Internet. 2. The philosopher Jacques Maritain developed his political philosophy thoroughly informed by his deep Catholic faith. His philosophy places the human person at the center of every action. In developing his political thought, he enumerates two principal tasks of the state as (1) to establish and preserve order, and as such, guarantee justice, and (2) to promote the common good. The state has such duties to the people because it receives its authority from the people. The people possess natural, God-given right of self-government, the exercise of which they voluntarily invest in the state.
