The purpose of this report is to present the finalised Visitor Mitigation Strategy for Braunton Burrows Special Area of Conservation (SAC). An interim mitigation strategy and developer contribution rate of £100 per unit was approved by Strategy and Resources Committee on 1st July 2019. 1.2. The report seeks approval to increase the developer contribution rate to £190 per unit and to begin implementation of the Strategy’s recommendations. The principal deliverable of the Strategy is a Christie Estates appointed part-time Engagement Officer to deliver the Strategy in partnership with the Council and Natural England. 1.3. Evidence produced since the adoption of the North Devon and Torridge Local Plan (the “Local Plan”) concludes that, as a result of increasing visitor pressure, adverse effects on the integrity of the SAC cannot be ruled out and development which contributes to harm of the SAC should not be granted without appropriate mitigation measures being in place. 1.4. Natural England has advised that a formal mitigation strategy must be produced to provide certainty on what mitigation measures are required and the cost of delivery. 1.5. The Braunton Burrows SAC Visitor Mitigation Strategy has now been finalised in consultation with Natural England and Christie Estates, and the Council is responsible for ensuring the successful delivery of the Strategy. In order to monitor the delivery of the strategic objectives, periodic visitor behaviour surveys and habitat condition surveys are costed within the Strategy.

There are various routes into North Devon. From North Cornwall take the A39 (North Atlantic Highway) past Bude and into North Devon towards Barnstaple. Approaching Barnstaple at the Lake Roundabout turn left onto the A361 (signposted to Ilfracombe). Alternatively from Exeter take the A377 and approaching Barnstaple at the Bishops Tawton roundabout turn west onto the A361 and continue on the A361 until Lake Roundabout and turn right to continue on the A361 (signposted to Ilfracombe). Follow the A361 over the new road bridge over the River Taw and then at the Braunton Road Junction turn left for Ilfracombe. Continue on the A361 through Braunton towards Ilfracombe. Then at the Mullacott Cross roundabout turn left onto the B3343 signposted to Woolacombe. Follow the B3343 for about a mile and then turn right onto Mortehoe Station Road (signposted to Mortehoe). Follow this road to Morthoe and park in the village. There is a footpath to Rockham Beach (signposted to Rockham Beach). Alternatively park at Woolacombe and walk the coast path north, taking at least 1 hour • Parking:1 small car park in Morthoe village.

Woodward's well-known work, ' The Geology of England and Wales,' p. 127 :--' This division, termed the )[orte Slates by the Rev. D. Williams, derives its name from Morte Point, on the north-west coast of Devon. The term Mortehoe Group, from the village of that name, was used by John Phillips. The Morte Slates, or " grey slates," comprise pale greenish-grey aud silvery grey glossy slates, much veined with quartz, and having a thickness estimated at from 3000 ~;o 4000 feet.
